Job Summary

The City of Bellevue Utilities Department is seeking a motivated leader to fill our Design Section Manager position. In this role you'll provide direction and leadership for the Design Section within the Engineering division of our Utilities Department. Reporting to the Assistant Director for Engineering, you will serve on the Assistant Director's Management Team. You will manage and oversee a group of project managers and engineers who are responsible for managing and designing projects within the Utilities capital improvement program (CIP), which consists of drinking water, wastewater, and stormwater projects.

Essential Duties and Responsibilities

KEY RESPONSIBILITIES

  • Oversee the management of Utilities CIP projects through all project phases (Initiation, Planning, Execution, and Close-Out) using Project Management Institute (PMI) principles of scope management, schedule management, cost management, risk management, quality management, communications management, and resource management.
  • Manage an internal design team focused on designing water main replacement projects, sewer and stormwater pipeline repair/reline/replacement projects, and other infrastructure projects.
  • Develop and/or update standards, tools, and templates to improve the design and management of projects.
  • Perform quality assurance and/or quality control activities on internally and externally designed projects; develop quality standards and procedures, as required.
  • Monitor and control the delivery of Utilities CIP projects to ensure delivery of projects within scope, schedule, and budget constraints while effectively managing risks and ensuring quality.
  • Directly supervise the work of staff within the Design Section; take responsibility for selecting, training, supervising, and evaluating subordinate professional and technical staff, providing direction and guidance to staff, determining staffing needs, and managing budgets.
  • Assist in the development of the biennial CIP budget and prepare budget requests.
  • Make presentations to City Council, citizens and advisory groups; prepare City Council agenda materials.
  • Work with other city departments and agencies to coordinate on Utilities projects.
  • Determine applicable codes, regulations, and requirements for assigned projects.
  • Oversee the coordination and development of engineering plans and specifications, competitive bid process, and management of contractors and vendors.
  • Maintain regular contact with consulting engineers, construction project engineers, City, state, and federal agencies, professional and technical groups and the general public regarding section activities and services.
  • Investigate and resolve technical issues.
  • Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
 
SUPERVISION RECEIVED AND EXERCISED:
  • Work under the general supervision of the Assistant Director of Engineering.
  • Exercise supervision of Engineers, Senior Engineers, Engineering, Engineering Technicians and contracted employees, either directly or indirectly through supervisors, as assigned.

Qualifications

 KNOWLEDGE, SKILLS, and ABILITIES

  • Knowledge of civil engineering principles, practices, and methods.
  • Knowledge of civil engineering design of water, sewer, and stormwater infrastructure
  • Knowledge of utility construction practices and methods.
  • Knowledge of project management principles
  • Knowledge of applicable city policies, laws, and regulations affecting department activities.
  • Knowledge of quality improvement methodologies.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to negotiate effectively with employees, other business units and departments, outside agencies, and the general public.
  • Ability to plan, organize, and monitor the work and activities of self and direct reports.
  • Ability to plan, organize, and monitor activities according to priorities, established schedules, and deadlines.
  • Ability to provide leadership, counsel, motivation, and constructive performance reviews to staff, securing their respective commitments to the department's goals.
EDUCATION AND EXPERIENCE REQUIREMENTS
  • Graduation from an accredited four-year college or university with a degree in engineering.
  • Five or more years of progressively responsible related experience in water, sewer, and/or surface water engineering and project management, as well as supervisory experience
  • Washington State Professional Civil Engineering license required.
  • Project Management Professional (PMP) certification preferred.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
