SALARY:
 $61,204.79 - $74,718.90 Annually
Plus $5986.24 additional cash allowance

We are accepting applications to fill vacancies in Santa Barbara. The current vacancies are in the Planning and Development Department.  We are also establishing an employment list for future vacancies in Santa Maria.
 
IDEAL CANDIDATE:
  • Bachelor's degree in architecture or civil engineering
  • Experience in building design, construction, or inspection
  • Certificate in electrical, mechanical, and plumbing in commercial and/or residential
  • A two year degree in building construction inspection
  • Certificate for commercial building inspection from ICC
THE POSITION: Under general direction, performs complex building and grading inspections and associated activities; and performs related work as required.  The unique, varied and challenging projects within the County of Santa Barbra provide an excellent environment for a motivated and result oriented individual to exercise solid professional practices to problem solve, expand his/her career horizon and to achieve professional growth.
 

Examples of Duties

  1. Checks plans and makes inspections of residential, commercial, and industrial buildings, and related installations for compliance with applicable codes and ordinances, including structural, electrical, plumbing, grading, zoning, and mobile homes.
  2. Inspects buildings being constructed, altered, repaired, and moved; assures that excavations, grading, compaction, and elevations are proper; makes final inspections of completed structures and gradings for projects; keeps records of inspections made and actions taken.
  3. Confers with property owners and builders and others to discuss required modifications, explain building and grading requirements, and answer questions.
  4. Assists at the public counter by processing permit requests.
  5. Inspects residential buildings being constructed, grading projects, and substandard structures for violations of housing, building, health and zoning codes/ordinances; receives and investigates complaints of code violations and issues correction notices, stop work orders, and citations; collaborates with the offices of the District Attorney, Zoning Administrator, Health Officer, and other agencies to resolve violations; prepares reports and case documentation, and attends hearings and court proceedings and acts as an expert witness.
  6. Inspects damaged buildings for the emergency response program.

Employment Standards

I.C.C. or DSA Certification in building inspection; AND,

  1. three years of building construction experience that included responsibility for performing construction inspections; or,
  2. one year of experience performing duties equivalent to the class of Building Engineering Inspector I with Santa Barbara County; or,
  3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge, abilities, and certificate.
Additional Qualification:  Possession of a valid California Class C Driver's License is required at the time of appointment.  Incumbent will be traveling throughout county sites.
 
Knowledge of:  applicable codes and ordinances governing building construction and grading; current building construction methods and materials; proper inspection methods; basic housing, health, and zoning codes; building alteration, rehabilitation, and repair techniques; and basic arithmetic.
 
Ability to:  keep inspection records and prepare reports; apply the principles and methods of building inspection in order to determine compliance with the California Building Codes and with local housing, health, grading and zoning codes/ordinances; learn and apply methods and system of legal enforcement and prosecution; establish and maintain effective working relations with building contractors, workers, property owners, and the public; determine and negotiate remedies for housing deficiencies; learn to use a personal computer; and make arithmetic calculations.

Supplemental Information

SELECTION PROCESS:

  1. Application Review.Review applications to determine those applicants who meet the employment standards.
  2. Application Ranking.  Applications that meet the employment standards will be evaluated and scored.  Candidates' final score and rank on the eligibility list will be determined by the information provided on their application based on the ideal candidate statement.  This process may be eliminated if there are fewer than eleven qualified candidates.
Computerized Competency Assessment.  Candidates will be notified by email with instructions on obtaining and taking the competency assessment after placement on the employment list. 
 
Applicants must receive a percentage score of at least 70 on the application ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. The Human Resources Department will notify you by mail if your name is removed.
