Overall Job Objective

To perform a variety of street maintenance and repair tasks in the areas of maintenance, construction and equipment operation for Boulder transportation corridors. The skill level required depends on whether the position is at the I, II, III, or IV level as explained below.

Maintenance Operator I: Performs entry level to semi-skilled tasks.
Maintenance Operator II: Performs semi-skilled to skilled tasks.
Maintenance Operator III and IV: Provides staff direction, daily coordination of activities, and performs skilled to semi-skilled tasks.
 

Duties & Responsibilities

The following explains the expectations with additional information for levels II, III or IV

1. Supports maintenance and repairs of the city transportation system for streets:

    • Patching and pothole repair; overlaying, chip and seal preparation; snow removal and applying de-icing materials; trash and tree limb removal; sweeping, hauling and other associated tasks; right-of-way structure repair; prepares, screens, and/or disposes of materials; alley grading and maintenance. Removal of deceased animals in right of way.
    • Mechanical street sweeper operation: Operates and maintains mechanical street sweeper units. Changes sweeper brooms and hauls sweeper debris to designated location. Sweeps on-street bike lanes and streets on a regular basis, sometimes early mornings to minimize traffic impacts.
    • Uses tools and equipment in the performance of maintenance tasks and may perform minor and preventative maintenance on equipment and vehicles.
For levels III, IV. Also, provides field support and oversight to these tasks.
For level IV. Also, acts as a lead worker and provides oversight, including task assignment and work instruction, for multiple work teams in the field. Serves as the main point of contact for and interacts directly with the public at work sites, including may interact with members of the public in the field to provide information and customer service. Provides input into responses to inquiries from the public and/or internal departments/requestors. Provides oversight to contractors. Directs seasonal or temporary employees including task and work assignment and providing basic field training, input, feedback, and direction. Coordinates and works with staff in other work groups and divisions and departments in designing renovations and new areas. Acts as crew lead, directing work of others, providing feedback and direction, and performing tasks including:
    • Day to day supervision and scheduling of the maintenance crew.
    • GIS/database updating.
    • Additional activities to improve habitat quality and/or overall site appearance including proper disposal of cut plant materials, trash and debris cleanup, sweeping, etc.
    • Uses tools and equipment in the performance of maintenance tasks including power tools and equipment such as tractors, front-end loaders, backhoes, etc.
    • Assigns Cartegraph work orders to staff and ensures completion.

2. Willingness/ability to respond to 25% after-hours work during irregular hours, weekends, evenings, holidays, and emergencies. Must respond to snow shifts when called from mid-September through mid-April.
For levels II, III, IV. Also, may be required to perform rotating standby duties.
For level IV. Also, works irregular hours, weekends, evenings, holidays, and/or emergencies as required to consistently responding to Public Works emergencies.

3. May work in confined spaces that require ventilation to protect against potential noxious gases and fumes.

4. Actively promotes a safety culture by observing and following all city and department safety procedures, regulations and policies and assists in ensuring others do so in order to promote a safe work environment and prevent injuries and illnesses.

5. Success measures include:
    • Enforces and adheres by organizational policies, rules and safety regulations related to persons using city vehicles, equipment, and public works facilities.
    • Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts.
    • Identifies addresses or elevates any health and safety risks within the public works facilities.
    • Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE).
    • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Does not operate a vehicle or equipment in an unsafe manner, including avoiding the use of a cell phone.
    • Reports all injuries, accidents and damage to City property to their immediate supervisor on the same day that they occur.
    • Adheres to all MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE.
For levels III, IV. Also, trains and supervises temporary staff in safe operation of equipment/vehicles.

6. Facilitates good communication with co-workers and supervisors. This includes:
    • Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
    • Communicates important information from supervisors and other City officials to co-workers and employees.

7. Reads quarter section book and as built plans. Works with Project Managers on project specifications.

8. Maintains accurate records of work performed and materials and equipment used. May use a computer to log information.

9. Remains generally alert to conditions and events occurring on public right of ways indicating anticipated or needed repairs, and report such conditions to supervisors.

10. May interact with members of the public in the field to provide information and customer service. Provides input into responses to inquiries from the public and/or internal
departments/requestors.

