GENERAL PURPOSE

This is a Continuous Recruitment, which may close without prior notice.  Applications will be reviewed on the first of each month.

The classification of Reserve Police Officer is a part-time volunteer position, however some compensation may be received for special assignments in accordance with Exhibit E at Step 1.

Under general supervision, the Reserve Police Officer volunteers their time by supplementing the fulltime Police Officers in a variety of duties throughout the police department. They patrol an assigned area in the prevention of crime and enforcement of law and order; carries out special assignments related to departmental operations or law enforcement in general; prepares various police reports and discusses problems, complaints, and violations with citizens; enforces state vehicle and traffic laws; makes presentations related to public safety; performs other duties as assigned.

A Reserve Officer must work a minimum of 40 hours per month during the field training program. Once they have completed the field training program, they work a minimum of 16 hours on patrol and must attend a 4 hour training meeting each month. Level I Reserve Officers may be certified to work alone or with another Reserve Officer after he/she successfully passes the department's field training program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. Other duties and responsibilities may be added, deleted or changed at any time at the discretion of management, either orally or in writing.
 

  1. Patrols, either by vehicle or by foot, an assigned area during an assigned shift and looks for indicators of possible criminal activity or threats to life and property.
  2. Answers calls for police services; enforces City, county, and state laws; makes field contacts and completes forms.
  3. May conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, vehicle accidents, suspected homicides, and other criminal incidents; makes arrests as necessary.
  4. Serves warrants and subpoenas; interviews victims, complainants, and witnesses; interrogates suspects; gathers and preserves evidence; receives, searches, and books prisoners; fingerprints and transports prisoners.
  5. Testifies and presents evidence in court; contacts and cooperates with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders.
  6. Writes reports and field notes.
  7. Participates in staff development; attends briefings and training sessions.
  8. Performs routine maintenance on firearms, and other equipment.
  9. Makes traffic stops and issues warnings, citations, or makes arrests as necessary; checks vehicles and observes vehicle occupants; investigates vehicle accident scenes.
  10. Provides emergency medical care as necessary; administers first aid and responds to calls for medical assistance; directs traffic; and arranges for clearing of roadway.
  11. Interviews drivers and witnesses and prepares reports.
  12. Directs traffic at fires, special events, and other emergency or congested situations.
  13. Assists the public and answers questions; establishes and maintains good relationships with the general public.

QUALIFICATION GUIDELINES

Knowledge of:

Federal, state, and municipal ordinances; principles and practices of modern law enforcement, including crime prevention, identification and investigation techniques.  Use of police records and identification methods and their applications; laws and constitutional guarantees governing the custody of persons, search, seizure and evidence. Laws and procedures relating to juvenile welfare, traffic control and safety; laws and policies concerning police authority. Proper care and maintenance of property and equipment

Ability to:

Understand and interpret laws, ordinances, departmental policies and regulations. Analyze situations and adopt a quick, effective and responsible course of action. Explain a variety of parking and traffic regulations when required.  Cope with stressful situations firmly, courteously, tactfully and with respect for the rights of others. Effectively use and care for firearms; remember names, faces, facts and details of incidents. Write reports clearly and accurately; drive an automobile skillfully.  Speak well and present ideas clearly and effectively; follow oral and written instructions; work effectively with other employees; meet the general public with courtesy and tact.

Education:

High School Graduate or GED equivalent; completion of college level courses in Police Science is desirable.

Licenses/Certificates/and Special Requirements:

Certification: Graduation from a POST accredited Police Academy within the last 3 years; Vision:  No more than 20/70 uncorrected and 20/20 corrected and normal color vision. Specific vision abilities required by this job include close vision, peripheral vision, color vision, and the ability to adjust focus; Age: Must be 21 years of age or older at time of completion of academy; Citizenship:  Must be a citizen of the United States OR permanent resident alien who is eligible for and has already applied for citizenship;

Driver's License:  Possession of a valid California driver's license, an acceptable driving record and evidence of insurability.

RECRUITMENT PROCESS:

Step 1: Online Application:
In order to be considered for a law enforcement position with the Upland Police Department, applicants must submit an online application in response to a current job opportunity listed on the City's website.

Step 2: Oral Interview: Qualified applicants will be required to complete oral interviews as part of the recruitment process.

Step 3: Background Investigation and Administrative Interviews:  Qualified applicants will undergo a complete, comprehensive, POST approved Background Investigation including a Polygraph Examination. Upon completion of the background investigation, applicants may be invited to an Administrative Interview.

Step 4: Conditional Job Offer: Following the successful completion of all prior steps, candidates may be made a conditional job offer. Job offers are conditional upon the successful completion of a  psychological and medical examination.

Step 5: Psychological and Medical Examinations: Qualified applicants shall undergo a psychological assessment by a qualified professional to determine their suitability for the position.   In addition, applicants will complete a full medical examination, including drug screening.

Physical Demands:

While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is expected to climb or scale walls, ladders, or steps, carry police safety gear; stoop, bend, kneel, crouch, squat or crawl, as well as walk, sit, and run. Sensory demands include talking, hearing, and using smell. These positions must be able to pull and carry persons in emergency situations, administer first aid, and may perform CPR, and push or pull gurneys to and from emergency vehicles. Employees are expected to grasp and carry power and hand tools, and lift, carry, and move persons, equipment, and push, pull or drag objects weighing up to 100 pounds or more.

Mental Demands:

While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; and interact with City staff, other organizations, police safety personnel, school representatives, residents and business representatives, and the public.
