CLINICAL SOCIAL WORKER I
Correctional Health Services

 
This recruitment is open to the public for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.
 
This recruitment is being held to establish an Eligible List to fill current and future Clinical Social Worker I vacancies within Health Care Agency, Correctional Health Services until the next recruitment. This recruitment may also be used to fill positions in similar and/or lower classifications.
 
THE OPPORTUNITY:
 
The County of Orange, Health Care Agency has a vacancy to fill for Clinical Social Worker I (CSW I) within Correctional Health Services (CHS) to provide case management services to mentally ill clients in a correctional setting. The CSW I also evaluates client's mental status or psychosocial data such as past and recent psychiatric treatment, current level of functioning as well as support systems and access to resources in the community.

The responsibilities of the CSW I will also include but are not limited to:
  • Utilizing electronic health record for monitoring caseloads, following up on sick calls, completing evaluations, scheduling case management follow up appointments and progress notes
  • Evaluating and assessing mentally ill clients
  • Providing crisis intervention as needed
  • Facilitating brief therapeutic supportive therapy and group therapy
  • Assisting with discharge planning and linkage to community resources
  • Participating in staff meetings, case conferences and weekly treatment team meetings
  • Collaborating frequently with ACHS and Sheriff's Department staff as well as outside department contacts such as police agencies from the community, family of patients, court personnel, community hospital staff, other County agencies such as Public Health, Juvenile Health Services and surrounding hospitals
  • Other work as assigned

Correctional Health Services (CHS) provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care to all adult inmates in the County's five correctional facilities and contracts with hospitals for inpatient and specialty care.

CHS also provides mental health services including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance abuse counseling, medication assessment and discharge planning to all adult inmates in the County's five correctional facilities. DESIRABLE QUALIFICATIONS:

The ideal candidate will have one or more years of experience working as an Associate Clinical Social Worker in a psychiatric setting. The ideal candidate will also have accrued at least 1000 post graduate clinical hours towards CSW licensure. In addition, the ideal candidate will demonstrate knowledge and experience in the following competencies below:

Technical and Knowledge of:
  • Possession of a valid CPR (Cardiopulmonary Resuscitation) - AHA healthcare provider by date of appointment
  • Having familiarity and exposure in drug and alcohol treatment
  • Understanding of relapse prevention and best practices for treating and engaging with the mentally ill clients
  • Conducting mental health and/or substance abuse evaluations and assessing presenting symptoms and/or behaviors
  • Completing and performing clinical risk assessment related to danger to self, danger to others or grave disability (i.e.5150,5250, T-con) competently
  • Performing crisis intervention and being able to evaluate situations and handle
  • Conducting brief supportive therapy, group therapy; such as social skills and other psycho educational topics
  • Discharge planning and linking mentally ill clients to community resources
  • Providing care to client in relation to their level of functioning (i.e. acute psychiatric housing)
  • Understanding and applying Health Insurance Portability and Accountability Act (HIPAA)
  • Using Electronic Health Records (EHR) system
  • Using Microsoft Excel, Word, PowerPoint and Outlook proficiently
Communication Skills:
  • Bilingual in Spanish (highly desirable)
  • Using Subjective-Objective-Assessment-Plan (SOAP) format in preparing progress notes and reports
  • Communicating relevant clinical information to other county agencies and/or stakeholders to better facilitate continuity of care
Problem Solving/Decision Making Skills:
  • Analyzing factors that contribute to overall health problems and/or recidivism (i.e. poor medication compliance, drug and alcohol problems, homelessness)
  • Being able to make quick and effective decisions impacting client's healthcare treatment
  • Responding quickly to mental health emergencies throughout all jail facilities
  • Being familiar with jail security policies and seek consultation with supervisor if unsure
Critical Thinking Skills:
  • Assessing and evaluating client's presenting symptoms and behaviors rapidly and accurately, including establishing appropriate clinical boundaries with clients (i.e. setting limits)
  • Recognizing factors that are outside of mental health that could be impacting the client's overall functioning and refer appropriately (i.e. drug or alcohol withdrawal, medical issues) skillfully
  • Making sound decisions/judgment or take actions to prevent any injury/loss of life, financial loss for the County and/or personally and any public relations issues
  • Being alert and aware of personal safety and security while providing care and/or treatment to unstable or unpredictable mentally ill clients
Collaboration Skills:
  • Engaging clients in discharge planning and developing a viable plan of self-care by formulating short and long term goal and objectives according to client's level of psychological functioning
  • Participating as a member of a mental health multidisciplinary clinical team by engaging and taking part in meetings, committees or training's providing education, knowledge and insight into clinical cases
Personal/Interpersonal Skills and Safety:
  • Being flexible to work in numerous clinical areas, including handling difficult and complex mental health cases
  • Willing to work in a correctional environment
  • Having the compassion to provide care without judgment to a segment of clients that have been charged with criminal conduct
  • Maintaining a positive attitude and effectively handle stress in dealing with difficult clients, family members and law enforcement personnel
  • Being alert and aware of personal safety and security while providing care and/or treatment to unstable or unpredictable mentally ill clients
  • Being aware of any environmental hazards while working inside and outside the jail facility

SPECIAL QUALIFICATIONS/REQUIREMENTS:
  • Applicants must have no felony convictions or be on any form of probation.
  • Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes; completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).
  • The Correctional facilities is a 24 hour, 7 day a week facility, incumbents must be able to work on weekends, evenings or night shift and holidays".

ENVIRONMENTAL CONDITIONS:

Additional Information: Will be required to work in a locked facility with juveniles, adult inmates, and ICE detainees who have multiple and complex health, social and psycho-social needs; may work with juveniles, inmates, and ICE detainees who have communicable diseases; may be assigned to evening or night shift, assigned to work every other weekend, and to work holidays as needed as the institution is a 24 hour, 7 day a week facility and coverage is essential. The environment can also be noisy and at times chaotic, will be exposed to profanity and/or anti-social behavior. Orange County Sheriff's Jail System has a "No Negotiations for Hostage" policy.


RECRUITMENT PROCESS:
