Tulare County Health & Human Services Agency (HHSA) is actively recruiting for multiple vacancies for  Nurse Practitioners in the Mental Health Branch and the Public Health Branch.  This recruitment will establish an employment list in order to fill immediate and future vacancies throughout Tulare County's Health and Mental Health Care Centers. The successful candidate must have the ability to maintain effective working relationships with patients, public, staff, and other departments and agencies.
 
Tulare County Public Health has two Health Care Centers that offer a progressive and innovative working environment for our employees while providing comprehensive health care in the community. Services offered to the community include family and internal medicine, pediatrics, and women's health. This position is responsible for performing physical screening assessments, accurately diagnosing common medical problems and initiating treatment or making referrals to a physician as indicated. The successful candidate will work collectively and collaboratively in a multi-disciplinary team setting, acting as a liaison between the public health branch and other organizations. The Visalia and Farmersville Health Care Centers are Federally Qualified Health Care (FQHC) look-alike clinics and authorized National Health Service Corp (NHSC) sites. Mid-level providers accepting a position in these sites would qualify to apply for loan repayment of up to $50,000 for a two year work commitment. Tulare County Mental Health has two adult mental health clinics located in Visalia and in Porterville. We work with community-based providers to ensure mental health services are available throughout the county. The Mental Health Services Branch is seeking a highly motivated Nurse Practitioner to practice medicine with physician supervision. The successful candidate will respond to crisis situations, make assessments, provide triage and follow through with appropriate treatments, which may include ordering referrals as well as voluntary or involuntary hospitalizations. The successful candidate will conduct physicals and order diagnostic studies that may require interpretation. The position offers a flexible schedule. Candidates accepting a position in these sites would qualify to apply for loan repayment of up to $25,000 for a one year work commitment. Typical Duties

  • Provide direct and indirect patient care services, under the supervision of a physician, within the written and approved standardized procedures
  • Perform complete physical examinations, compile thorough medical history. and initiate appropriate diagnostic and screening tests
  • Accurately document findings, notes, and results in an Electronic Health Records system
  • Explain diagnoses and treatments to patients from various socioeconomic and educational backgrounds
  • Provide health education to clients and healthcare staff as necessary
  • Assess clients in a variety of settings

  • May supervise nurses assigned to special programs.
Specific Responsibilities to Mental Health
  • Assist the physician in providing services to clients requiring continuing care, including the review and implementation of treatment and therapy plans

Employment Standards

Required Qualifications
Candidates must meet the qualifications listed below by the application deadline.

  • Possession of a valid Registered Nurse certificate issued by the State of California and a certificate of completion as a Nurse Practitioner; education equivalent to graduation from an accredited school of nursing
  • One year of experience as a registered nurse
  • Possession of or ability to obtain an appropriate valid California driver's license

Additional Information

Desirable Qualifications for Health

  • Two years of experience working with an Electronic Health Records system
  • Follow and meet established Patient Centered Medical Home guidelines
Desirable Qualifications for Mental Health
  • Have or plan to obtain a DEA number within three months
  • Knowledge of Medi-Cal terminology and related procedures
  • Experience working in the mental health field
Conditions of Employment
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.

Benefit Amount:
An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life).  This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance:
A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave:
11 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual:
12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.

Group Term Life Insurance and AD&D: 
$10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation:
A voluntary deferred compensation plan is available.
