ABOUT THE POSITION
 
Under general direction to handle all aspects of developing and maintaining complex and difficult software applications at Shasta County, individually or as a team member. This position works with a great deal of independence and responsibility in the completion of specialized software assignments and performs related work as required.
 
DISTINGUISHING CHARACTERISTICS
 
This is the super journey-level for combined business applications analysis, design, and programming. Incumbents in this class are responsible for acting as a team leader in the design and installation of major systems.

EXAMPLES OF ESSENTIAL DUTIES

This position requires the ability to perform tasks related to specific functional areas within the systems and programming area of the Information Technology Department. An incumbent is required to perform in one or more of the following specialized areas: Custom Software Development/Support; Enterprise Resource Planning (ERP) System Development/Support; Website Design/Support.
 
Duties in each area require the ability to: handle a variety of functions related to websites and software applications; gather requirements and analyze large-scale, multi-departmental systems; design, test, and maintain websites and software systems that are of high quality, adhere to regulations and present a positive County image; organize and schedule programming to meet the objective within a design; prepare project plans; prepare flow charts, diagrams, data sets, and file descriptions for projects during design state; consult with user and advise on feasibility of data processing applications; write, test, and debug programs; analyze proposed changes to determine their effectiveness; develop and keep current manuals of regulations and procedures; write and revise directives, procedures, and training materials; develop, write, and maintain system documentation; evaluate requests for change to an existing system, including costs/time required and time line; communicate with vendors where software is being supplied; and may provide lead supervision over subordinate staff.

TYPICAL QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
 
Knowledge of: Principles and methods of business applications programming and website development; principles and methods used in analysis and development of data processing applications; uses and limitations of data processing applications; principles of networking, including TCP/IP, DNS, and DHCP;  techniques used to design and develop products that are aesthetically pleasing and of professional quality;  programming languages applicable to systems in use in Shasta County; principles of data entry, storage, and retrieval; current technologies in the information technology industry; relational databases; client/server applications; object-oriented programming; various file formats applicable to application and website development, including graphics, themes, and styles;  and operating capabilities of common hardware configurations.
 
Ability to: Develop and modify websites and applications for efficient end-user usage; define problem area, collect and evaluate data, validate conclusions, and make recommendations; write instructions and procedures; prepare systems and programming documentation; maintain hierarchical and relational data bases; interpret a variety of instructions provided in written, oral or graphic form; effectively use software tools necessary to design, organize, and maintain both the framework and content of websites and applications; design and develop products that are aesthetically pleasing and of professional quality;  lead meetings with County departments and recommend primary and alternative directions in website or application design and content strategy; give continuing, meticulous attention to detail; train and direct subordinate personnel.
 
These employment standards are typically attained with the equivalent of a Bachelor's degree in Computer Science or a related field of study, and at least 3 years of programming experience. Any combination of relevant education and work experience may be substituted for the required education on a year-for-year basis.
 
SPECIAL REQUIREMENTS
 
Possession of an appropriate California driver license may be required for some positions. Depending upon assignment, an incumbent may need to regularly have access to and utilize a suitable personal vehicle in the course of business (mileage is reimbursed at the IRS rate). Proof of adequate insurance for the vehicle may be required.
 
IDEAL CANDIDATE
 
The ideal candidate has recent experience developing applications using the Microsoft stack; (Visual Studio (C#.NET), SQL Server, IIS, and Team Foundation Server), using formal software development methodologies.  They possess a 4-year degree in Computer Science, and three or more years of experience in software analysis, requirements, development, design, and testing; experience with web-based applications and database integration; solid understanding of object oriented principles and practices, database design, client-server application architecture, web servers, and technical documentation.  Experience with Cherwell, or any other ITSM system is desired.  Verbal and written communication skills and ability to work in a team-environment are critical.

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES
 

Holidays:
12 paid holidays (96 hours) per year.
 

Vacation:
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
 

Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
 

Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.
 

Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.
 

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
 

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
 

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.
 

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.

Employees pay 7% of his or her salary, on a pre-tax basis  for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
 

Miscellaneous:

• Deferred Compensation plans available through specified companies.

• IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.

• Optional insurance products available through Colonial Life.
