This Lean Six Sigma Utility is looking for an individual that can assist in leading this growing division. Position includes skilled and manual labor duties that require supervisory abilities in directing the maintenance, installation, inspections and repairs of Storm Water infrastructure.  Inspects work for progress and conformance to established standards, MS4 regulations and safety practices. Manages outside contractors to ensure conformance to contracts. Supervises, develops, motivates crew members and assists in developing performance evaluations. Obtains materials, supplies and equipment used for work by crews. Reports unusual problems to the supervisor and suggests possible solutions.  Applies improved work procedures to assure safe and efficiency of operations.  Prepares reports, as-builts and documents as needed. This is an essential position; incumbent will be required to work extended hours during and after hurricanes or other disasters.  Works proactively and provides excellent customer service to internal and external customers. A strong understanding of ethical behavior is required. Needs to have an intellectual curiosity and a desire to find answers.  Performs other duties as required.

Typical Qualifications

High school diploma or equivalent required, college courses a plus.   Five (5) years' experience in stormwater systems and strongly prefer two (2) years of supervision. Must possess a current Storm Water "A" certification and Class "B" CDL with tanker and air brake endorsements at the time of application.; Lean Six Sigma Yellow Belt will be required within 12 months of hire. Experience in operating maintenance and construction machinery and equipment required as well as the ability to interact effectively with the public and other employees.  Knowledge of Storm Water Regulations, NPDES permit issues and responsibilities to ensure compliance.  Ability to operate sewer cleaning equipment during cleaning and inspection of drainage systems.  Must have knowledge of software programs such as Microsoft Office and the ability to use personal computers with GIS Mapping Systems. Testing will be conducted on GIS reading as a part of the interview process. Ability to perform underground repairs and replacement of aging drainage systems.  Candidates must possess effective communication skills with the ability to speak, write and understand English.  Must be able to work outdoors with exposure to adverse weather conditions, fumes, dust and machinery hazards.  Ability to perform moderate moving up to 50 lbs. on a regular basis and occasionally perform heavy moving up to 75 lbs.  Labor intensive position with the ability to walk, bend, stoop, push, pull, climb ladders, and work in confined spaces.  Specific abilities include hearing, talking and seeing.  Some job duties require personal protective equipment therefore; applicant must be able to pass a pulmonary function medical test.  Selection process will include an interview and evaluation of software and map reading skills.  A comparable amount of training and/or experience may be substituted for the minimum qualifications.

Position is open until filled.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department employees receive annual merit increases of up to 4%.

Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.

Paid leave includes: Vacation – accrue ten (10) days annually; Sick Leave – accrue twelve (12) days annually; Holidays – twelve (12) days off; Personal Days – two personal days after six months of service.

Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 7% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last five base salary years times 2% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable.  Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.

Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, and an employee assistance program.

Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
