Definition

Under general supervision, plans, organizes, supervises and coordinates maintenance and repair of signaling and rail safety systems, Supervisory Control and Data Acquisition (SCADA) hardware, software and network devices, ticket vending machine controllers and network devices and other electrical equipment for a light rail system; and performs related duties as assigned.

Distinguishing Characteristics

Light Rail Signal Supervisor is the first full supervisory level in the maintenance and repair of electrical, electronic and communications equipment and devices for the Agency's light rail system. This class is distinguished from the next higher class of Light Rail Way, Power and Signal Superintendent in that the latter has responsibility for the overall management of light rail systems maintenance and repair functions.

Essential Job Functions

Typical Tasks

  • Plans, schedules, and supervises the inspection, maintenance, and repair of signaling and rail safety systems, the light rail SCADA system, ticket vending systems, communications systems, and other electrical equipment and systems;
  • Coordinates maintenance and repair activities with personnel and departments to ensure safe, reliable, ongoing light rail operations;
  • Supervises and performs inspections and repair of signals, approach circuits, interlocking devices, transponders, switch controls, signal preemptor controls, crossing-gate equipment, and other electrical/electronic/mechanical equipment;
  • Hires, trains, evaluates performance, provides feedback and counseling, and disciplines workers; may represent VTA at disciplinary hearings;
  • Conducts safety training; monitors and ensures that assigned staff follow safety procedures and safe work practices;
  • Estimates labor, time, costs, and materials for maintenance and repair work orders;
  • Maintains records and prepares reports on unit work activities.

Minimum Qualifications

Employment Standards

Development of the required knowledge, skills and abilities is typically obtained through completion of a recognized apprenticeship program; and six years of progressively responsible experience in electrical/electronic maintenance, including at least one year supervising or functioning as a team leader in the maintenance and repair of railway or traffic signals.

  • Theories, practices, methods, techniques, tools and equipment used in the installation, testing, calibration, maintenance and repair of electrical and electronic, supervisory control and communications systems and devices applicable to a light rail system;
  • Practices, methods, techniques, tools, and equipment used in the testing, calibration, maintenance and repair of signal and safety systems;
  • Laws, ordinances and regulations governing electrical construction;
  • Network communication principles and standard communication hardware and devices, including servers, hubs, routers, switches, controllers, fiber optics and related equipment, multiplexors and modems;
  • Communications network standards, protocols and wiring schemes;
  • Standard test devices and electronic tools.

Ability to:
  • Plan, organize, assign, and monitor the work of unit employees;
  • Read and interpret plans, specifications, blue prints, schematics, and manuals;
  • Use electronic and electrical test equipment, tools and materials to test, diagnose, troubleshoot and repair a wide variety of equipment, machinery, devices and systems safely and efficiently;
  • Adapt established practices, procedures, and principles of electronic and electrical circuitry to particular problems, conditions and service needs;
  • Prepare accurate and complete reports and records of work performed;
  • Evaluate alternatives and develop cost-effective maintenance and repair processes and preventive maintenance programs;
  • Develop reasonable and comprehensive estimates of costs for time, labor and materials for maintenance and repair work orders;
  • Exercise independent judgment and initiative within established guidelines;
  • Establish and maintain effective working relationships with managers, public safety personnel, contractors, vendors, the public and others encountered in the course of work.
Licenses; Certificates; Special Requirements

A valid Class C driver's license issued by the State of California and the ability to maintain insurability under the Agency's Vehicle Insurance policy.

Social Security taxes will be deducted from each employee’s bi-weekly salary.
