SALARY:  $68,672.51 - $83,837.52 Annually;
(plus $6149.26 additional cash)

We are currently accepting applications to fill one full-time vacancy in Santa Maria and two full-time vacancies in Santa Barbara. The current vacancies are in the Behavioral Wellness Department.  We are also establishing employment lists for future vacancies in Lompoc.

POSITION FOR MOBILE CRISIS TEAM SUPERVISOR (Santa Maria):  Under direction of the Crisis Services Manager in the Behavioral Wellness Department, acts as a lead clinician in the day to day operations of the program, providing support to the Program Manager ensuring effective 5150 evaluations are conducted with a focus on least restrictive interventions and voluntary placement in treatment programs whenever appropriate. Works closely with local law enforcement and emergency room staff to ensure positive relationships and open communication between the different program staff are maintained. Provides oversight as delegated by the program manager to other members of the team. Monitors services and reports to Program Manager.  Assists the Program Manager in administrative supervision and, within the scope of licensure and/or area(s) of expertise, clinical supervision, for a team providing assessment, treatment, and rehabilitative services to individuals with serious mental illnesses and co-occurring conditions; provides treatment services directly to clients, assists in supervision of staff and daily operations of an administrative/prevention services or treatment services unit; administers and coordinates intern and/or staff training and development programs; provides professional consultation services to local communities, agencies, coalitions, and contract service providers; and performs related duties as required.
 
Mobile Crisis Program Ideal Candidate:
  • Experience providing crisis services or supervising staff who provide crisis services.
  • Experience in emergency evaluation for danger to self, danger to other's and grave disability (5150 evaluations).
  • Knowledge of county-wide crisis systems including involvement of law enforcement and local hospital emergency departments
  • Knowledge of local and regional inpatient psychiatric hospitals.
  • Knowledge of working in or running programs that provide 24 hour coverage and management of a 24 hour schedule
  • Knowledge of level-of-care assessments and placements within a county mental health plan or other outside providers

POSITION FOR CHILDREN'S SERVICES TEAM SUPERVISOR (Santa Barbara)  Under direction of  the Santa Barbara Regional Program Manager in the Department of Behavioral Wellness; provides administrative supervision over the following programs within the Santa Barbara Children's Clinic:  Children Wellness, Recovery and Resiliency Program, SPIRIT Program and the Transitional Age Youth Program; and within the scope of their licensure and/or area(s) of expertise provides clinical supervision for the teams providing assessment, treatment, and rehabilitative services to individuals with serious mental illnesses and co-occurring conditions age ranges from 5 years of age to young adulthood, provides treatment services directly to clients; supervises the staff and daily operations of administrative/prevention services or treatment services as well as tracks data reports ensuring timeliness of services to clients; reports and consults with manager regarding program(s) areas for improvement, administers and coordinates intern and/or staff training and development programs; provides professional consultation services to local communities, agencies, coalitions, and contract service providers, and performs related duties as required.

Children's Services Program Ideal Candidate:

POSITION FOR FORENSIC SERVICES ADULTS TEAM SUPERVISOR (Santa Barbara) The Justice Alliance Team Supervisor works under the direction of the Forensic Manager and supervises a team that includes LMFT/LCSW Practitioners, Clinical Psychologists, a Recovery Assistant, a Psychiatrist and a Psychiatric Technician. The Team Supervisor may be based in either region but travels across the county as needed. The Team Supervisor works closely with their counterparts in the courts, Office of the Public Defender, District Attorney and Sheriff's Department to ensure an efficient exchange of information and effective collaboration. Using a team-based approach to client care, the person in this position not only supervises the work of all team members but is also expected to conduct evaluations and provide treatment to clients served by Justice Alliance.
 
Forensic Services Adults Program Ideal Candidate:
  • Knowledge of California Penal Code laws governing competency to stand trial and experience conducting evaluations or providing restoration services to individuals deemed incompetent to stand trial.
  • Experience working within the courts and/or criminal justice system.
  • Strong oral and written communication skills and experience providing clinically-relevant information to criminal justice system partners.
  • Strong diagnostic skills and expertise providing treatment to individuals who experience serious and persistent mental illnesses and substance abuse

