POSITION INFORMATION

THIS IS NOT A CIVIL SERVICE EXAMINATION

The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $52+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County employees and their beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, outside districts, and County employees.

The Los Angeles County Employees Retirement Association (LACERA) Internship Program is a continuous, as needed, opportunity for both highly motivated and aspiring undergraduate, graduate and doctorate Interns. This is an exciting opportunity for students to gain paid experience and on-the-job training at a government entity. LACERA is an independent governmental entity, separate and distinct from Los Angeles County.

As one of the largest county retirement systems in America, LACERA offers potential Interns the opportunity to work in a variety of fields through each LACERA Division. Examples of each Division and the type of work done will be described in detail.
 
LACERA's Internship Program will give candidates the opportunity to develop in areas such as skills, personal development and life experiences guided by an assigned LACERA Mentor.


 

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

OVERVIEW BY DIVISION

Interns may be assigned a variety of assignments or projects as designated by Management. There are a variety of Divisions that a candidate may express their interest in. Below are descriptions of each Division:
 
Administrative Services
The Administrative Services Division is responsible in serving LACERA through various functions. This Division handles items such as Risk Management & Safety/Health Programs, Procurement and Supply, Facilities Management, Document Processing, and Budget Development and Monitoring.
 
Benefits
Benefits is responsible for processing benefit transactions on behalf of LACERA's members governed by the County Employees Retirement Law of 1937 (CERL), Bylaws of LACERA's Board of Retirement, and Administrative Rules and Policies. These transactions include, but are not limited to: enrollment into LACERA's retirement plan, maintaining member data that directly impacts the member's retirement benefit formula, processing purchases of service credit and transfers between retirement plans, and calculating and administering retirement, disability, and survivor pension benefits.
 
Communications
The Communications Division is responsible for communicating LACERA issues and information effectively, clearly, and creatively to all LACERA members. The Division is also in charge of creating and producing newsletters, forms, letters, brochures, posters, logos and videos.
 
Disability Litigation
The Disability Litigation Division is a legal unit in LACERA that is separate from and independent of the Legal Services Office.  Disability Litigation provides LACERA with legal representation at administrative hearings dealing with contested claims for disability retirement and service-connected survivor allowances. 
 
Disability Retirement Services
Disability Retirement Services is responsible for investigating and evaluating disability retirement applications from active, retired, and deferred members of LACERA.
 
Executive
The Executive Office is comprised of The Chief Executive Officer, Assistant Executive Officers, and Executive Secretaries. The Executive Office performs functions for LACERA's Board of Retirement and/or Investments.

The Board of Retirement is responsible for the administration of the retirement system, the retiree healthcare program, and the review and processing of disability retirement applications.

The Board of Investments is responsible for establishing LACERA's investment policy and objectives, as well as exercising authority and control over the investment management of the retirement fund.
 
Financial and Accounting Services (FASD)
FASD is responsible for managing LACERA's financial operations in accordance with established fiscal policies. FASD is divided into two operational areas: the Investment Accounting and General Accounting Sections.

The Investment Accounting Section is responsible for recording, monitoring, and reconciling financial transactions related to LACERA's investment portfolio. 

The General Accounting Section is responsible for recording, monitoring, and reconciling financial transactions related to the collection of retirement contributions, payment of retiree benefits, and payment of administrative and non-administrative expenses.
 
Human Resources
Human Resources is responsible for a variety of administrative and professional duties related to planning, organizing, researching and coordinating various Human Resources functions, including but not limited to, recruitment and selection, classification and compensation, performance management, employee discipline, labor relations, employee benefits, and workers compensation.
 
Internal Audit
The Internal Audit Division supports LACERA's Mission through independent, objective assurance and consulting activities. Internal Audit's assurance services include various audits, transactional tests, reviews, control self-assessments and co-sourced, as well as outsourced, audit engagements. The consulting activities include various projects initiated by Executive and Division Management for the improvement of LACERA's operations.
 
Investments
The Investments staff's primary responsibility is developing and recommending prudent investment policies for Board of Investments approval to help the fund achieve its minimum return objective. The investment staff is also responsible for implementing and monitoring Board-approved programs and policies.
 
Legal
The Legal Division is responsible for providing legal advice and representation to LACERA and its Boards of Retirement and Investments.
 
Member Services
Member Services is responsible for providing front-line interface with LACERA members that includes explanations of all plans, plan options, purchases, purchase options, and retirement related issues.  The Division is organized into three (3) functional sections: the Contact Center, which consists of the Call Center, Correspondence and Data Input Unit, the Outreach Section, and the Member Service Quality Control Section.
 
Retiree Healthcare
Retiree Health Care is responsible for administering the Health Care Benefits Program for retired association members and their eligible beneficiaries, and to provide a health care program of the highest quality at an affordable cost.

Systems
Systems is responsible for delivering reliable and secure solutions to support LACERA's technology needs. Systems is vital in the development and maintenance of mission-critical computer applications.
 
Quality Assurance & Metrics
The Quality Assurance and Metrics conduct quality assurance audits of the LACERA business processes, develop metrics for measuring the quality of service and productivity of staff engaged in providing direct services to LACERA members and their beneficiaries. The information gathered in the audits and performance measurement activities is used to develop training programs for new and existing staff. Incumbents of these positions are charged with the responsibility for developing the training programs and for training staff. 

REQUIREMENTS

SELECTION REQUIREMENTS:

  1. A completed online application must be submitted on LACERA's NeoGov site, along with completion of the supplemental questionnaire.
  2. A cover letter, resume, and copy of latest school transcripts must be attached to application.
  3. The Internship Program is open only to currently enrolled students either pursuing an Associates, Undergraduate, Graduate, or Doctorate degree. A student may either be attending school on a full-time or part-time status.
  4. No less than an overall C (2.0) grade point average (GPA).
  5. Must pass a security clearance background and credit check.
  6. To prevent related party conflicts of interest, LACERA may not contract with a person who is related to: a Board Member, the Chief Executive Officer, anyone reporting directly to the Chief Executive Officer, or anyone serving as a Division Head.
    • Related parties of other LACERA staff members may be considered for contract with LACERA provided the candidate possess all the selection criteria. Such a related party may not be contracted to a position which would: (1) Create either a direct or indirect supervisor/subordinate relationship with a related party; or (2) Create either an actual conflict of interest or the appearance of a conflict of interest.

SCHEDULE:
  1. Interns will be given the opportunity to work flexible hours. The working times must be within the days of Monday through Friday from the hours of 8:00 am to 5:00 pm.
  2. Interns working five (5) hours per day must take a minimum thirty (30) minute/ maximum sixty (60) minute, non-paid lunch break. Interns working eight (8) hours per day will be given two 15 minute breaks and must take a non-paid lunch break.
  3. Management has the discretion to dictate the number of hours that the Intern will complete each week.
  4. Interns will not be allowed to work more than forty (40) hours per week.

COMPENSATION:

Interns will be given compensation based on their grade level at the time of assignment. Undergraduates will be assigned $13.49 per hour. Graduate students and above will be assigned $18.93 per hour.  

As this is not a permanent LACERA position covered under Civil Service Rules, Interns will not be employees of LACERA and will not be eligible for any LACERA employee benefits.
