Overall Job Objective

The Community Vitality Department is currently seeking candidates for three full-time Parking Management Officers. The ideal candidates for these positions will have a positive attitude, great customer service skills, and the ability to handle conflict tactfully. These candidates will primarily be outdoors including working in all types of weather conditions. The schedule will vary based on parking enforcement hours of Monday through Saturday 9am - 7pm.
 

Please note the maximum hiring range for this position is $19 per hour DOQ.


OVERALL JOB OBJECTIVE:
Under general supervision, acting with a high level of integrity, to provide customer service, including communicating effectively with members of the public and other City staff to educate and enforce city parking regulations and to serve as an information resource for visitors and residents, to provide parking services support for special events, to perform administrative and technical functions, and to perform other related duties as required.

Duties & Responsibilities

1. Enforces the parking regulations as set forth in the Boulder Revised Codes and the Parking Enforcement Manual. This includes the following:

  • Maintains a working knowledge of the city's 51 parking ordinances and understands their application to public and private property.
  • Patrols city parking districts to issue citations to parking violators.
  • Maintains a valid driver's license and is capable of driving as part of daily work assignment and driving in all weather conditions.
  • Follows up on the chronic offenders' list; boots or impounds vehicles as necessary; may escort offenders to the Traffic Violations Bureau to pay fines.
  • Works outside in all conditions - rain, snow, wind and heat.
  • Uses reasoning skills to determine appropriate action to be taken.
  • Uses a police radio utilizing proper language, codes, terminology and channels.
  • Testifies in court to justify their ticketing, booting or impounding of vehicles.

2. Assists in the day-to-day operations of the Parking Services Department. This includes the following:
  • Performs daily scheduling and ensures adequate enforcement coverage.
  • Ensures adherence to policies and procedures.
  • Oversees computer ticket transfer including the daily download and the nightly upload of parking tickets.
  • Uses computer programs such as Excel and Word.
  • Creates daily and monthly productivity reports.
  • Maintains records of work performed, and verifies time sheet accuracy.
  • Updates job knowledge of enforcement, court procedures, equipment and safety.
  • Coordinates joint projects with other Parking Services employees and works with support staff on parking related issues.

3. Participates in the professional development of the work group. This includes the following:
  • Achieves and maintains a consistent level of knowledge of the Parking Services Officer's duties.
  • Assists with technological improvements and testing of existing systems.
  • Assists in the design and development of new programs, procedures, and forms.
  • Provides training, both on the street and in the office, for new officers.
  • Advises supervisor on new employee training and performance.
  • Provides on-going training and development for new and existing officers to ensure enforcement and performance standards are met.

4. Performs vehicle appraisals. This includes the follow:
  • Completes training provided by the Colorado State Patrol to conduct vehicle appraisals.
  • Conducts vehicle appraisals for Parking Services and Police Department.
  • Conducts on site inspections of city impounded vehicles to determine physical condition of the vehicle.
  • Uses computer software to determine value of vehicle to determine if vehicle will be junked, turned over to the tow company or sold by the city.

5. Performs public relations and customer services duties. This includes the following:
  • Assists the Parking Services Supervisor with responses to questions from the public, in person, over the phone and in writing.
  • Communicates city parking ordinances and enforcement policies and procedures to the public to encourage compliance.

6. Works closely with other city departments and employees in the following capacity:
  • Provides accurate information to city staff regarding city parking ordinances.
  • Receives sign requests for the replacement of broken or missing signs and submits a report to the sign shop.
  • Assists in coordinating work programs with other city departments.
  • Prepares evidence and documentation for use in court and makes court appearances and testifies as necessary, including being a credible witness.
  • Provides support for the Parking Services Supervisor and acts on behalf of the Supervisor as required.
  • Attends meetings, and provides input and suggestions on behalf of the department.
  • Responds to zoning and mapping inquiries. Assists the public and city staff with zoning and right-of-way questions.
  • Works independently, or as part of a two person team, on nights, weekends and holidays to provide ticketing and/or towing support for special events.

7. Purchases and maintains parking enforcement equipment. This includes the following:
  • Schedules, oversees, and performs routine and preventative maintenance on enforcement equipment such as vehicles, bikes and computers.
  • Maintains and tracks inventory of parking enforcement supplies.
  • Operates computer terminal including entering data, making inquires, receiving and responding to requests, and preparing correspondences.
  • Maintains Parking Services Officer uniforms including cleaning and repair.

8. Other:
  • Performs related duties as required to meet the needs of the city.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
  • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Generally duties are listed from most to least critical or time consuming.

Qualifications

REQUIRED MINIMUM QUALIFICATIONS:
High school diploma or equivalent. Demonstrated ability to coordinate the activities of others as a leader and team-builder with minimal supervision. Excellent written and verbal communication skills. Demonstrated ability to establish and maintain good working relationships with coworkers and other city staff. Ability to make independent decisions in accordance with city ordinances and departmental policies. Customer service experience with a sincere interest in serving the public. Ability to deal tactfully with the public in conflict situations; effective conflict resolution skills. Ability to walk and stand for extended periods and to work outdoors in variable weather conditions. Ability to use a personal computer and use or learn programs such as Excel and Word. Ability and willingness to work overtime for special events and/or appear in court on days off. Demonstrated awareness of workplace safety for self and others. First aid certification or ability to obtain at time of hire. Demonstrated personal and professional honesty and integrity. Candidates must have a valid driver's license. 

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Code enforcement or regulatory experience. Experience with T2 systems or comparable enforcement software. Computer and database experience. Experience with Automated License Plate Recognition systems.
 

Supplemental Information

WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions:
Physical Demands and Mental Effort: Requires physical ability to carry hand-held ticket equipment (eight pounds) on shoulder or hip and to lift and carry equipment weighing 30 to 40 pounds. Requires ability to operate a personal computer, hand-held computer and to use small manual tools. Requires lifting, carrying, walking and standing; frequent hand/eye coordination to operate personal computer; vision for reading, recording and interpreting information. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.
Work Environment: Works primarily outdoors in variable weather conditions. Works is subject to continuous interruptions and background noises.
Machines and equipment used include, but are not limited to the following: Parking patrol vehicles, ticketing equipment, computer, two way police radio, wheel boots, small manual tools, and measuring devices.
