Description

Highly advanced professional and administrative work in the design and management of various design and construction projects for the City.  Assist in developing annual and five year capital improvement plan and monitoring budget; Prepare in-house engineering plans, specifications, and permit applications, and sign/seal; Coordinate with City personnel on developing new construction and rehabilitation projects; Develop work order proposals with design professionals and monitor engineering design progress; Coordinate with Purchasing Department on RLI's and RFP's and serve on review committees; Respond to contractor RFI's, approve bid package advertisements, and make award recommendations; Review cost proposals, negotiate terms, and initiate requisitions for procurement of services; Review testing results and submittals to ensure conformance to plans and specifications; Review master plans, evaluations, and technical reports, and make recommendations; Prepare resolution requests and Commission agenda items, attend Commission meetings, and make presentations; Monitor project permitting process including federal, state and local regulatory requirements; Administer contracts, oversee construction, and monitor schedules; Review and approve pay requests and contract modifications; Serve as liaison between the Public, consultant engineers, contractors, regulatory authorities, and City officials; Ability to supervise personnel and sit in for Capital Improvement Programs Manager in his/her absence;  Performs related work as required.

Typical Qualifications

EPM I: 2 - 5 years progressively responsible experience in project management required (local government preferred). Engineer Intern (EI) certification preferred.
EPM II: 5 -10 years progressively responsible experience in project management required (local government preferred). Engineer Intern (EI) certification required; Project Management Professional (PMP) preferred.
EPM III: At least ten years progressively responsible experience in project management required (local government preferred). Professional Engineer (PE) required; Supervisory experience, Master's degree, Project Management Professional (PMP) preferred.
All positions: Graduation from an accredited 4-year college or university in engineering or related technical field. A comparable amount of training and experience may be substituted for the minimum qualifications. Knowledge of the South Florida Building Codes and theories, materials, and methods of building construction; Knowledge of construction work progress and payment procedures. Knowledge of pertinent City ordinances and federal, state, and municipal laws, codes, and regulations relating to the planning, development, construction, and inspection of construction projects. Knowledge of the principles and practices of engineering as applied to the design, construction and maintenance of public facilities in the area of specialization. Knowledge of the current literature, trends, and developments in the field of engineering specialization; Knowledge of building materials, methods, and construction systems.  Knowledge of established policies, procedures, and regulations. Knowledge of accounting principles relative to budget and costing adherence. Knowledge of construction management methods, standard construction practices, and construction contracts and agreements. Skill in preparing and presenting clear, concise reports of a complex and technical nature, both orally and in writing. Skill in Microsoft Office Suite. Skill in making mathematical computations.  Ability to learn City's ePlan electronic plan review software, HTE software and GIS system. Ability to interpret architectural and engineering drawings and technical plans, and to suggest changes, additions and corrections to plans and specifications. Ability to perform field inspections of projects under construction and upon completion for adherence to plans, specifications and regulations. Ability to inspect projects under construction for conformance to contract documents. Ability to communicate and express ideas clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships.  ability to see, read, talk, hear, handle or feel objects and controls. capability to effectively use and operate various items of office related equipment.  Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Possession of a valid Florida driver's license.

Position is open until filled.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department employees receive annual merit increases of up to 4%.

Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.

Paid leave includes: Vacation – accrue ten (10) days annually; Sick Leave – accrue twelve (12) days annually; Holidays – twelve (12) days off; Personal Days – two personal days after six months of service.

Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 7% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last five base salary years times 2% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable.  Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.

Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, and an employee assistance program.

Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
