Job Description...

This position provides oversight, leadership, accountability and project management functions for large strategic projects and programs with high visibility at the Agency Executive level. These projects and programs require a fully dedicated project manager due to the level of complexity, degree of intricate detail and accountability to executive leadership.  Strategic projects typically have a large diverse set of stakeholders, utilize vendor participation, and require coordination of multiple complex schedules and significant integration with other systems.  Strategic projects typically have durations of 2 years or longer with 50 or more team members, require communication at the Agency Executive level and have a significant risk. This position will ensure consistency with the State of Michigan project management methodology (SUITE), perform long-term release planning based on organizational direction, regularly interact with the project management teams for status of budget, quality and schedule, escalate issues and risks as needed to executives and exercise project quality control activities to ensure project scope expectations are met.

Thorough knowledge of Project Management principles, concepts and practices.

Possession of a bachelor's degree with not less than 21 semester (32 term) credits in computer science, data processing, computer information, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.

Six years of professional experience as a project manager for IT software or infrastructure projects and managing projects/programs 2 years or greater in duration with 50 or more team members, plus a minimum of 4500 demonstrated and documented hours of managing IT software development or infrastructure projects.
 
OR
 
Two years as an IT Project Manager 13 or one year as an IT Project Manager 14 in state service.

Six years of professional experience equivalent to an IT Programmer/Analyst, IT Project Coordinator or IT Infrastructure Analyst.

AND

IT Project and Program Management Experience:

Manage projects/programs 2 years or greater in duration with 50 or more team members, plus a minimum of 4500 demonstrated and documented hours of managing IT software development or infrastructure projects.

OR

Possession of a Project Management Professional, (PMP) certification may be substituted for the experience requirement.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.


Holidays

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Insurance and Other Benefits

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
