GENERAL PURPOSE:

Performs work as a senior-level individual contributor and experienced technical expert in the Building Division of the Sustainable Development Department. Responsible for code compliance for plan review and inspections as governed by the Broward County Board of Rules and Appeals. Ensures quality and safety in accordance with City zoning rules and regulations. Position relies on experience and exercises considerable independent judgment based on subject-matter expertise in the area of specialization and the application of advanced concepts, techniques, and knowledge of processes.

Hours of work: (On-Call) Monday through Thursday 7:00 A.M. to 6:00 P.M.; Days and hours subject to change. This is a year-round On-Call position and does not provide any benefits.

Essential Duties and Responsibilities

EXAMPLES OF ESSENTIAL FUNCTIONS:

  • Conducts detailed plan review for compliance with all applicable codes
  • Determines the Structural / Electrical / Mechanical / Plumbing integrity of damaged buildings after an emergency occurs
  • Guides homeowners and contractors through the permitting and inspection process
  • Interprets building codes for contractors, architects, and engineers
  • Participates in meetings with contractors, developers, architects, and engineers prior to and during construction activity
  • Performs Structural / Electrical / Mechanical / Plumbing inspections for conformance with the Florida Building Code
  • Responds to investigations of complaints pertaining to violations of applicable codes and ordinances; investigates referrals from the Code Enforcement Division
  • Reviews plans, specifications, and blueprints of proposed building construction repairs for compliance with applicable building codes and related requirements
  • May provide guidance to the building department permit technicians on related permit applications and requests
  • Performs other duties as assigned and/or required

Qualifications

MINIMUM QUALIFICATIONS:

Structural Plans Examiner:
High school diploma or GED; supplemented by five (5) or more years' experience as a Structural Plans Examiner or Structural Inspector, and three (3) years of construction experience in the Structural discipline or an equivalent combination of education, certification, training, and/or experience.

Must have a valid state of Florida driver license; State of Florida Building Code Administrators and Inspectors Board (BCAIB) certification as a structural plans examiner and a structural inspector; a general contractor's license; and Board of Rules and Appeals certification.

Electrical Plans Examiner:
High school diploma or GED; supplemented by two (2) years' experience as an electrical inspector; an equivalent combination of education, certification, training, and/or experience may be considered.

Must possess a valid State of Florida driver license, and must have completed the course of formal education in plan review under the Board of Rules and Appeals, and any other qualifications as outlined in the South Florida Building Code, Broward Edition.

To be eligible for an appointment as an Electrical Plans Examiner, such person shall be certified as required by the State of Florida and BORA.

Mechanical Plans Examiner:
High school diploma or GED; supplemented by two (2) years' experience as a mechanical inspector; an equivalent combination of education, certification, training, and/or experience may be considered.

Must have a valid state of Florida driver license. To be eligible for an appointment as a Mechanical Plans Examiner, such person shall be certified as required by the State of Florida, BCAIB as a Mechanical Plans Examiner and as a Mechanical Inspector and certified by BORA.

Plumbing Plans Examiner:
High school diploma or GED; supplemented by two (2) years' experience as a plumbing inspector; an equivalent combination of education, certification, training, and/or experience may be considered.

Must have a valid state of Florida driver license. To be eligible for an appointment as a Plumbing Plans Examiner, such person shall be certified as required by the State of Florida, BCAIB as a Plumbing Plans Examiner and as a Plumbing Inspector and certified by BORA.


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of national, state and local laws, codes, ordinances and regulations concerning Structural / Electrical / Mechanical / Plumbing installation and repair

Supplemental Information

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. Tasks may involve extended periods of time at a keyboard or work station and extended periods of time standing and/or walking.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature, and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors.
 
Eligibility List Criteria:

An eligibility list shall be valid for six months (may be extended up to two years at the City's discretion), or until the list is abolished, whichever comes first. The list is formed based on applicants who meet the minimum qualifications. Applicants on the eligibility list will be given consideration for each vacancy. Veterans' Preference shall be awarded, pursuant to Florida Statutes.
