This recruitment is open to the public.  This recruitment is being held to establish an open eligible list to fill current and future vacancies within The County of Orange.  The eligible list established may also be used to fill similar and lower level classifications throughout the County of Orange.

The County of OrangeHousing & Community Development & Homeless Prevention (HCD/HP) is a division of OC Community Resources (OCCR) that administers affordable housing, community development, housing authority and homeless prevention programs.

THE OPPORTUNITY:
Under general direction of the Housing and Community Development Manager, the Affordable Housing Development Manager will be responsible for taking the lead on affordable housing development programs.  The incumbent will be responsible for reviewing funding opportunities for affordable housing and/or permanent supportive housing projects, as well as, frequently interacting with Board of Supervisor, County Executive Office, Executive Management and CEO Real Estate in regards to County housing development projects and developments.  Additional duties and responsibilities may include, but are not limited to the following:
 
  • Coordinating review of available funding options for afforadable housing development opportunities
  • Utilizing Housing Successor Agency, HOME, and MHSA Funding opportunities to create new housing development plans and projects
  • Working with developers and stakeholders to obtain knowledge about upcoming opportunities available to provide additional affordable housing to vulnerable residents within Orange County
  • Collaborating with cities/developers and external stakeholders to review funding opportunities
  • Administering and convening meetings with key stakeholders to ensure County of Orange is maintaining a regional-lead role in addressing affordable housing issues
  • Providing input into policies, funding initiatives, and regulations
  • Maintaining proper knowledge of various funding sources to stay abreast to changing conditions, laws and regulations
  • Acting as a policy knowledge expert, understanding affordable housing regulations and policies as they apply to permanent supportive housing and affordable housing and funding of each
  • Oversight of the Housing Development unit; including one (1) Administrative Manager I or Housing Development Administrator and one (1) Planner III.
  • Providing mentoring, coaching, and support, performance action plans, administrative support and leadership within their unit

THE IDEAL CANDIDATE:
The ideal candidate will  be an experienced manager/leader who possesses in depth knowledge and demonstrated experience in the areas of affordable housing and/or community development.  This would include having a large scope of responsibility, proven/demonstrated results with a process improvement focus; inclusive and effective communication style; and at least eight (8) years of management level experience overseeing both internal and external teams in a similar setting.  While not required, the ideal candidate will possess a Bachelor's Degree or higher in Public Administration, Public Policy, Finance, Business Administration, Economics, Political Science, Urban Planning, or other related field.  In addition, the ideal candidate will also possess extensive knowledge and experience in the following areas:
 
  • Understanding federal, state and/or conventional financing programs applicable to relocation, rehabilitation, redevelopment and/or new construction of affordable housing and or permanent supportive housing
  • Being an entrepreneurial leader who demonstrates initiative and can effectively operate within a government structure
  • Empowering, mentoring, coaching, and managing people (staff, contractors, consultants, etc.) with a track record of achieving organizational results
  • Demonstrating a positive image of the organization and working effectively with the community in formal and informal settings
  • Operating independently, continuously maintaining/building relationships, and understanding when to see out resources and/or consult with others to gain/share information
  • Planning proactively and ensuring his/her area of responsibility is aligned with the long term organizational vision
  • Managing competing priorities while meeting established deadlines
  • Conducting multi-dimensional assessments of overall operations, systems, tools, and approaches related to affordable housing development
  • Implementing methods, techniques and procedures involved in preparing and negotiating affordable housing development
  • Creating and maintaining affordable housing and community development policy

RECRUITMENT PROCESS:
Human Resource Services (HRS) screens all applications to identify the candidates who meet the qualifications for the position based on the skills required to meet the needs of the County of Orange.  After the initial screening, those who meet the desirable qualifications will be referred on to an Application Appraisal Panel.

Candidates who have met the desirable qualifications as outlined within the job bulletin will be invited to participate in an oral interview.  These candidates will be interviewed and rated by a panel of job knowledge experts.  Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.  Only the most successful candidates will be placed on an eligible list.

Based on the Department's needs, the selection procedures above may be modified.  Candidates will be notified of any changes in the selection procedures. 

Eligible List:  Once the assessment has been completed, HRS will establish an eligible list of candidates.  Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
