Duties Summary

Regularly performs the most difficult and complex subprofessional, technical work in support of professional engineering activities; exercises judgment and initiative in following through on assigned tasks; may supervise lower level technicians; and performs other related duties as assigned.

One (1) immediate vacancy with the Department of Environmental Management - Wastewater Division in Hilo.

The eligible list may be used for other Engineering Support Technician IV vacancies as they arise during the twelve month life of the list for the Department of Environmental Management and Department of Public Works.

Examples of Duties

  • Regularly performs the most difficult and complex work in support of professional engineering activities and projects.
  • Assists engineers in design work; writing and reviewing specifications; estimating material and labor costs; doing computations involving the use of algebra, trigonometry, and higher mathematics, and preparing technical reports.
  • Determines consistency of projects with environmental assessment and policy guidelines.
  • Performs field survey work including operating a level, transit, theodolite, total station, GPS survey instrument, and data collector; may serve as survey crew chief.
  • Checks and reduces field notes; calculates distances, angles, area, curves, and traverses; computes earthwork quantities and prepares mass diagrams; plots topography, cross sections, and profiles.
  • Prepares finished drawings using CAD (computer aided drafting) and  current version of appropriate AutoCad software program; prepares CAD generated surfaces, alignments, profiles, and cross sections.
  • Conducts standardized tests of a variety of construction materials and processes for conformance to specifications and plans; prepares test specimens, adjusts and operates equipment, reads instrument readings, evaluates test data, and prepares test reports.
  • Operates a vehicle to travel to project sites island-wide to conduct inspections or investigations.
  • Inspects all phases of civil works projects; reviews construction work for compliance and consistency with plans, specifications, permits, regulations, standards, traffic control, and safety; maintains records, prepares reports, take field measurements, and conducts material sampling and testing; requests clarification from supervisor or project engineer when unforeseen field conditions arises.
  • Determines feasibility of any proposed changes, does necessary calculations, and recommends revisions to original plans and designs.
  • Investigates complaints or requests by property owners within and adjacent to projects; deals tactfully with complainant in resolving issues and/or refers to project engineer.
  • Reviews, analyzes, and approves various permit applications, forms, and reports relating to regulatory compliance, public facilities clearance, land use, and development proposals.
  • Maintains files of maps, plans, and records, including electronic versions and other database files; provides information to public as requested.
  • Conducts surveys and public notifications for customers' information and regulation compliance.
  • Assists engineers with field trips, public informational meetings, workshops, seminars, conferences, meetings, and hearings.
  • May supervise lower level technicians and engineering aid.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience: 

A combination of education and experience substantially equivalent to:

  • graduation from high school; and
  • five (5) years of technical work experience in engineering oriented support functions such as data collection and analysis, inspection, testing, designing, CAD and/or GIS surveying, and/or drafting activities, and 
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other comparable driver's license at time of filing. (You will be required to submit your driver's license at time of the job interview).

Note:  Substitution of education for experience:
  • An Associate Degree or higher in Engineering, Engineering Drafting, or CAD from an accredited college or university may be substituted for two (2) years of the required experience.
  • Scan and attach your official college transcript to be credited for the substitution of experience. 

Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.


Knowledge of:  mathematics, including plane trigonometry as applied to the computation of distances, quantities, angles, areas, and traverses in the reduction of survey notes and in the development of maps, plans, and descriptions; use of electronic scientific calculators, computer aided drafting (CAD) and engineering software programs; the nomenclature, symbols, methods, principles, practices, and instruments used in engineering drafting and mapping; the general sources of engineering information; and basic principles of supervision, as applicable.

Ability to:  conduct tests and inspections of equipment, materials, and projects; use judgment and initiative in following through on assigned tasks; operate a personal computer using computer aided drafting, engineering, word processing, spreadsheet, and database software programs; make mathematical computations, using trigonometric and curve data tables; prepare and interpret a wide variety of maps, details, drawings, and descriptions from field notes and rough sketches or preliminary designs; do free-hand lettering and sketching; learn new technology; compile and evaluate data, and prepare reports; give and follow oral and written instructions; assign, supervise, and review the work of subordinates as assigned; deal tactfully and effectively with the public; and work harmoniously with others.
