The City of Palo Alto Information Technology Department is recruiting for a Senior Technologist, IT Project Manager (PM) – Enterprise Technical. The Information Technology Department supports and develops the City's technology infrastructure for users within the City and for the public. The PM Senior Technologist will be working for the IT Project Management Office.

Essential Duties

Manage complex enterprise projects, as well as other project types.
 
Work with team to meet division goals - Project Services performs customer-centric project management. Your efforts ensure the customer is delighted at the end of the project. Be part of an enthusiastic team that depends on measures to define success.
 

  1. Manage multiple technology projects of varying complexity
  2. Liaise with directors and managers of other departments and divisions for the purpose of requirements elicitation, business analysis, and project coordination
  3. Work with IT Department director, and managers, to make cooperative decisions, discuss and implement strategic direction
  4. Develop business cases, project charters, functional and technical requirement specifications, procurements and assist in the production of City Manager's Reports
  5. Manage contracts for IT project vendors, and contract staff
  6. Maintain and develop all required project reporting, e.g., Weekly Status reports, SharePoint list updates

Minimum Qualifications

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:
 
Bachelor's Degree in Information Technology or a related field and five years of progressively responsible, professional Information Technology experience; or, an equivalent combination of education and experience sufficient to successfully perform a particular subset ofthe essential duties of the job such as those listed above.
 
Licensing Requirements:
 
Depending on area of assignment, some positions may require:
    • Valid California Driver's License;
       
    • One or more certifications related to specific technical discipline.
    Desired Qualifications:
    • Experience with enterprise application procurement
    • Experience with managing at least two enterprise end-to-end implementation projects
    • Experience with Business Intelligence and data warehousing
    • 7+ years of experience managing complex technology projects with aggressive schedules
    • Strong understanding of technical requirements for technology integration
    • Strong understanding of change management, and risk management particularly around software implementations
    • PMP Certification, or equivalent experience
    • Excellent verbal and written communication skills, with the ability to explain highly technical topics in layperson's terms

    • Excellent soft-skills greatly preferred, e.g. emotional intelligence, active listening, mindfulness
    • Demonstrated outstanding oral and written communications and interpersonal skills
    • Knowledge of COBIT, and enterprise project governance
    • Knowledge of Customer Service principles and experience with building relationships
    • Experience with Microsoft Project and Project Online
    • Experience with managing contracts
    • Experience in the day-to-day use of Microsoft SharePoint
    • Ability to relate departmental IT needs to an overall City-wide IT strategic view or perspective
    • Exceptional analytical, strategic, and problem-solving skills
    • Experience in a Windows work environment
    • Knowledge of Oracle and Microsoft SQL Server databases preferred
