The City of Pasadena, Department of Public Works, Street Maintenance & Integrated Waste Management Division is seeking a responsible, problem solving Street Light and Signal Mechanic to direct one or more crews or work independently to install, maintain, and repair street lighting and traffic signal mechanical, electrical, and control equipment; program, install, and troubleshoot 170 and 2070 traffic signal controllers including conflict monitors; install, wire, test 332 traffic signal controller cabinets; and perform preventative maintenance on traffic signal equipment. 

IDEAL CANDIDATE 
The ideal candidate will be a technical expert in their field with experience in installing, maintaining, and repairing street lights and traffic signals. This person must be able to provide functional knowledge in the field, have excellent interpersonal skills, good attitude, time management skills, and boundless energy, as well as a strong work ethic.

Essential Functions

  • Directs one or more crews or works independently to install, maintain, and repair street lighting and traffic signals;
  • Installs street lighting fixtures on utility poles and light standards on streets, including installation of conduit and wiring;
  • Performs street light maintenance and troubleshoots repairs;
  • Inspects and reports failure of transformers in manholes;
  • Installs standards, brackets, mast arms, heads, pulling wires, and splicing in pull boxes;
  • Installs, maintains, and repairs mechanical, electrical, and electronic traffic control equipment;
  • Repairs traffic signals damaged in accidents;
  • Repair traffic controllers in shop and performs field inspection, preventive maintenance,, , and adjusting;
  • Proficient in aerial lift  truck operation;
  • Proficient in crane operation;
  • Assists in training and evaluating subordinates;
  • Prepares written reports;
  • Assists in the ordering of equipment and supplies; and
  • Performs other duties as assigned

Qualification Guidelines

COMPETENCIES 
The following list represents the core competencies needed for success in this position.

  • Functional knowledge of procedures, materials, tools, and equipment used in street lighting including high voltageseries circuits, and traffic signal construction and maintenance; microcomputers and keyboard programming; electrical safety orders and regulations
  • Skill in the use of tools and testing equipment
  • The drive to work independently on major and/or complex street light and signal installations and repairs
  • Interpersonal skills to effectively lead a crew and deal tactfully and effectively with others
  • Technology application skills to operate all aspects of a computerized traffic signal system and utilize a personal computer
 
EDUCATION AND EXPERIENCE
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include:
  • Four years of experience in street light and signal repair. At least one year of which has been as a journey-level street light and signal technician
  • AND certification from the Pasadena Water and Power Department for Underground Electrical Work; AND completion of accredited college level courses in basic Electricity and Electronics or possession of IMSA Traffic Signal Level II- Traffic Signal Bench AND/OR Field Technician Level II certification
Preference will be given to candidates proficient in the installation, programming, and troubleshooting of video detection systems; installation, programming, testing, and troubleshooting of 170 and 2070 traffic signal controllers; programming and operation of traffic signal conflict monitors, preferably experience with EDI model 2010ECL.

There are currently one vacancy in the Street Maintenance and Integrated Waste Management Division of the Public Works Department.

Special Requirements

Possession of a valid Class B California Driver's License is required within 6 months of appointment and as a condition of continued employment.
 
Incumbents must demonstrate proficiency in operating a personal computer within one year of appointment date and as a condition of passing probation.
 
IMSA Traffic Signal Bench and/or Field Technician Level II Certification at time of appointment is highly desirable or will be required as a condition of passing probation
 
Individuals appointed may be required to work on swing shift, graveyard, or may be scheduled on weekends as part of their regular assignment and are subject to participating in a 24 hour emergency call-out program.

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPER (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
