Under general direction and/or medical supervision, plans, develops, coordinates, maintains and supervises the activities and services of the hospital's Physical Therapy Division or a unit of physical and occupational therapists performing therapy work for the physically handicapped. 

DISTINGUISHING CHARACTERISTICS:
 
Incumbents in this classification are assigned to the Public Health Department/California Children's Services (CCS).  The Public Health Department Therapy Supervisors report to the Supervising Therapist of the CCS Program.

Essential Functions

  • Plans, directs, coordinates and maintains the activities of the Physical Therapy Division, or a unit of physical and occupational therapists;
  • Supervises and evaluates staff; provides in service training;
  • Assists with development of division budget; monitors operational expenditures;
  • Consults with physicians in planning appropriate treatment procedures and techniques for patients; participates in patient care evaluation programs for patients;
  • Coordinates effective and efficient services within the Physical Therapy Division/Therapy Unit and with other ancillary services;
  • Assists in the development and implementation of new treatment procedures and techniques; recommends new equipment;
  • Administers a wide variety of specialized therapy treatments and modalities;
  • Evaluates indications and contraindications of various types of physical or occupational therapy treatments with regard to the patient's diagnosis and other signs and symptoms; performs manual muscle testing; tests and records range of motion;
  • Performs active, passive, assisted, resistive and postural exercises in isometric, isotonic and isokinetic modes;
  • Instructs patients in pain management, injury prevention, posture correction and body mechanics;
  • Establishes and maintains a productive working relationship with treatment partners such as, school officials, hospital staff and allied professionals;
  • Demonstrates clinical knowledge and skill in the care of the newborn, infant, toddler, child, adolescent, adult and geriatric patient ranging up to 100+ years of age;
  • Coordinates effective and efficient services within the therapy Unit with partners in treatment, such as treatment providers, family members, and community organizations;
  • Reviews treatment plans and prescriptions for occupational or physical therapy to assure completeness and that supportive medical reports are current and available in medical records; communicates with physicians about treatment issue;
  • Establishes and maintains a positive working relationship with patients and their families;
  • Helps to identify (and coordinate referrals for) children and/or family members who need special services related to facility access, nutrition or social work services, interpretation services and other related services.

OTHER FUNCTIONS:

  • May administer various services such as teaching functional activities of daily living, self-care and related services;
  • Gathers and interprets data; maintains records; prepares and presents reports;
    Maintains adequate level of equipment and supplies;
  • Maintains treatment areas in good order;
  • Performs other job-related functions as required;
  • May provide direct patient therapy services;
  • May maintain patient caseload;
  • Incumbents must have the ability to perform the Essential Functions of the job.

Employment Standards

Graduation from a recognized school of Physical or Occupational Therapy AND two years of experience as a Physical or Occupational Therapist in a therapy unit of an acute care facility or rehabilitation center.

Licensure: A valid license as a Physical or Occupational Therapist in the State of California.

Dependent upon assignment a valid California Class C driver's license is required at time of appointment.

Possession and maintenance of a current American Heart Association Healthcare Provider Basic Life Support (BLS) card.

APPLICANTS MUST ATTACH A COPY OF ALL APPLICABLE DIPLOMA(S), TRANSCRIPTS AND CURRENT LICENSE  AS A PHYSICAL OR OCCUPATIONAL THERAPIST. 

Knowledge of: Principles and purposes of physical or occupational therapy; various types of physical or occupational therapy treatments and procedures; operation and care of various types of therapy equipment; human anatomy and physiology; principles of management, organization, and supervision.

Ability to: effectively plan, direct, supervise the work of others; administer various types of physical or occupational therapy treatments and procedures; establish and maintain effective working relationships with physicians, medical therapy staff, school personnel, hospital staff, allied health professionals and staff from other agencies working with children receiving CCS services; deal effectively with patients and their families; communicate effectively orally and in writing.

All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec. 3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services). As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.

FOLLOWING AN OFFER OF EMPLOYMENT, you may be required to submit to post offer medical and drug screening tests at county expense.

This examination will establish an eligible list from which one (1) immediate appointment will be made at the Public Health Services Department. Other permanent and temporary appointments will be made as needed.  Successful candidates will remain on the eligible list for a period of twelve months, unless specified otherwise by the Civil Service Commission.
 
Admittance to each phase of the examination will require a government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Kern County Human Resources Division prior to the test date.

APPRAISAL (Weight 100%): of training, education, experience, interest and personal fitness for the work based on any combination of the following: Investigation, oral exam and rating of application. Applicants must attain at least a 70% score on each phase of the examination process.
