SUPERVISING PUBLIC HEALTH NURSE II
 
This recruitment is open to the public for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.
 
This recruitment is being held to establish an Eligible List to fill current and future Supervising Public Health Nurse II vacancies within Health Care Agency until the next recruitment. This recruitment may also be used to fill positions in similar and/or lower classifications.

 
 HEALTH CARE AGENCY

 THE OPPORTUNITY

The 17th Street Testing, Treatment and Care Clinic (STD and HIV clinic) provides free diagnosis and treatment for individuals over the age of 12 requesting medical care for sexually transmitted diseases (STD, STI and VD). The clinic also offers HIV counseling and testing (anonymous and confidential) and provides ambulatory medical care for HIV positive, uninsured persons. Services for the HIV Ambulatory Clinic include medical care, case management, financial counseling, health education and risk reduction information.
 
The Orange County Health Care Agency's 17th Street Testing, Treatment and Care program is recruiting for a Supervising Public Health Nurse II (SPHN II). The SPHN II plans, coordinates, trains, oversees and evaluates the assignments of the 17th Street Testing, Treatment and Care for the nursing team. The SPHN II provides supervision for Registered Nurses (RN), Medical Assistants (MA) and Nursing Assistant (NA) who provide nursing care for Human Immunodeficiency Virus (HIV) positive patients and testing and treatment for patients seeking Sexually Transmitted Disease (STD) screening in Orange County. The SPHN II is an integral part of the 17th Street Testing, Treatment and Care supervisory team and is involved in strategic planning, policy and procedure development and assisting in daily clinic supervisory activities.

GENERAL DUTIES:

The Supervising Public Health Nurse II is responsible for the following:
 
  • Providing direct supervision for 3 Registered Nurses, 4 Medical Assistants and 1 Nursing Assistant
  • Working collaboratively with other supervisory staff to supervise and direct daily operations of 17th Street Testing, Treatment and Care
  • Providing oversight and guidance for staff members on complex cases or issues that may arise
  • Collaborating with community partners, medical providers and other medical facilities
  • Monitoring, maintaining and reporting the clinic's quality assurance measures
  • Assuring compliance with program standards and mandates
  • Providing training and mentor staff to enhance functions and professional growth
  • Providing feedback and actively participate with the 17th Street Testing, Treatment and Care's management team

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES:

The ideal candidate will have a Master's Degree in Nursing or a related field of study and at least five (5) years of experience as a Public Health Nurse and three (3) years of experience as a supervisor demonstrating the following competencies:

Clinical Expertise and Knowledge of
  • Having knowledge of adult health case management, infectious disease, and ambulatory clinic management
  • Providing community outreach and education about communicable diseases
  • Counseling patients about risk reduction strategies for communicable diseases
  • Having knowledge of chronic diseases for adults
  • Working with high-risk populations, e.g. conditions that require multiple medical coordination, clients with behavioral health problems and substance abuse issues
  • Understanding of County, State, and Federal resources
  • Understanding and applying of Health Insurance Portability and Accountability Act (HIPAA) guidelines
  • Having familiarity of Electronic Health Records (EHR) system
  • Using Microsoft Excel, Word, PowerPoint and Outlook proficiently

Leadership/Supervision
  • Supervising clinical staff and/or leading a team of clinical staff
  • Working collaboratively with Human Resource Services for training, performance evaluations, addressing performance issues, hiring, and retention of nursing staff
  • Maintaining standards of Public Health Nursing and ensuring that services rendered are in compliance with Federal, State and local laws and regulations, and establish policies, procedures and protocols of HCA and PHS

Communication and Collaboration
  • Communicating clearly and effectively both orally and in writing
  • Participating in, and representing the 17th Street Testing, Treatment and Care on committees and subcommittees within the County and/or the community

Analytical and Critical Thinking
  • Analyzing and recommending revisions to program policies, procedures and protocols, to ensure compliance with State requirements and legal mandates
  • Conducting ongoing evaluation of effectiveness of services and initiating improvements by directing staff in continuous efforts to improve quality, productivity, and effectiveness
  • Adapting to changes according to the changing needs of the populations served and County operations
  • Determining and improving resolutions to client-related issues

PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL CONDITIONS:

Physical Characteristics: Must have the body mobility to walk, climb stairs, reach, bend, twist, reach overhead and stoop; stamina to sit for a prolonged period of time (up to one hour); strength to lift and carry or push and pull objects such as boxes of nursing supplies or audiovisual equipment, which may weigh up to 25 lb.; manual dexterity to grasp, manipulate / operate small objects and precision instruments such as, but not limited to, giving injections without limitations or restrictions and taking pulse and blood pressure readings; fine motor skills and fine touch to palpate and discern skin induration and rashes; vision sufficient to read thermometers and calibrated measuring instruments, labels on medications, and the bevel of a needle; hearing for normal conversations and auscultation using a stethoscope; ability to work in diverse environments; and the ability to drive a car.

Environmental Conditions: Will be required to work in clinic environment; wear protective equipment/clothing as required by protocol; may work with patients who have a communicable disease; may be assigned to evenings, weekends and/or holidays.


RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Structured Oral Interview (Weighted 100%): Candidates will be interviewed and rated by panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
 
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