11. Participates as a member of a team.
    • Demonstrates a strong work ethic.
    • Treats co-workers and supervisors with respect and courtesy.
    • Contributes and gives input to the team.
    • Recognizes the needs of team members, and maintains a fair share of team's workload.
    • Works effectively on a team and promotes team work when directing seasonal or temporary workers.

12. May assist in maintaining the Utilities infrastructure system.

13. For Level III: Troubleshoots issues of low to medium complexity, judging and responding appropriately to the potential for public health and safety concerns. For Level IV: Also troubleshoots issues of high complexity.

14. For Level IV: Provides oversight to contractors. Directs seasonal or temporary employees including task and work assignment and providing basic field training, input, feedback, and direction. Coordinates and works with staff in other work groups and divisions and departments in designing renovations and new areas.

Qualifications

REQUIRED MINIMUM QUALIFICATIONS:
Education: High school diploma or equivalent. 
Experience/Licenses and Certifications
Level I. At least one year of experience in outdoor maintenance or construction in streets or landscape, or equivalent combination of education, training and experience. Within six months of hire, obtain a valid Colorado Commercial Driver's License (CDL) with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Completion of the following certifications and trainings within nine months of the hire date:

  • Flagger certification-ATSSA (American Traffic Safety Services Association) or equivalent certification as a traffic flagger; First Aid/CPR/AED certification (through Red Cross or equivalent accredited institution); Heavy equipment operator: front-end loader; Keep it Clean Partnership (Storm water protection); Learn to run a variety of streets/landscape equipment; City of Boulder vision, values and policies; Basic GIS/GPS knowledge; Hot mix asphalt work experience
Level II. Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the level I. At least two years of experience in streets or landscape maintenance, or equivalent combination of education, training and experience, which includes
  • GIS/GPS or other database knowledge; Computer proficiency including E-mail/calendar/MS Word and iPad or other mobile devices; Experience with front-end and skid-steer loader; Plan review for Capital Improvement Projects; Best management practices (streets); Fork lift operation; Completion of this RMAEC seminar (or equivalent): Asphalt Pavement Maintenance and Repair.
Within nine months of hire, obtain a valid Colorado Commercial Driver's License with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Completion of the following certification and trainings within nine months of hire (or at time of promotion for current employees from a Maintenance Operator I):
  • Heavy equipment operator: backhoe and skidsteer; ATSSA or equivalent certification as a Traffic Control Technician (TCT); First Aid/CPR/AED certification (through Red Cross or equivalent accredited institution; Air compressor; Mechanical street sweeper operation; Compactor operation
Level III. Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Operator II.  At least four years of experience demonstrating a strong knowledge of street or landscape maintenance operations and thorough knowledge of pothole and street paving operations, or an equivalent combination of education, training and experience, which includes:
  • Mechanical street sweeper operation; Experience with snow operations including floater truck, snow dispatch and ability to do snow standby rotation; Ability to provide supervision and oversight to contractors; GIS/GPS or other database knowledge; GIS/GPS data entry (will be tested); Proficiency with asphalt mill; Ability to operate a grader under supervision; Completion of the following RMAEC short courses (or equivalent): Roadway safety, Maintenance 101, Crack sealing and pothole patching, and Trucking/ material transfer.
Valid Colorado commercial driver's license (CDL) with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Completion of the following certification and trainings within nine months of hire (or at time of promotion for current employees from a Maintenance Operator II):
  • Trenching / shoring certification; Colorado LTAP Roads Scholar I (focus on Street Maintenance); Confined space entry certification for work related task; Loader mounted snow blower operation; Ability to read plans, provide work direction and ensure work performed meets specifications; Valid Colorado CDL with these endorsements: A- combination; N (Tanker); and without L (airbrake restrictions).
Level IV.
Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Operator III.  At least six years of progressively responsible related experience in streets or landscape maintenance with extensive field experience and a strong working knowledge of streets maintenance operations, or an equivalent combination of education and experience, which includes:
  • Confined space entry certification; At least two years of GIS/GPS knowledge (responsible for completing work orders); At least two years snow removal experience and participation in Snow Standby Rotation; Ability to Set Grade with a transit to ensure proper drainage; Experience leading crews in the field without direct supervisory responsibility, including the ability to plan work activities and direct work of others and to correct any safety issues;
  • Completion of the following RMAEC short courses (or equivalent): Pre-paving planning and project partnering, Asphalt binder selection/superpave mixes, Pavement preservation, Porous pavements, Best practices for roller operations, Best practices for achieving smoothness, Cold weather paving, troubleshooting Field and pavement problems, commercial & residential paving, and warm mix asphalt.
Valid Colorado commercial driver's license (CDL) with these endorsements: A-Combination; N-Tanker and without L (airbrake restrictions).
Completion of the following certification and trainings within nine months of hire (or at time of promotion for current employees):
  • LTAP Roads Scholar II certification (focus on street maintenance) or equivalent training and/or education; Knowledgeable of City of Boulder streets maintenance best management practices
 
