North Carolina 911 Board is required to develop a method for funding eligible 911 centers no later than December 31 of each calendar year. These funds are non-appropriated funds and are the primary funds used to operate 911 centers. The funding method, as required by statute, must consider the annual service population, PSAP reports and budgets, disbursement histories, historical costs, PSAP operations, 911 technologies used by the PSAP, compliance with established standards, development tier designation of the county and any funding agreements that may be in existence between Primary PSAPs and secondary PSAPs. The statutory requirement to develop and refine a funding model through the annual collection of data of these non-appropriated funds is crucial to the on-going public safety of the residents and visitors to North Carolina. The accurate collection of this data is an on-going, annual requirement that will be performed by the 911 Financial Review Specialist. Having accurate data available for the 911 Budget Analyst will ensure proper funding for local government 911 operations and accurate determination for the lowest actual 911 fee that all telecommunication customers in North Carolina are charged on their monthly telephone bill for 911 service.

The 911 Financial Review Specialist will collect, analyze, evaluate, and examine budgets and expenditures of Public Safety Answering Points (PSAPs) that receive 911 funds from the North Carolina 911 Board for compliance with applicable state statutes, legislative intent, integrity, credibility, accuracy, and accountability.  Incumbent should have training or understanding of invoice review for telecommunications or network billing. This position provides expert and/or technical counsel to staff, management, local, regional, and state representatives, as needed regarding procedures and statutory requirements.  Duties include reviewing financial reports from PSAPs, communicating directly with local government finance directors and PSAP managers, preparing financial reports, monitoring fiscal actions, maintaining accurate records, analyzing data and reporting to senior staff and 911 Board members.  This position proposes procedural adjustments, reviews and recommends rules, policies, programs, statistics, plans, and reports to ensure they are in compliance with applicable state statutes, sound regulatory practices and procedures, and other such rules and regulations.

High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience. DIT has a Career Banded compensation plan which encourages and rewards competency development. Recruitment for the position will target the Advanced level of the Accounting Technician Band. If no candidates are identified at the Advanced competency level, management may consider candidates at the Journey competency level. Salary range for this position is $34,781 – $54,002 and will be commensurate with the applicant's competencies, as well as budget, equity and market considerations. For purposes of State Promotional Priority, this vacancy posting will be treated as a salary grade Journey 63 – Advanced 67. Degrees must be from appropriately accredited institutions.
