Duties Summary

Plans, directs, and coordinates the planning, designing, installation, and maintenance of traffic signal and street lighting systems and other electrically and electronically operated traffic control devices; and performs other related duties as required.

Special Working Conditions:  Must be available for immediate response in cases of emergency outside of the normal work hours, weekends and holidays.

Working Hours:  Monday - Friday; 7:00 a.m to 3:30 p.m.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited.  Starting salary will be based on the qualifications of the person selected.)

Examples of Duties

  • Conducts studies and analyses to determine the nature, scope, and degree of needs and problems in the traffic signal and street lighting systems for the County streets and highways.
  • Supervises the conduct of studies involving planning for installation of lightings for future streets and highways in new developments.
  • Plans and directs research and investigations required in designing of traffic signal systems.
  • Devises and implements preventive maintenance schedules for traffic signal maintenance.
  • Evaluates existing traffic signal systems and operations to institute changes to correct deficiencies and to develop a master plan for an integrated traffic control system. 
  • Designs and prepares more complex specifications of traffic signal systems, including equipment selection, interconnection, and phasing.Prepares controller timing plans including cycle length, division, and off-sets for the progressive flow of traffic.
  • Prepares cost estimates for projects.
  • Makes field inspection to review work projects in progress for conformance to plans, specifications, and pertinent codes, and ordinances.
  • Prepares and/or reviews construction plans, designs, and specifications for the installation of traffic signals and street lighting projects.
  • Reviews and evaluates electrical designs, plans, and specifications submitted by private architects and engineers for accuracy and functional soundness.
  • Recommends and implements policies, standards, and procedures governing street light and traffic signal placement and criteria.
  • Supervises the electrical inspection program. 
  • Maintains liaison with other agencies to coordinate planning studies.
  • Prepares work progress reports and budget estimates for the section.
  • Confers with manufacturer's representatives and contractors to ensure compliance with specifications and standards, acceptability of substitutes, and conformance to technical details.
  • Collaborates and coordinates projects with other agencies concerned with streets and highways.
  • Participates in meetings on matters related to traffic problems, solutions, and new regulations and ordinances.
  • Represents the County on all joint pole matters with HELCO.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience: 

A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with major work in civil, electrical, electronics, or traffic engineering; and
  • four (4) years of work experience in the design, preparation, and analysis of engineering, electrical, or electronics plans and/or systems; of which
  • six (6) months shall have included the design, implementation, and/or maintenance of traffic signal and/or major street lighting systems; and 
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of the job interview).
Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. 

Knowledge of:  principles and practices of engineering as they apply to electrical distribution systems and traffic signal controls; street and traffic design and planning requirements; basic traffic research methods and practices; regulations, ordinances, and standards pertaining to electrical construction and maintenance and street lighting systems; traffic regulations; occupational hazards and safety precautions; principles and practices of supervision.

Ability to:  plan, coordinate, and supervise the work of subordinates; analyze and prepare plans; prepare and review plans, designs and specifications for new installations and systems; prepare clear and concise reports; establish and maintain effective working relationships with other departments, vendors, and agencies ; deal tactfully and effectively with employees and the public.
