Division of Motor Vehicles (DMV)
The Division of Motor Vehicles (DMV) provides services used by nearly every citizen of the State. Colorado citizens utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance.Description of Job
This is an open continuous job announcement for the Denver Metro Area.

The employees in these positions are in training to ensure compliance with Colorado Revised Statutes and Federal laws, Department policies, rules and procedures in the issuance of Colorado documents to qualified applicants; with the primary goal of ensuring the integrity of all documents issued to Colorado residents. These positions function as the primary point of contact to customers at the State of Colorado Driver's License facilities across the State of Colorado, and as such are considered high volume customer service related positions.The successful person in these positions will learn to:
- Qualify applicants for a driver's license and Colorado ID card by determining applicant's needs and eligibility
- Verify applicant's true identity by comparing biometric and demographic data with applicant's identifying documents and statements
- Review documentation submitted for proof of identification/lawful presence by the applicant
- Assess authenticity of documentation by comparing applicant's statements with available data, utilizing SAVE (Systematic Alien Verification Entitlements) SSOLV (Social Security Online Verification) and PDPB (Problem Driver Pointer) system/Commercial Driver License information system
- Assess the applicant's behavior and source documents and exercise first-line decision-making related to acceptability of source documents, proof of identity, suspected fraud, medical requirements, etc...
- Process computer-generated driver's license, identification documents and hearing requests. Verify eligibility for and process reinstatements
- Inquire and collect fees for organ donor program and complete voter registration applications
- Provide information to the public concerning statute, policy, and procedure including thorough explanation of identification requirements, requirements to obtain a class of license, and other information
- Collect and account for money received for all documents issued (This includes maintaining a cash drawer, counting cash, and balancing receipts)
- Administer written, oral, automated testing and grade examinations for all classes of commercial, standard and motorcycle licenses and permits
- Conduct drive testing for motorcycle and standard driver's licenses as required
- May be required to travel between multiple Driver License Offices

COLORADO RESIDENCY REQUIREMENT:

MINIMUM QUALIFICATIONS: One (1) year of work experience in a high volume customer service related field utilizing problem solving skills and conflict resolution techniques

NECESSARY SPECIAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT:- Colorado Fingerprint-based Criminal History Record Check Requirement: At the time of onsite interview, applicants to this position are required to submit fingerprints and authorize the hiring authority to complete a fingerprint-based criminal history record check through the Colorado and Federal Bureau of Investigation; pursuant to Colorado State Law 42-1-244 C.R.S. (2015). The department may use this information to make employment decisions concerning such employees.
- Applicants must be at least 21 years of age
- Applicants must possess and maintain a valid unrestricted State of Colorado driver's license at the time of application (out of State Driver's Licenses will NOT be accepted)
- Employees may be required to work non-traditional work hours, such as extended office hours in some locations; evenings and/or weekends to accommodate customers
Driver License Systems Certification (DLS Certification) and Basic Operator Skills Training (BOST) Requirement: Newly hired (or transferred) Driver License Clerk-Examiner Trainees are designated as "in training" for the first year in this position.
Driver License Clerk-Examiner Trainees receive Driver License Systems (DLS) training and regular DLS skills evaluations. Before completing one year in position Driver License Clerk-Examiner Trainees complete the DLS Certification assessment; a written and practical examination. Employees are required to achieve a combined average of 90% between the practical and written portions of the assessment to receive the minimum passing grade and earn DLS Certification.
Driver License Clerk-Examiner Trainees receive Basic Operator Skills Training (BOST) and regular BOST skills evaluations. Before completing one year in position Driver License Clerk-Examiner Trainees complete the BOST Certification assessment; a written and practical examination. Employees are required to achieve a score of 80% both the practical and the written portions of the BOST assessment and to successfully complete 6 shadow drives (drive tests monitored by a seasoned examiner) to achieve the minimum passing grade to earn BOST Certification.
Failure to achieve DLS and BOST Certification during the first year in position may result in removal from position and possible termination of employment.
DOR REQUIRED SKILLS & COMPETENCIES:
Competencies required for all DOR positions include excellent communications skills (both oral and written), interpersonal skills, the ability to follow written and oral instructions, the ability to multi-task, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers in an effective, efficient, and elegant manner.The following are conditions of employment with the Colorado Department of Revenue:
1. All employees must be current with their Income Tax filings and payments with the State of Colorado. This includes successfully passing a pre-employment evaluation of your tax records/accounts.2. Applicants must agree to provide reference information and sign a waiver of liability in order to be considered for DOR jobs.
3. All DOR positions require successful completion of a background investigation prior to appointment. Background checks may include criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the assignment. Movement within the department to a different position may be cause for requiring additional background checks. Refusal to participate in the background check process will disqualify a person from employment with DOR. In addition, false, incomplete or inaccurate information, including failure to disclose a material fact during this process, may be grounds for disqualification from employment and/or your name being removed from the eligible list.
4. Department of Revenue employees are prohibited from "...exercising any regulatory control over any organization at which the employee was formerly employed or associated for a period of three years from the employee's last employment with such organization..." Prior employment, as it may be covered by this policy, will be considered in the hiring process.
5. Effective January 1, 2005, newly hired employees should be aware that employment with a state government employer offering public pension plans may cause a potential reduction of future Social Security benefits. The Department of Revenue is such an employer.
6. Employees in positions designated as overtime eligible under FLSA provisions (non-exempt), must be willing to accept compensatory time off in lieu of cash compensation for overtime work performed.