All levels:
Valid driver's license.  Have and maintain an acceptable motor vehicle record and criminal history. 
Basic knowledge of computers including use of personal computers and/or Smart Phones and E-mail functions.
Level IV. Also, computer proficiency including use of Laptop-Toughbook, Smart Phone, Mapping Software, MS Word, MS Outlook, E-mail and Calendar functions.  Ability to run CRM reports and provide responses.   
 
Ability to safely operate a variety of hand, power, and long?handled tools and equipment to perform installation, maintenance, and repair tasks, including but not limited to: compactors, air compressors, and to operate equipment while working in and around moving traffic.  Ability to perform a wide range of physical and manual tasks in an outdoor environment in all types of weather.  Ability to use all required safety equipment.  Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling.  Upper body strength to lift and carry equipment and supplies as needed. 
 
Ability to deal courteously and effectively with the public in difficult situations.  Ability and willingness to effectively work on a team and promote teamwork.  Ability and willingness to respond to 25% of after-hours work during irregular hours, weekends, evenings, holidays, and emergencies. Must respond to snow shifts when called mid-September through mid-April.  Levels III, IV. Also, have the ability and willingness to be reliable and effective with limited supervision. Ability and willingness to consistently respond to after-hours emergency calls, including snow standby rotation, floater truck, and dispatch operation.  
 
DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Level I. Flagger certification. Experience with front-end loader.  Training on the City of Boulder Keep it Clean Partnership (Storm water protection).  Basic GIS/GPS knowledge. Experience with snow operations.  Hot mix asphalt work experience. Experience in heavy construction.  Ability to read blue prints and other construction drawings.  Knowledge of City of Boulder design criteria and standard specifications.  CDL with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions). OSHA training. First Aid/CPR/AED certification.
 
The following are additional desired qualifications per level.
Level II. Traffic Control Technician certification. Road Scholar I certification or higher. Cartegraph proficiency. Air compressor, compactor, and mechanical street sweeper operation. Training on the City of Boulder Keep it Clean Partnership (Storm water protection).
Level III. Experience leading and coordinating team work. Trenching / shoring certification.  Colorado LTAP Roads Scholar I. Confined space entry certification.  Loader mounted snow blower operation.  Ability to read plans, provide work direction and ensure work performed meets specifications.  CDL with these endorsements: A- combination; N (Tanker); and without L (airbrake restrictions).
Level IV. Experience leading and coordinating team work, or prior supervisory experience, including reading plans, providing work direction and ensuring work performed meets specifications.  LTAP Roads Scholar II certification (focus on street maintenance).

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.  Sufficient vision or other powers of observation that permits the employee to operate equipment, and review evaluate and prepare a variety of written documents and materials.  Sufficient manual dexterity that permits the employee to operate equipment.  Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces and to operate equipment while working in and around moving traffic.  Upper body strength to lift and carry equipment and supplies as needed.  Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works outdoors in a variety of weather conditions in and around moving traffic, and in confined spaces.  Works in a setting subject to continuous interruptions and background noises.
Machines and equipment used include, but are not limited to the following: Hand and power tools, long-handled tools, jackhammer, chainsaw, tamper, grinder, compressor, safety devices, utility truck, single and tandem-axle dump trucks, backhoe, loader, two-way radio, gas detection equipment, pipe/leak locators, correlators and computers (hand-held, lap-top, and stationary), telephones, calculators, and copy/fax machines.