Examples of Duties

  1. Evaluates new referrals and coordinates the screening and admission of new clients into the ACT program.Coordinates services within the treatment team; reviews staff charts and cases to ensure effectiveness of treatment plans; oversees case discussion and review; ensures that staff comply with departmental policies and procedures governing treatment and rehabilitation services and that staff employ best practices within the System of Care framework.
  2. Provides direct services, which may include direct clinical assessment, psychotherapy, and rehabilitation and medication services, within the scope of licensure and professional expertise; provides collateral consultation to partner agencies and/or family members involved in the client's life; prepares case reports.
  3. Within the scope of licensure and/or area(s) of expertise, assists in providing clinical oversight of treatment team members, including supervision of assessment, diagnosis, therapeutic treatment, and rehabilitation services by Behavioral Wellness professionals; ensures that staff members are informed of and in compliance with the department's policies and procedures for delivering clinical services.
  4. Confers with Behavioral Wellness Program Managers concerning worksite problems and System of Care issues; identifies potential and actual program and operational problems and assists in the development and implementation of policies and procedures to resolve them; acts as a liaison between employees and management, including defining and advocating organizational goals and policies to employees and passing employees' views to management; represents Program Managers at meetings and performs site management duties when assigned or in the Program Manager's absence.
  5. In conjunction with Behavioral Wellness Program Managers, interviews and selects candidates for hire, promotion, or reassignment; sets employee performance standards including standards in clinical areas within the scope of licensure and professional expertise; communicates expectations and ensures staff compliance; evaluates and documents employee performance; takes minor disciplinary measures, such as issuing warnings and reprimands, and recommends actions to Program Managers in more serious cases.
  6. Compiles and prepares statistics on clients served; ensures that proper documentation is kept and that charts are complete to maximize revenue from billing; identifies training needs and provides or arranges training for staff in program policies and procedures; prepares correspondence to clients; tracks participation of staff in training necessary for continued licensure or to ensure staff members remain current with the department's administrative and program policies and procedures.
  7. Within the scope of licensure and/or area(s) of expertise, may develop and provide site intern training programs and supervise interns for licensure.

Employment Standards

Possession of a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences, AND

  1. Two years of post-licensure, journey-level experience performing duties equivalent to a Behavioral Wellness Practitioner II with Santa Barbara County that included lead work or responsibility for coordinating treatment services provided by staff.
Additional requirements for LPCC:  a minimum of (6) hours of continuing education (CE) specific to marriage and family therapy during each license renewal cycle.

Driver's License:  A valid driver's license is required at the time of application.  A valid California Class C Driver's License is required at the time of appointment. 

Knowledge of: training practices; standard English grammar and usage; and, at a level appropriate to the scope of licensure and professional expertise, knowledge of medications and pharmacology; current mental health assessment, treatment, and rehabilitation modalities; treatment of co-occurring conditions; State Medi-Cal regulations, e.g., rehabilitation option and managed care; California laws and regulations pertaining to the mental health patients' rights program; System of Care approaches to mental health care; principles and practices of assessment, diagnosis, treatment, and rehabilitation of individuals with mental and emotional disorders; current developments in the field of mental health treatment, clinical case management, and treatment protocols for licensed and unlicensed staff; community resources available to and needed by the mentally ill and their families; professional standards of conduct; Medicare and Medi-Cal billing procedures.

SELECTION PROCESS

  2. Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and scored.  Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. 
Applicants must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. Mobile Crisis and Crisis Triage: Mobile Crisis staff cover 24/7/365 days per week although the Team Supervisor in only expected to work a regular Mon-Fri 9-5 schedule with some flexibility. The Mobile Crisis teams work in conjunction with local Law enforcement and hospital emergency departments to evaluate county residents who may be at risk of harm to self, harm to others or be gravely disabled. Mobile Crisis staff also assists with finding placement in inpatient psychiatric hospitals. Mobile Crisis staff also work closely with the departments Crisis Triage teams and core clinic staff to ensure individuals who are not placed on 5150 holds have effective safety plans and follow-up mental health services.

Forensic Services – Adults: Known as the "Justice Alliance" program, this program works closely with court partners and law enforcement to facilitate access to behavioral healthcare services for individuals with mental health problems. Practitioners participate in mental health treatment courts and provide services aimed at preventing recidivism. Under sections 1370-1372 of the California Penal Code, they work closely with misdemeanor defendants whom the court has deemed incompetent to stand trial and they provide inpatient and outpatient competency restoration treatment. They also collaborate with behavioral health professionals in the Santa Barbara Jail and help facilitate access to outpatient services for offenders released to the community. Justice Alliance team members work in all three regional courts (Santa Barbara, Lompoc, and Santa Maria) and at times testify as to their clinical findings. They occasionally work within the jail and inpatient facilities and collaborate with their counterparts in those settings.
