Description

Under direction (II), or under general direction (III) the Telecommunications Network Specialist (TNS) for this assignment assembles, installs, maintains, modifies and/or repairs electronic equipment, two-way radios and/or point to point microwave equipment; performing related duties as required.

The TNS II requires journey level proficiency in the full range of activities (system and equipment installation, modification, maintenance and repair) for electronic equipment, two-way radios and/or point to point microwave.

The TNS III is the advanced journey level in the series in which the incumbents serve as the technical resources in the assigned specialty providing functional supervision over assigned system activities and, as needed, lead the work of others in field assignments and/or in department activities.

For the current vacancy the ideal candidate will possess knowledge, skills and abilities demonstrated by recent experience in electronics, two-way radio and point to point microwave technologies.  Collecting and analyzing data, electronic test information to support two-way radio and microwave. The successful candidates will work on towers at heights in excess of one hundred feet,  and possess proficient understanding of electronic schematics and Radio Propagation Analysis software.

The incumbent may be eligible for education incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.

Telecommunications Network Specialist II: $28.43 - $35.83
Telecommunications Network Specialist III: $31.08 - $39.14

NOTE: If appointed at the lower level, incumbent may be promoted to higher levels without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
 

Examples Of Duties

Duties may include but are not limited to the following:

  • Installs, tests, modifies and adjusts telecommunications equipment (e.g. network switches, routers, microwave systems and two-way radios) in support of enterprise infrastructure including public safety and correctional facility systems.
  • Installs, services and repairs two-way radios, electronic and microwave equipment both in the field and in the shop.
  • Operates and monitors two-way radio, electronic and microwave equipment; (e.g. measures frequencies, modulation and power output of radio, microwave and digital circuitry; adjusts transmitters and receivers for maximum efficiency; maintains battery banks and related ancillary equipment) to ensure compliance with applicable regulations.
  • Constructs and assembles standard and custom communications equipment and prepares reports of work completed which may include installing and maintaining antenna systems on towers and fabricating special brackets and hardware for equipment installation to implement new or modify existing systems.
  • Maintains and updates all configuration documents, modification documentation, and work logs through thorough use of Microsoft products.
  • Uses inventory systems to support asset management, billing systems, parts/materials listings, and equipment performance monitoring.
  • Responds to service requests, incidents and problems in a service management system accurately documenting labor hours and inventory for billing and performance monitoring.
  • Other related duties as required.
At the (III) level additional duties may include:
  • Assigning, reviewing and directing the work of other Telecommunications Network Specialists engaged in construction, installation, modification, repair and maintenance of telecommunications equipment and systems.
  • Training others through use of On-the-Job (OTJ) training guidance to enhance knowledge and skills sets.
  • Directing responses to service requests, incidents and problems in a service management system accurately documenting labor hours and inventory for billing and performance monitoring.
NOTE: This Telecommunications Network Specialist II/III are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation. This classification series is within a bargaining unit that is subject to an agency shop arrangement which mandates all Regular employees either join Local 501 of IUOE and pay dues as a member OR pay either a service fee to Local 501 OR direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, AND EXPERIENCE
Considerable technical skill in telecommunications and business equipment/systems repair experience which includes a wide variety of primary and support data, telephony and/or radio/wireless communications equipment and which demonstrates possession of and competency in requisite knowledge, skills and ability.

AND

  • TNS II: at least two (2) years of full-time related work experience.
  • TNS III: at least three (3) years of full-time related work experience.

NECESSARY SPECIAL REQUIREMENTS

Recent work experience with the following: 

  • Two (2) years or more of practical hands-on experience in repair and testing of electronic communication equipment to the component level
  • Three (3) years or more of Microwave and/or two-way radio support experience
OTHER REQUIREMENTS
  • Ability to climb and work on towers at heights in excess of one hundred feet
  • Working knowledge of Radio Propagation Analysis software
  • Candidate must be proficient in the understanding of electronic schematics
  • Participation in regularly scheduled evening, weekend and holiday standby rotation to meet on sight response times and related Service Level Commitments for customers.
  • Possession of valid California Driver License
NOTE: General Radiotelephone Operator License and Tower Climbing Certification is required at the time of hire or such certification must be obtained within the first six months of employment. Candidates and incumbents will be required to pass a background investigation in accordance with applicable policy.

PAID VACATION: Approximately 14 working days per year, increasing in increments to approximately 24 days per year after 15 years of service. You may accumulate up to 400 hours. Earned vacation hours are pro-rated for permanent part-time employees.
 
PAID SICK LEAVE: Approximately 10 working days per year. You may accrue up to 800 hours and will be reimbursed annually for 25% of the number of hours over the maximum. A cash payment of 25% of unused hours will be made if you retire or terminate with more than 10 years of service. Earned sick leave hours are pro-rated for permanent part-time employees.
 
UNIFORM PROVIDED: The County will provide uniforms where required.
 
MILEAGE REIMBURSEMENT: You receive mileage reimbursement at the standard rate established by the Internal Revenue Service for each mile driven on County business.
 
TEXTBOOK AND TUITION: When courses have been satisfactorily completed, the County will reimburse full-time employees to a maximum of $900 per fiscal year for tuition and books for off-duty, job-related courses.
 
EDUCATIONAL INCENTIVE: The County may provide from a 2.5% up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive.
 
DEFERRED COMPENSATION PROGRAM: You may choose to contribute to one of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 0.75% of your salary, on a pay period basis. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in these plans. These plans enable you to build long-term savings while deferring current federal and state income taxes In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.

As an eligible IUOE-represented employee you will receive a 1% employer contribution to the 401(k) plan, whether you make a contribution or not. This 1% contribution is in addition to any County match received as a result of making employee contributions.In addition to the automatic 1% contribution, the County will also make a $32.00 bi-weekly contribution to your 401(k). This contribution is in lieu of County contributions previously made to the Union's Insurance Trust Subsidy.
 
RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the County's Retirement Plan and Social Security. County picks up part of your retirement and Social Security contribution. Benefits vest after 5 years. Compensation for retirement purposes includes all cash compensation excluding overtime, plus Flexible Benefits contribution and retirement contribution pick up. Employees hired to work less than 64 hours biweekly participate in a "safe harbor" retirement plan.
 
OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80 (within 90 days of employment). Permanent part-time employees are eligible if you have a regular work schedule of 40 hours or more per pay period.
 
STATE DISABILITY INSURANCE (SDI): This program provides weekly benefits in the event of short term disability. Premiums are automatically deducted from your pay.
 
DEATH BENEFIT: There is an automatic $1,000 benefit payable to your beneficiaries in the event of your death if you are enrolled in the Flexible Benefits Program.
 
OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependents life insurance is also available for employees who purchase optional life insurance coverage.
 
OTHER BENEFITS: The County also offers an Employee Assistance Program, a Wellness Program, and a Work/Family Program which includes child care and elder care referrals.
