Duties Summary

Performs a variety of law enforcement, crime prevention, investigative or other specialized duties as a trainee police officer; attends police classes and receives intensive training in the principles, practices, procedures and techniques of police work; independently patrols an assigned beat and performs a variety of law enforcement work as part of the training process; and performs other related duties as required. 

Duties may include, but are not limited to:

  • Patrol an assigned area to prevent crime, maintain order and enforce laws and regulations;
  • Respond to calls from the general public and crime victims, traffic hazards; violations, misdemeanors and felony incidents;
  • Respond to radio, telephone or computer messages or instructions and complete the assignment;
  • Investigate and analyze specific crime cases, make arrests, issue citations and give warnings; performs booking procedures and interviews witnesses to gain information;
  • Investigate and prepare reports on offenses, arrests, accidents,  property damage, and administrative matters using a combination of writing and computer skills;
  • Analyze, suggest and implement solutions to police problems in an assigned area;
  • Control uncooperative subjects;
  • Appear in court on and off duty and give credible testimony;
  • Transport prisoners;
  • Drive a variety of vehicles in a safe and effective manner under a wide range of conditions;
  • Use a variety of firearms and weapons in a safe and effective manner in the course of duty;
  • Give directions, provide information and arrange for assistance;
  • Maintain accurate logs and records of work performed;
  • Participate in training seminars, conferences and programs to stay abreast of current crime trends and innovative policing techniques;
  • Perform other related duties as assigned.

Minimum Qualification Requirements

Age:  All candidates for employment as a Police Services Officer shall be at least (20) years of age at the time of filing application and 21 years old at the time of appointment.

Training and Experience: Graduation from high school or successful completion of a GED examination.

Firearms Requirement: Applicants must meet Federal and State eligibility requirements to possess firearms.  Some examples of persons who are disqualified to carry firearms are persons who have been convicted of any felony, crime of violence, illegal sale of any drug, domestic violence (felony or misdemeanor), etc.

License Requirement: Possession of a valid motor vehicle operator's license, minimum class 3 or equivalent. A motorcycle license is not acceptable.

Knowledge of: Grammar, spelling, and word usage.

Ability to: Learn and explain laws of arrest and pertinent local and state laws and ordinances; learn and apply police principles, practices, methods and techniques; learn job related computer applications; observe accurately and remember names, faces, numbers, incidents and places; think and act quickly in emergencies and judge situations and people accurately; learn standard police radio broadcasting procedures; understand and carry out verbal and written directions; establish and maintain cooperative relationships with those contacted in the course of work; learn the geographical area and community composition.

Health and Physical Condition Requirement: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

Candidates shall have a correct ratio of weight to height; possess good eyesight, and good physical condition and agility according to the standards set by the County of Kauai.

Special Working Conditions: Irregular hours, shift and weekend work and exposure to hazardous and obnoxious conditions as required.

Selection Process:
Applicants must take and successfully pass the Written Examination and Physical Readiness Standards Test (PRST) to continue in the selection process.  Those passing the written test and PRST will be required to complete and submit a Personal History Packet (PHP).  You should visit http://www.kauai.gov/Government/Departments-Agencies/Police-Department/Recruitment, select Personal History Packet, upload and print a copy and bring it with you on the day of the Physical Readiness Standards Test.  The Police Department will explain how to complete the packet.  Those applicants successfully passing this test will then be required to take a pre-psychological test on the same day.  A thorough background investigation including credit check will also be conducted. 

Upon given a conditional job offer, a polygraph test, post-offer psychological written test and interview, and pre-employment medical/drug screening will be conducted.  An interview may also be required.

Please note the duration of the selection process may be six (6) to eight (8) months.

Examination: Written Test - 100% on Kauai only.  Candidates must be prompt.  There will be no admittance once the door is closed. Please contact our office as soon as possible at 808-241-4956, but no later than 10 days prior to the test date if you require special accommodations, or have further questions regarding this recruitment.

For this recruitment, you must qualify on a written test designed to measure your knowledge and skills necessary for satisfactory performance of the duties and responsibilities of this class of work. Your examination grade will be based on 100% on the written test score. Applicants may be tested for the knowledge and abilities as stated above. All candidates will be notified by mail or email as to the time and place for the written examination. 

