Overall Job Objective

Under direct supervision, to perform a variety of entry level to semi skilled utility installation, maintenance, and repair tasks, and to perform related duties as required.

 

Duties & Responsibilities

1. Assists in the maintenance and installation of wastewater and water mains, service lines, storm sewers, valves, hydrants, manholes, and drainage channels.
2. Operates hydraulic valve exercising equipment.
3. Uses tools and equipment in the performance of maintenance and repair tasks including hand and power tools, long handled tools, jackhammer, compressor, safety devices, utility truck, and dump truck.
4. Works irregular hours, weekends, evenings, holidays, and/or emergencies as required to respond to water and wastewater main breaks and other Public Works emergencies. Response to snow shifts when called from mid-September through mid-April is a requirement of the position. May be required to perform standby duties.
5. Works in confined spaces that require ventilation to protect against potential noxious gases and fumes.
6. Required to wear protective safety gear and use safety equipment to protect against potential biohazards possibly encountered during performance of maintenance activities. May work with restricted use chemicals to perform maintenance activities.
7. Facilitates good communication with co-workers and supervisors. This includes:
• Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
• Communicates important information from supervisors and other City officials to co-workers and employees.
8. Reads and uses quarter section book and as built plans to locate and perform maintenance tasks as needed.
9. Maintains accurate records of work performed and materials and equipment used. May use a computer to log information.
10. May direct seasonal or temporary employees including task and work assignment and providing basic field training and input.
11. Remains generally alert to conditions and events occurring in right of ways indicating anticipated or needed repairs.
12. May interact with the public in the field to provide information and customer service.
13. Participates as a member of a team.

• Recognizes the needs of team members, and maintains a fair share of team's workload.
14. May assist in maintaining the transportation system.

• Performs related duties as required to meet the needs of the city.
• Takes good care of the City's equipment, clothing, and resources.
• Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
• Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Qualifications

REQUIRED MINIMUM QUALIFICATIONS: Maintenance Person I
High school diploma or equivalent. At least one year of experience in utilities maintenance or construction (water and/or wastewater) or any equivalent combination of education and experience. Ability to operate a variety of hand, power, and long handled tools and equipment to perform installation, maintenance, and repair tasks. Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling to locate, inspect, and maintain water and waste water valves and systems. Upper body strength to lift and carry equipment and supplies as needed. Ability to use all required safety equipment. Ability to deal courteously and effectively with the public in difficult situations; to maintain complete and accurate records. Acceptable motor vehicle record. Ability and willingness to respond to after-hour call outs and snow shifts. 


DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Experience in heavy construction. Ability to read blue prints and other construction drawings. Ability to use computers and other technology.

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works outdoors in a variety of weather conditions in and around moving traffic, and in confined spaces. Works in a setting subject to continuous interruptions and background noises.
Machines and equipment used include, but are not limited to the following: Hand and power tools, long-handled tools, jackhammer, compressor, safety devices, utility truck, single and tandem-axle dump trucks, backhoe, loader, jet, rodder, and vactor equipment/trucks, two-way radio, gas detection equipment, and computers (hand-held, lap-top, and stationary).
