Description

The Norfolk Community Services Board (CSB) provides treatment, supports, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.

The CSB is seeking to hire a Program Supervisor  for the Norfolk Crisis Stabilization Unit that provides direct clinical and administrative supervision and training in the daily operation of service delivery, identifies trends in program outcomes, monitors program compliance and promotes public relations.

Essential Functions

Essential functions include but are not limited to:
  • Coordinates referrals to the case management and support services programs, and assists the Nursing Coordinator in evaluating admission referrals from Emergency Services personnel, and other referring programs to ensure that clinical necessity for the service is met.  Assists with assigning appropriate cases to staff.
  • Assists with and trains staff on appropriate documentation for case formulations and other presentations that may be necessary in the scope of services.
  • Provides clinical supervision and training for all clinical staff.  Monitors the delivery of case management services to ensure that the total needs of the consumer are identified and addressed, i.e. psychiatric, medical, social, educational, vocational, and basic needs.  Monitoring occurs through supervision of clinical staff, observation, case staffing, record reviews, etc.  Ensures staff is provided education and information on the job performance expectations and Medicaid requirements (Federal & State).
  • Conducts performance management activities for any assigned staff, to include: leave requests, continually evaluates job performance, completes evaluations, and facilitates performance improvement plans and disciplinary actions.  Meets regularly with individual staff to provide clear, ongoing guidance and feedback on work performance.
  • Ensures the documentation in case records is maintained in accordance with DMAS, DBHDS, and agency standards.  Ensures case record documentation that supports billing and that activity logs are completed in an accurate, timely fashion.
  • Provides direct service to consumers and significant others, as needed.  Provides the necessary level of support to staff in order to manage clinically challenging situations.  Also may manage a small caseload.
  • Participates in the development of program procedures and guidelines, analyzes statistical information, completes projects, and provides monthly reports.
  • Ensures staff compliance with agency policies and procedures, regulations for HIPAA mandated reporting of abuse and neglect, consumer confidentiality, and consumer rights.  Provides ongoing training and guidance to staff regarding these matters.
  • Collaborates with other NCSB programs and outside agencies and organizations as a representative and an advocate for the Crisis Stabilization program.
  • Assist with recruitment and retention activities, including interviewing job applicants.

Education/Experience

  • Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.  Master's degree in a field that may lead to licensure preferred.
  • Five years experience.
The preferred candidate will also possess the following:
  • Considerable and progressive experience working with persons with serious mental illness and co-occurring substance use disorders.
  • Experience working in a Crisis setting and providing supervisory consultation.

Additional Information & Requirements

  • Valid Driver's License is required.
  • Certification as a Certified Substance Abuse Counselor (CSAC) is preferred.
  • The work schedule for this position is Monday - Friday, 8:00 a.m. - 4:30 p.m., includes weekends,nights/evenings, holidays and disaster coverage as needed.
