ELIGIBILITY TECHNICIAN
(Bilingual English/Farsi)



This recruitment will be posted for a minimum of five (5) business days and will remain open on a continuous basis until 11:59PM (PST) when the needs of the County are met.  Qualified candidates are encouraged to apply immediately. 
 
This recruitment requires that applicants be able to fluently speak, read, and write in Farsi, in addition to English.  All candidates will be required to take and successfully pass a bilingual test prior to job offer. An additional $1.15 per hour is paid for positions requiring bilingual skills.

 
RECRUITMENT/POSITION INFORMATION:
This recruitment is being held to establish an open eligible list to fill current and future Eligibility Technician (Bilingual English/Farsi) vacancies at the Social Services Agency.  The eligible list may also be used to fill other vacancies in other County of Orange Agencies. 

THE DEPARTMENT:
The Orange County Social Services Agency (SSA) operates under the policy direction of the Orange County Board of Supervisors and the California Health and Human Services Agency. SSA is responsible for planning, implementing, and operating many of the social services programs provided by the County of Orange. Programs are funded with state, federal, and county sources. THE OPPORTUNITY:
The Eligibility Technician is primarily a case carrying class responsible for explaining and administering laws and policies pertaining to Federal/State/County assistance programs. Under supervision, determine initial and continuing eligibility for one or more benefit assistance programs (such as Medi-Cal, exempt CalWORKs, General Relief, and CalFresh); refer applicants and recipients in need of social services. DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES:
The ideal candidate will possess a background and understanding in eligibility for benefits assistance programs, such as Medi-Cal, exempt CalWORKs, General Relief, and CalFresh.  In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:
  • Technical Knowledge | Technical Experience: Read, understand, and interpret information and data in Federal/State/County technical documents, perform accurate mathematical calculations, and be proficient in data entry using computer applications to accurately determine and issue benefits. Prepare timely and accurate eligibility determinations, statistics and other documents, as well as provide supportive services and service referrals.
  • Interpersonal Skills: Interact professionally, respectfully, and responsively with the public, clients, County employees, representatives of partner agencies, and the community. Maintain confidentiality of all information and documents that are considered personal and sensitive in nature.  Adapt to change effectively.
  • Multitasking: Effectively conduct in-depth personal interviews with clients, in-person or via telephone, while simultaneously entering information obtained into multiple computer applications to determine eligibility for Federal/State/County public assistance benefit programs. Organizing, prioritizing and completing a large volume of work within designated timeframes. Being accurate and finding and correcting errors.
  • Customer Service | Communication Skills: Effectively communicate and explain complex rules, regulations, procedures and rights and responsibilities to applicants and beneficiaries of public assistance benefit programs.

RECRUITMENT PROCESS:
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Desirable Qualifications Screening: (Refer/Non-Refer) Applications and supplemental responses will be screened for qualifications that are highly desirable and most needed to successfully perform the duties of this job. Only those applications exhibiting qualifications as listed in the job bulletin will be referred to the next step.

Online Assessment(s): (Weighted 100%) Online assessment (s) covering job related skills, competencies, and data entry will be included to cover all the required skills needed for this position. The highest scoring candidates will be placed on an eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures. Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Eligible List:
Once the assessment has been completed, Human Resource Services (HRS) will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Under which option do you meet the minimum qualifications for the Eligibility Technician?
  • Option 1: Two years office experience which involved increasing responsibility for financial record keeping and/or public contact work which included interviewing. (Related education may be substituted for the two years of office experience at the rate of three semester units or four quarters for one month of experience.)
  • Option II: Completion of 30 semester units from an accredited college which includes coursework in Human Service/Social Science curriculum which has included units in: 1) math or business arithmetic; 2) communication course work which has developed writing, speaking listening or other communications skills. (Unofficial Transcripts MUST be attached when submitting application, to provide proof of coursework).
  • Option III: You have met both Option I and Option II, and you have provided your work experience and college information on your application. You are NOT required to attach your unofficial college transcripts.
