Description

This position involves responsible supervisory and technical work in directing the activities of multiple crews in the construction, paving, maintenance and traffic sign operations of the Department.

Examples of Duties

Assists the Department Director in identifying and planning Department work programs; assigns new projects to crews and provides instructions to lead workers as required; reassigns staff to different crews or work assignments based on current workload and program priorities; determines staff, material and equipment needs for scheduled projects and estimates related costs; reviews and signs completed work orders, purchase requisitions and other routine paperwork; investigates complaints regarding drainage, road, bridge and traffic problems and determines corrective action; coordinates assigned projects with other department, County, municipal, State, or utility personnel; trains employees to properly follow County and Department policies, work procedures and safety precautions; reviews projects upon completion as to the nature and propriety of final work results; supervises employees and provides input to Department Director on annual performance evaluations; provides guidance and direction to employees in correcting work errors or performance problems and issues verbal reprimands as needed; recommends formal disciplinary action on employees to Department Director; makes recommendations to the Department Director regarding department budgetary needs, employee hiring decisions, program planning and policy issues; performs related duties as required.

Minimum Qualifications

Graduation from High School or GED equivalent.
 
Five years of experience as a lead operator or crew leader in public works construction and maintenance work.
 
Possession of a valid Georgia commercial Class A driver's license.
 
Any equivalent combination of education and experience is acceptable.

Knowledge, Skill, Abilities/ Supplemental Information

Knowledge of County policies and regulations regarding zoning, community development, right-of ways and easements, and utility relocations as they relate to construction and maintenance work; knowledge of the Department's  standard operating procedures, work methods and safety rules; knowledge of the procedures, methods, materials, equipment and tools used in resurfacing and paving roads, building culverts and drains, building bridges and installing signs; skill in reading and understanding construction and engineering plans as-built drawings and survey notes; skill in proficiently operating a variety of heavy, complex and moderately heavy equipment; skill in explaining procedures and instructions to employees with varying levels of knowledge and experience; skill in oral and written communications; skill in establishing and maintaining effective working relationships with Department and County employees, County, State and municipality officials and the general public.

Annual Leave

Annual Leave (vacation) is earned as follows:

  • 0 months – 5 years: 10 days per year
  • 6 years – 15 years: 15 days per year
  • 16 years – 20 years: 20 days per year
  • 21 years and over: 23 days per year

Sick Leave is earned at the rate of one day per month for a total of 12 days per year.

Employees receive nine paid holidays per year.

Insurance benefits are offered to employees working over 32 hours per week.

New employees are eligible for insurance coverage on the first day of the month following one full month of employment.
