Description

The County of San Mateo Health System is seeking a well-qualified individual for the position of MAA/TCM and Accounts Payable Administrative Assistant I - Limited-Term.  The current limited-term vacancy is within the County of San Mateo's Health System Administration located in San Mateo, CA.

Medi-Cal Administrative Activities and Targeted Case Management (MAA/TCM) are two Federal reimbursement programs that the County of San Mateo participates in. This position will support the MAA/TCM programs. Responsibilities include review of time studies for adherence to program policies and federal/state guidelines and working with staff and supervisors for corrections as needed; preparing MAA claiming plans for submission to State regulators and tracking acceptance; ensuring documents are compliant with audit requirements; coordinating and conducting staff training on how to complete a time survey as needed; providing fiscal support by tracking invoices and payments; and other related activities as required.

This position will also assist with Accounts Payable for the Health Administration, Health IT, and Public Health Policy and Planning divisions using the County's financial system OFAS. Responsibilities include processing/tracking invoices, setting up purchase orders, and monitoring/tracking contract payments. In addition, this position will be working closely with division liaisons and will inform them of departmental/divisional policies and the accounts payable process.

The ideal candidate will possess:

  • An understanding of the MAA/TCM Federal reimbursement programs or similar federal/state programs 
  • Experience reviewing time surveys or other technical documents for accuracy
  • Demonstrated review and audit functions that require attention to detail
  • Experience monitoring federal and state legislation
  • Ability to process invoices and payment within the MAA/TCM reimbursement program
  • Experience in managing projects independently
  • Experience with accounts payable functions
  • Independent problem solving skills
  • Ability to manage a large and varied workload with changing and conflicting deadlines
  • Proficient in Excel and web-based data applications
  • Ability to establish and maintain effective working relations with those encountered on the job
  • Excellent verbal and written communication skills

This is a limited term, at-will position.  Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Qualifications

Knowledge of:
 

  • Working knowledge of sub-professional accounting, bookkeeping and fiscal procedures.
  • Modern office methods and equipment.

  • Learn quickly the laws governing the operations of the department.

  • Good judgment.
  • Get along well with others.
  • Plan, organize, and supervise the work of subordinates effectively.
  • Work well without close supervision.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Graduation from an accredited college or university, with a degree in Public Administration, Accounting, Political Science, Business Administration or related field OR four years of responsible administrative or supervisory clerical experience which has included bookkeeping or sub-professional accounting duties.
