Under direction of a physician or registered nurse, performs a variety of paraprofessional nursing duties in providing care to psychiatric patients.

Distinguishing Characteristics: This class differs from the Hospital Technician I and the Health Technician series in that a Psychiatric Technician - IPU (Inpatient Psychiatric Unit) provides both psychiatric and medical nursing care to patients within the scope of licensure as a Psychiatric Technician or Vocational Nurse in the State of California.

APPROXIMATE SALARIES:
Psychiatric Technician - IPU (Entry Level): $27.49 per hour
Psychiatric Technician - IPU: $27.49 to $29.59 per hour
Per Diem Psychiatric Technician: $16.06 to $19.50 per hour
Per Diem Senior Psychiatric Technician: $19.50 to $25.24 per hour

CERTIFICATION PAY:  Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on his or her scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications.

EDUCATIONAL INCENTIVE:  Some positions may be eligible for education incentive.  This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE:  Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department.  In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.

AGENCY/DEPARTMENT:  Health Care Agency - Ventura County Medical Center/IPU

Psychiatric Technician - IPU, Per Diem Psychiatric Technician, and Per Diem Senior Psychiatric Technician are represented by the California Nurses' Association (CNA) and are eligible for overtime compensation.

These classifications are within a bargaining unit that is subject to an agency shop arrangement which mandates a Regular or Per Diem employee to either join the CNA and pay dues as a member OR either pay a service fee to CNA or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization. Salary placement will be determined according to the current CNA memorandum of agreement.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent (Per Diem), and Extra-Help vacancies.  There is currently one (1) Regular vacancy and two (2) Temporary vacancies.

NOTE:  If appointed as a Per Diem Psych Tech, incumbent may be promoted to Per Diem Sr Psych Tech without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

Direct Services

  • Mental Health Services: works as a member of a team to provide psychiatric and medical nursing care to patients in mental health inpatient and outpatient programs; prepares and administers medications; observes patients and identifies individual personal needs; observes patients for medical problems and refers them to appropriate medical facilities; provides assessment and evaluation, rehabilitation, collateral, crisis intervention, and plan development services; performs clinical charting for clients and their families in collaboration with other members of the mental health team;
  • Case Management: provides case management/brokerage including linkage and consultation, placement and plan development services for clients and their families in collaboration with other members of the mental health and discharge planning teams; and
  • Performs other related duties as required.
Professional Support Services
  • Case finding, assessment, planning, and coordination activities: uses professional skills to identify and assess at-risk, mentally ill persons who may benefit from program participation; plans and coordinates activities that result in a plan of care;
  • Early intervention and prevention: uses professional skills to prepare persons for, coordinate with other care givers, or disseminate information about growth and development and early intervention/prevention of mental disability;
  • Consultation and training: uses professional skills to provide mental health consultation to persons, providers, staff of other agencies, and the community; conducts or participates in health-related training that is recorded for audit allowance;
  • Provider relations and resource development: uses professional skills in performing activities that establish, expand, and maintain the pool of eligible service providers;
  • Utilization review: uses professional skills in quality management activities such as utilization review, monitoring and evaluation procedures, and the development of standards and protocols; and
  • Performs other related duties as required.
Administrative Support Services
  • Outreach, informing, prescreening, and enrollment: provides outreach and intensive communication to persons about Medi-Cal and other state and federal programs and their benefits, and how to access and apply for these programs/benefits; performs prescreening and completion of paperwork to determining eligibility; assists persons in obtaining needed services;
  • Interagency coordination: collaborates with other agencies to define program scope, improve the cost effectiveness and availability of service delivery systems, and/or focus services on specific population groups or geographic areas;
  • Training activities: participates in training on patient advocacy programs for persons at risk, assessment and service delivery skills, or cultural competence;
  • Program planning, development and monitoring: assists in developing goals and objectives, policies and procedures, forms, and management information systems; monitors and audits for proper and efficient County, state, and federal program administration;
  • General Administration: performs general administration duties and tasks necessary for the daily operation of the program, including staff meetings, health promotion, training, budgets, etc.; and
  • Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE

Psychiatric Technician - IPU (Entry-Level) & Per Diem Psychiatric Technician
No experience required.

Psychiatric Technician - IPU & Per Diem Sr. Psychiatric Technician
Requires two (2) years of full-time experience as a psychiatric technician, mental health technician, or nurse in a mental health/psychiatric setting. One (1) year of the required full-time experience must have been in a community mental health program.

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a valid California license as a Psychiatric Technician or Vocational Nurse.
  • For Per Diem positions, must be willing to work when called upon.

ANNUAL LEAVE: 20 working days per year (in lieu of vacation and sick leave), increasing in increments to 30 days after 15 years of service. You may redeem a portion of the accrual annually. EDUCATIONAL INCENTIVE: The County may provide up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive
 
TEXTBOOK AND TUITION: When courses have been satisfactorily completed, the County will reimburse you to a maximum of $600 for lower division courses, and $900 for upper division and graduate level courses, per fiscal year for tuition and books for off-duty, job-related courses. This benefit is prorated for permanent part-time employees.
 
MILEAGE REIMBURSEMENT: If required to use your personal vehicle on County business, you will receive mileage reimbursement at the standard rate established by the IRS for each mile driven.
 
DEFERRED COMPENSATION PROGRAM: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 1.5% of your salary, on a pay period basis if you contribute at least 1.5%. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in these plans. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.
 
RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the Ventura County Employees' Retirement Association (VCERA) and Social Security. VCERA is a defined-benefit pension plan that provides a lifetime retirement benefit after being vested and meeting eligibility requirements. Benefits vest after 5 years. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.
 
LONG TERM DISABILITY INSURANCE PLAN: If your regular work schedule is 60 hours or more biweekly and you are an Annual Leave Program participant, the County provides you with a disability plan which provides benefits for up to 2 years for a disabling illness, or 5 years for disabling injury, in an amount of 60% of base salary. Limitations and exceptions are outlined in the policy.
 
OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment.
 
STATE DISABILITY INSURANCE (SDI):   This program provides weekly benefits in the event of short term disability. Premiums are automatically deducted from your pay.
 
DEATH BENEFIT: Your department will provide a $1,000 death benefit payable to your designated beneficiary in the event of your death if you are enrolled in the Flexible Benefit Program.
 
OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependents life insurance is also available for employees who purchase optional life insurance coverage.
 
OTHER BENEFITS:  The County also offers an Employee Assistance Program, a Wellness Program, and a Work/Family Program which includes child care and elder care referrals.