To the written exam, you are to bring your:
  • picture identification
  • admission letter
Without these documents, you will NOT be permitted to enter the examination room. Cell phones are permitted in the testing room, however, you will be required to store them away from you.

The written exam results will be given to you on the day of the testing. If you did not request e-mail notification, you will be required to report back to receive your results. 

Written Test Dates:
  • April 21, 2018 - Applications must be received no later than March 31, 2018
  • May 19, 2018 - Applications must be received no later than April 30, 2018
  • June 23, 2018 - Applications must be received no later than May 31, 2018
  • July 21, 2018 - Applications must be received no later than June 30, 2018

Physical Readiness Standards Test (PRST):   Applicants who receive a passing score on the written test (described above) will be referred to the Police Department and required to pass a Physical Readiness Standards Test to continue in the hiring process.  Candidates must be able to perform the following:

  • Illinois Agility Run - 19.8 seconds  
  • Bench press - 75% of body weight
  • One minute sit up - 27  continuous reps in 60 seconds 
  • 300 Meter run - 77 seconds  
  • Push up - 27 continuous reps, no time limit  
  • 1.5 mile run - 19 minutes 16 seconds

PRST Testing will be at 7:45 a.m. at the Police Department's flag pole the day after the written exam.
When reporting to the testing site for the Physical Readiness Standards Testing, candidates must be prompt and bring the items listed below:
  1. Picture Identification (i.e. driver's license – this is required in order to participate)
  2. Personal History Packet (The Police Department will go over the packet with you).
  3. Uniform Attire for the PRST: Short Sleeve T-Shirt, Gym Shorts or pants, socks and running shoes (Cleats are not allowed).
  4. Other Essentials: Water, snacks, towel, prescription medication and sun block.

Note: Spectators are not allowed at the Physical Readiness Standards Testing. 

Please do not attempt to participate knowing you are not in good health. If you appear injured or not in good health, the Kauai Police Department "Fit Force" will not allow you to participate. 
 
Note: You will be required to sign a liability waiver prior to taking part in the Physical Readiness Standards test. The length of the Physical Readiness Standards test will be determined by the number of applicants participating. Please prepare yourself to remain until each event is completed and you have signed out properly with a Kaua'i Police Department "Fit Force" instructor. Results will be given at the conclusion of the test.

Those applicants successfully passing this test will then be required to take a pre-psychological test on the same day, therefore, you will be released on or after 3:00 p.m.

IMPORTANT INFORMATION FOR POLICE SERVICES OFFICER APPLICANTS
  • A pre-employment medical exam is required prior to employment at the applicant's own expense.
  • Out-of-State and neighbor island applicants must travel a minimum of three (3) times to Kauai for the written test and further evaluations. Please note, the County does not pay for travel or lodging for testing processes.

The Kauai Police Department (KPD) requires qualified applicants to have a minimum level of physical readiness in order to perform the essential physical functions of the job. To ensure that police officers can safely perform those physical tasks, all qualified applicants will be required to undergo a Physical Readiness Standards Test (PRST) which will involve the following 6 physical fitness tests:
  • Illinois agility run: This measures the ability to change direction while sprinting. The test consists of sprinting while dodging around obstacles (traffic cones) over a 180-foot course. 19.8 seconds.
  • Bench press test: This measures the absolute strength of the upper body. The test consists of lying on a bench and pushing free weight in a vertical manner parallel to the body. Push 75% of your body weight.
  • Sit up test: The measure of trunk muscular endurance is very important to job function, overall physical performance, and the avoidance of injury. The test consists of the maximum number of sit ups performed in sixty seconds. 27 continuous reps in 60 seconds.
  • 300 meter run: This measures anaerobic power or the ability to make an intense burst of effort for a short time period or distance. The test consists of running 300 meters as fast as possible. 77 seconds.
  • Push up test: This measures the muscular endurance of the upper body. The test consists of doing as many pushups continuously from the front leaning rest position with no time limit. 27 continuous reps no time limit.
  • 1.5 mile run: This measures aerobic power or cardiovascular endurance, the ability to sustain rhythmic movement of large muscle groups for a period of time. The test consists of running/walking 1.5 miles as fast as possible. 19 minutes 16 seconds.
