The City of Hemet is seeking an innovative, collaborative professional committed to customer service best practices. The ideal candidate must possess a high level of experience overseeing complex infrastructure and subdivision projects. The incumbent will have experience managing the work of a team, will promote a positive and productive work environment, and will demonstrate effective leadership in challenging environments.

THE POSITION: 

Under limited supervision, the Principal Engineer will manage the design and construction of the City's Capital Improvement Projects and provide engineering support to City projects.

The purpose of this recruitment is to fill a vacancy and to establish an eligibility list for a one year period.

Duties may include, but are not limited to, the following:

THE SELECTED CANDIDATE FOR THIS POSITION WILL:
Manage and monitor the design and preparation of construction plans and specifications; supervise, monitor and participate in Capital Improvement Project management; review design and preparation of plans, specifications and engineering data.
 
Coordinate design and construction projects with other city departments, agencies and citizens; supervise and administer public works construction projects; oversee professional services construction contracts; coordinate, evaluate and monitor construction activities by contractors and professional services from consulting firms.
 
Manage and monitor capital improvement budgets; assist in the preparation of grant funding requests; prepare recurring and ad hoc reports on construction projects and contracts; work with staff to communicate, discuss and achieve objectives regarding current projects.
 
Participate in recruitment and hiring; schedule, assign, monitor and evaluate work of staff; provide for and/or conduct staff development; establish work methods and standards; initiate corrective and/or disciplinary action and respond to grievances and complaints accordingly.

Knowledge, Skills and Abilities

THE SELECTED CANDIDATE FOR THIS POSITION MUST HAVE: 

Knowledge of modern civil engineering principles and practices; capital improvement project management; construction design, plans and specifications; contract administration; supervision principles and practices.

Skill in preparing complex technical engineering analyses and reports; supervising, motivating and evaluating staff; monitoring and administering construction projects; communicating effectively both orally and in writing; establishing and maintaining effective working relationships with other City employees and the public.

MINIMUM QUALIFICATIONS/LICENSE OR CERTIFICATES REQUIRED:

Education and/or Experience: 


Bachelor's degree in civil engineering or a related field and five (5) years of progressively responsible civil engineering experience with a focus on municipal construction/design and project management, including two (2) years of supervisory experience, or an equivalent combination of education and experience.

CERTIFICATION/LICENSE AND/OR OTHER SPECIAL REQUIREMENTS:

Possession of, or ability to obtain, a valid and appropriate California driver's license and maintain a satisfactory driving record.

Full Time Position Benefits

Special Compensation:
  • Bilingual Pay of $50 per month for employees certified by the Department as bilingual in the Spanish language  
  • May accrue up to 80 hours comp time in lieu of overtime 
  • City paid deferred compensation at 2% of monthly salary
Healthcare Coverage:
  • Employer contribution of $1,028.81 per month for employee and dependent(s) medical coverage.
  • $100 per month employer contribution to employees' deferred compensation plan (in lieu of any other retiree health insurance benefit).
Dental & Vision Coverage:
  • Employer paid dental and vision coverage for employee and dependent(s).
Life & Long Term Disability Insurance:
  • Employer paid $50,000 term life and long term disability insurance.
Educational Reimbursement:
  • $2,000 per calendar year
Leave:
  • 18 days per year of PTO (Personal Time Off) for the first 3 years of service
  • Accrues 8 hours per month of sick leave
  • 12 paid holidays 
  • Serious Family Illness/Bereavement Leave- Employees may use up to 3 days, which does not come off of any leave bank
Retirement:
The City contracts with the California Public Employees Retirement System (CalPERS)
  • Classic Members: 2.5% at 55 Formula, final compensation based on highest twelve month period. Employee contributes 8% (no Social Security deduction).
  • PEPRA (New) Members: 2% at 62 Formula, final compensation based on a three-year average. Employee contributes one-half of the normal cost of pension benefits, which is currently 6.75% (no Social Security deduc
