Description

Please note this position is seasonal and limited to 999 hours per fiscal year.  

The Combination Building Inspector is the journey level class in which incumbents are expected to perform the full scope of assigned duties. Incumbents are considered combination inspectors, skilled in making inspections and enforcing codes and regulations in a broad range of building and related codes. The work requires independence and discretion in both field inspections and plan examinations. This classification differs from the next higher classification of Senior Combination Building Inspector in that the latter is given assignments requiring a higher level of responsibility and demonstrated expertise.

Under general direction, the Combination Building Inspector performs skilled inspection work in the enforcement of building, zoning, mechanical, plumbing, electrical, housing and related codes and regulations governing the construction, alteration, repair and use of buildings and structures; assists in the review of building plans and zoning codes and laws; and performs other duties as required.

Examples of Duties

Duties include, but are not limited to:

• Reviews plans and specifications for buildings and related construction involving installation, repair, replacement and alteration for compliance with applicable codes and regulations; issues building, plumbing and electrical permits; inspects sites and buildings before construction or alteration to determine practicality of plans and compliance with regulations; inspects during construction for compliance with Uniform Codes (Uniform Building Code, Uniform Housing Code, Uniform Mechanical Code, Uniform Code for the Abatement of Dangerous Buildings, Uniform Plumbing Code, National Electrical Code) and municipal codes to ensure the health, safety and welfare of the public; issues certificates of occupancy.

• Interprets codes and regulations; explains required inspections and construction requirements to owners, architects, engineers, contractors and the public; advises owners on matters related to building permits; maintains records and files of inspections made and actions taken.

• Makes field inspections to check for zoning violations; makes inspection of existing buildings to determine dangerous conditions; looks for construction or alterations being performed without proper building permits.

• Inspects the quality of materials and the methods of construction for footings and foundations; excavations, wood framing, concrete work, steel erection, lathing and plastering, tile work, masonry, electrical, plumbing and other construction work.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Typical Qualifications

Minimum Qualifications

Qualified applicants must possess a high school diploma or G.E.D. equivalent supplemented by three years of experience in the building trades and at least six months performing inspection duties. Must also possess a current ICC (International Code Council) certificate as a Residential and/or Commercial Building Inspector.

Possession of, or ability to obtain, a valid Class C California driver's license and proof of auto liability insurance is required.

Knowledge of:

Principles, practices and methods used in various building construction areas, including plumbing, electrical and mechanical; applicable Federal, State and local laws, codes, and regulations including laws, ordinances and codes related to building construction and zoning; operational characteristics and use of standard equipment used in building inspection and the building trades; occupational hazards and standard safety procedures.

Ability to:

Apply policies, procedures, codes and regulations pertaining to building inspection; read and interpret complex plans and specifications; exercise sound independent judgment; interpret and apply applicable laws, codes and regulations; maintain ICC certification through continuing education programs; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.
