About the Position
The Corrections division is responsible for ensuring that the City meets its legal mandate to provide for the incarceration of misdemeanor offenders. The City operates a 28-bed, short-term municipal jail and contracts with other providers for longer-term service. The Department currently contracts with Lewis County to house inmates who are sentenced to more than thirty days in custody. The Corrections Services group works closely with the Olympia Municipal Court and Olympia Probation Department to assure that alternatives to incarceration are appropriately used. The Corrections Officers are members of Teamsters Local 252. The Corrections Lieutenant is an exempt position.

  • Strong interpersonal skills, facilitation skills, and ability to work effectively on a management team comprised of division managers from across the organization.
  • Experience working with labor bargaining units in the workplace, during negotiations, and regular labor/management meetings.
  • Demonstrated ability to collaborate effectively with diverse groups of people.
  • Ability to manage resources, contracts, and employees with competing interests using guiding principles and Department mission in decision making.
  • Experience researching and implementing federal and state requirements.
  • Track record of effectively leading high-performing teams, setting and achieving clear expectations, managing multiple simultaneous projects, managing within a budget, and leading a staff that shows commitment to quality programs and department mission.
  • Ability to mentor, train, and lead subordinates in a way that supports succession planning.
  • Demonstrated experience managing budgets in a government setting.
  • Creative leadership in developing, through research and other methods, sound and innovative programs in compliance with state and federal laws and regulations.
  • Knowledge of civil liability law and risk management.
  • Experience managing a corrections facility.
  • Organized, reliable, dependable and team oriented with strong written and oral communication skills.

Examples of Duties / Knowledge & Skills

The essential functions of this position include but are not limited to:

  1. Plans, organizes, coordinates and directs the day?to?day functions and activities of the jail to assure smooth, efficient and orderly operations.
  2. Delegates work to subordinates and coordinates the efforts of correction staff to provide for the effective operation of the unit as a whole.
  3. Participates in the selection of new employees as assigned; supervises and evaluates the performance of assigned staff; and recommends corrective/disciplinary action or commendations as appropriate.
  4. Reviews budget request of subordinate personnel and prepares a jail budget for submission to the Jail Manager; monitors budget expenditures of the assigned division.
  5. Manages the efficient use of vehicles, equipment and supplies assigned to the jail.
  6. Directs the preparation and maintenance of inmate records and documentation related to facility operations; reviews reports prepared by subordinates to ensure that they are accurate and prepared in a professional manner; compiles statistics and prepares periodic reports of correction activity.
  7. Performs the essential functions required of Corrections Sergeants and Corrections Officers, as necessary.
  8. Attends and/or conducts staff meetings of divisional staff; represents the jail at other meetings relevant to correction affairs or at the request of the Jail Manager.
  9. Investigates complaints related to jail activities; coordinates and conducts hearings related to inmate disciplinary action and reclassification status; assures compliance with due process laws and preparation of appropriate written documentation.
  10. Plans, analyzes and organizes facility safety and security measures; assures efficient and effective support services for the facility.
  11. Assures compliance with various laws, regulations, departmental policies and Washington State Corrections Standards.
  12. Punctual, regular and reliable attendance is essential for successful job performance.

Minimum qualifications & Requirements

Knowledge/Skills/Abilities:

  1. Knowledge of modern principles, practices and techniques of jail administration and organization.
  2. Knowledge of the technical and administrative aspects of the operation of the jail.
  3. Knowledge of laws, ordinances, regulations and current literature affecting the jail.
  4. Knowledge of fiscal and related budgetary practices.
  5. Knowledge of principles and practices of supervision and training.
  6. Knowledge of health and safety regulations.
  7. Knowledge of the use and care of firearms.
  8. Ability to effectively administer the systems, procedure and policies that govern the operation of the jail.
  9. Ability to compile, analyze and interpret a variety of statistical data.
  10. Ability to prepare accurate and understandable written reports.
  11. Ability to effectively operate a variety of computer programs.
  12. Ability to plan, organize and direct the preparation of the jail budget.
  13. Ability to evaluate the work of others for effectiveness and compatibility with the overall function of the jail.
  14. Ability to motivate and direct corrections staff.
  15. Ability to establish and maintain effective working relationships with those contacted in performing assigned duties.

Experience/Education:
  1. Two years progressively responsible supervisory experience in a correctional facility or jail operations and a bachelor's degree is required. 
Special Requirements:
    1. Must successfully complete a criminal record background check, a polygraph examination, a credit check and other tests, examinations, or processes as may be deemed appropriate for positions of this kind.
    2. Must either be certified as having completed the Washington State Criminal Justice Commission Basic Corrections Officer Academy at time of appointment or must complete the Academy on or before the last day of their probationary period.
    3. Must possess a valid Washington State Driver's License at time of appointment and must maintain it during their employment with the City of Olympia.

    1. The Corrections Lieutenant has frequent and synergetic contact with the section staff, other city and department personnel, staff from other agencies, contractors, inspectors and vendors/manufactures, all of which are critical to job success.

    5. The Corrections Lieutenant works collaboratively with other section supervisors to achieve common goals of the division, the department, and the city.

    7. Contacts can be adversarial in nature requiring the exercise of the utmost tact, discretion, and self-control.

    1. The Corrections Lieutenant is accountable for the operation and maintenance.
    2. Quality, efficiency, effectiveness, cleanliness, ensuring a safe and healthy work environment and the safety of all assigned staff.
    3. Ensuring all personnel and resources are deployed in the most effective and cost-efficient manner.
    4. Ensuring operations and functions are performed safely and according to accepted standards and practices.
    5. Ensuring day-to-day compliance with all standards, regulations, and policies related to the treatment, processing, and safety of persons in custody at the Olympia Municipal Jail.
    Working Conditions:
    1. Working conditions include the requirement to do both office and jail work.
    2. Work will generally be performed from Monday through Friday, and occasional evenings, weekends, overtime, or shift work may be required.
    3. Office work will include a variety of supervisory, administrative, and coordination functions related to jail operations.
    4. Jail work may be for the purposes of supervising the work being performed, planning new work assignments, meeting with inmates, or working in the place of absent Corrections Officers, etc.
    5. In the jail, the employee will work in a potentially hazardous environment, which may include working in close proximity to confrontational and violent persons, exposure to blood borne pathogens and/or disease causing organisms, or forcibly restraining uncooperative and/or resisting individuals.
    6. Assignments may occasionally be performed outside under adverse weather conditions.
    7. Work may occasionally require strenuous physical effort and physical agility.
    8. Stress associated with project deadlines and responding to competing requests is present.
    9. Responding to emergencies or staffing shortages that occur outside of normal working hours may be required.
