The purpose of this position is to direct, manage, and supervise the Accounting Division within Financial and Management Services including accounting, payroll, and accounts payable. Manage the City's general ledger and prepare the City's financial statements including the Comprehensive Annual Financial Report (CAFR), as well as the other annual or periodic financial reporting processes in accordance with Generally Accepted Accounting Practices (GAAP) and the Governmental Accounting Standards Board (GASB).   
 
Selects, plans, prioritizes, assigns, supervise and review the work of staff; coordinate staff training; write performance appraisals; recommend and implement discipline. Responsible for the worker as well as the work.
 
Position Status:  This is a full-time, regular, non-union, exempt position. 
 
Work Schedule: The schedule for this position is M-F, 8am – 5pm.

Functions

  • Direct, manage, and supervise staff within the Accounting Division, including accounting, payroll, and accounts payable staff.  Conduct performance evaluations, coordinate training, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures.  Recommend, within departmental policy, appropriate service and staffing levels.
  • Direct, coordinate, and review work plans. Meet with staff to set clear expectations; assign work activities and projects; manage work flow; review and provide timely reviews of work quality and performance. Lead the teams in advising, consulting, and partnering with internal departments to support the accomplishment of their strategic objectives.
  • Plan and manage the preparation and development of annual and periodic fiscal reports including, but not limited to, the City's general ledger, the Comprehensive Annual Financial Report (CAFR), as well as others in accordance with Generally Accepted Accounting Practices (GAAP). Ensure compliance with federal, state, and local laws and City policies. Interpret and implement new laws and regulations as they related to the division.
  • Manage the City's payroll program; resolve complex payroll issues and implement necessary changes to resolve problems.
  • Manage financial reporting and audit requirements of the Public Facilities District, Downtown Redevelopment Authority, and the City Center Redevelopment Authority.
  • Develop, recommend, and implement policies and procedures; develop short-term and long-range plans for the division.
  • Develop, recommend, and manage division budget. Direct the forecast of additional funds needed for staffing, equipment, materials, and supplies, monitor and approve expenditures, and implement adjustments as necessary.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

Education and Experience

  • Six (6) years of related experience in governmental accounting including, but not limited to, CAFR preparation, government accounting, and management of accounting and payroll functions.  At least two years of staff supervision required.
  • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in accounting, finance or a related field.
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Proficiency using automated financial systems, preferably Workday.
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.
Required Licenses and/or Certifications
  • Possession of a Certified Public Accountant (CPA) license within Washington State or ability to obtain a WA CPA license within 12 months of hire as a condition of ongoing employment.
Knowledge
  • Current principles and practices of governmental accounting
  • Principles of budget preparation and management
  • Principles of effective payroll and accounts payable management and record keeping
  • Rate models and cost allocation methodology
  • Management and supervisory techniques
  • Applicable codes and regulations
  • Pertinent federal, state and local laws that pertain to accounting, payroll and payable processes;
  • English language, including spelling, grammar and punctuation
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
Abilities
  • Effectively manage and supervise professional, technical and clerical staff
  • Design and install complex accounting systems
  • Design, interpret and explain City accounting policies and procedures
  • Interpret and apply complex technical federal, state and local laws, codes and regulations
  • Analyze and interpret accounting records and prepare clear and concise financial reports
  • Oversee the grant administration process for the City
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver's Operating Principles
