GENERAL STATEMENT OF JOB

Provides protection of life on county beaches, basic life support assistance on an emergency basis for the care and treatment of sick and injured person(s), and assists with enforcement of safety rules and regulations.

ESSENTIAL JOB FUNCTIONS

Observes and supervises the activities of the public; monitors marine and weather conditions; identifies potential dangers and takes effective action.

Initiates or assists with the rescue of patrons on the beach and/or in the water; administers first aid or lifesaving techniques as indicated; provides basic life support care and treatment of sick and injured persons; uses rescue equipment; dispatches emergency vehicles.

Hoists and lowers swimming safety flags; rotates signage as required.

Displays skill in swimming and rescuing endangered persons in the ocean.

Participates in the care and upkeep of assigned equipment.

Assists with enforcement of Beach Safety rules, to include state and local laws.

Assists with control of scene and non-injured parties.

Maintains log of daily procedures and completes reports and forms associated with patient care.

Maintains adequate level of consumable supplies; restocks as needed.

Attends training sessions; maintains all required certifications and forwards copies to the Beach Safety and Training Supervisor.

Responds to basic public inquiries and directs concerns to the appropriate authority.

Must be able to meet work schedule and attendance standards.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

High school diploma or GED required or the ability to obtain within 6 months of hire. Must possess and maintain a valid United States Lifesaving Association or equivalent lifeguard training and CPR certification or obtain within 60 days of hire. Must be at least 18 years of age and possess a valid driver license. Florida registered EMT preferred.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be able to exert in excess of 100 pounds of force occasionally, or in excess of 50 pounds of force frequently, or in excess of 25 pounds of force constantly to move objects. Must be able to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs or hands and arms. Must be able to maintain body equilibrium to prevent falling when walking, standing, crouching or running on narrow, slippery or erratically moving surfaces, or when in water. Must be able to bend downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles. Must be able to bend legs at knees to come to rest on knee(s). Must be able to bend body downward and forward by bending legs and spine. Must be able to move about on hands and knees or hands and feet. Must be able to reach, extending hand(s) in any direction. Must be able to handle, seize, hold, grasp, turn or otherwise work with hand(s). Must be able to finger, pick, pinch or otherwise work primarily with fingers rather than with the whole hand or arm. Must be able to sit for long periods of time. Must be able to remain alert and perform rigorous physical activity for long periods of time, with little rest and under adverse weather conditions. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Is exposed to conditions such as fumes, noxious odors, dusts, mists, gasses and poor ventilation that affect the respiratory system, eyes or the skin. Is exposed to possible bodily injury from moving mechanical parts of equipment, tools or machinery. Is exposed to possible bodily injury from electrical shock, falling from high exposed places, radiation, explosions and toxic or caustic chemicals, and hazardous marine conditions. Is exposed to bodily fluids. Is exposed to possible bodily injury from combative patients, marine life and marine vessels. Is exposed to very loud noise levels. Must be able to see and hear sufficiently well to identify and rescue troubled swimmers within a designated swimming area.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information; includes receiving assignments and/or directions from supervisors. Includes the giving of directions, information and/or instructions to others. Requires the ability to tactfully and effectively interact with the public and with co-workers.

Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Must be able to speak with clarity, voice control and confidence and to articulate information to others. Must be able to prepare written reports, using appropriate format, punctuation, spelling and grammar.

Intelligence: Requires the ability to apply principles of emergency medicine and common sense understanding to carry out detailed and involved written or oral instructions; to deal with problems involving variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical languages, such as mechanics and medical terminology, used within the parameters of the job.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, calculate percentages and decimals.

Forms/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidIy and accurately in using automated office equipment and communications machinery.

Manual Dexterity: Requires the ability to handle a variety of items including computer keyboards, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate to high levels of stress-when-confronted with an emergency or a tight deadline. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.

Physical Communication: Requires the ability to talk and hear; (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communication through telephone and radio.
