THE POSITION

Police Officer Trainees are responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local municipal codes, violations and traffic regulations; to perform investigative work; to participate in and provide support and assistance to special crime prevention and enforcement programs; and to perform a variety of technical and administrative tasks in support of the department.

This is the entry-level class in the sworn Police Officer series. The classification is designed for candidates currently attending a California POST-certified Regular Basic Course academy or for those who will have successfully completed a California POST-certified Regular Basic Course academy (Intensive, Extended, or Modular formats) by time of appointment. This classification is distinguished from the Police Officer by the performance of the more routine tasks and duties assigned to positions within the series since this class is typically used as work experience.
 

Application Process
 
All applicants must submit POST-certified entrance examination test results with their application. Written verification must be on agency or academy letterhead where the test was administered and must list the test date, type of test administered, and the results. The results must show a minimum t-score of 45.0 dated within 12 months from application. Failure to include the POST-certified entrance examination test results with the application will result in disqualification.

All applicants who meet minimum qualifications and possess a t-score of 45.0 or higher will be placed directly on an eligibility list and may be contacted by the Modesto Police Department for a selection interview.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Patrol a designated area of the City to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; assist stranded motorists.

Answer calls and complaints involving automobile accidents, robberies, and related misdemeanors and felonies; render first aid as required. 

Respond to general public service calls including animal complaints, domestic disturbances, civil complaints, property control, and related incidents. 

Collect, process, photograph and present evidence using scientific techniques including fingerprints, fibers, blood, and related physical evidence. 

Check buildings for physical security. 

Serve as Field Training Officer as assigned; train new officers on departmental policies, procedures and activities. 

Enforce traffic laws and ordinances; check speed with radar; issue warnings and citations. 

Direct traffic at fire, special events, and other emergency or congested situations. 

Conduct investigations of serious injury and fatality.

Conduct traffic accident analyses and general traffic surveys. 

Conduct a variety of criminal investigations involving crimes against persons and property, auto theft, white-collar crime, and narcotics; gather evidence and prepare cases for prosecution. 

Identify suspects; conduct interviews and interrogations; apprehend and arrest offenders. 

Teach bicycle safety in accordance with State agencies. 

Contact and interview victims and witnesses; preserve and investigate crime scenes. 

Conduct covert, undercover investigations as assigned.

Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses. 

Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public; take an active role in areas of public education relative to crime and crime prevention.

Assist in the performance of special investigative and crime prevention duties as required. 

Prepare reports on arrests made, activities performed and unusual incidents observed. 

Make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects; administer polygraph tests; gather and preserve evidence; testify and present evidence in court. 

Serve warrants within the department and with outside agencies; remain current on laws and procedures required for processing warrants.

Act as Watch Commander; review and approve the reports of other Police Officers. 

Perform a wide variety of laboratory tests and procedures including those related to narcotics testing; act as Department photographer; testify in court as an expert witness. 

Serve as Department Training Manager; review and assess training needs and available programs; oversee and coordinate the attendance of Departmental staff at training programs and seminars; research policies and procedures related to training activities. 

Serve as Crime Prevention Officer; oversee and coordinate crime prevention activities; make presentations to local citizens and community groups.

Serve as Intelligence Officer or Gang Officer; gather crime related intelligence information and conduct background investigations; coordinate information and activities with outside agencies and jurisdictions.

Investigate juvenile related crimes including child abuse and juvenile narcotics; coordinate youth services with outside agencies and organizations including local school districts; conduct community presentations and instruct assigned classes.

Participate in recruiting sworn staff; conduct background investigations; interview potential job candidates and references; administer voice stress analysis tests. 

Give oral presentations at schools, clubs and other community organizations. 

Act as Department court liaison. 

Marginal Functions:

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Ability to:

Learn proper Police procedures and methods. 

Analyze situations quickly and objectively, and determine and take emergency and/or appropriate action. 

Understand and carry out oral and written instructions.

Communicate effectively, both orally and in writing. 

Learn the operation of standard equipment and facilities required in the performance of assigned tasks including a computer.

Type at a reasonable speed necessary for successful job performance (25 wpm).

Learn standard broadcasting procedures of a police radio system including mobile dispatch terminals. 

Meet the physical requirements established by the Department. 

Prepare accurate and grammatically correct written reports. 

Use and care for firearms. 

Use maps and learn City geography. 

Handle multiple assignments. 

Perform occasional medium-heavy lifting up to 75 lbs.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Equivalent to the completion of the twelfth grade.


Graduates of a California POST-certified Regular Basic Course: a minimum of 30 units of college coursework from an accredited college or university is desirable. 


Candidates currently enrolled in a California POST-certified Regular Basic Course: a minimum of 15 units of college coursework from an accredited college or university is desirable.


License or Certificate

Possession of an appropriate, valid driver's license at time of application; valid California driver's license by time of appointment.

Police Officer Trainees must be currently attending or completed a California POST certified Regular Basic Course (Intensive, Extended or Modular formats). Proof of completion of a California POST certified Regular Basic Course is required by time of appointment. Certificate must be dated within three years unless candidate has qualifying service, as defined in the POST Administrative Manual, Regulation 1008(b), within the past three years.

Additional Requirements

Minimum of 21 years of age at time of application.

Must meet physical requirements of the job established by the department.

Physical condition is, after examination by a licensed physician and surgeon, free from any physical, emotional, or mental condition that might adversely affect his/her exercise of powers as a Police Officer.

Must be a citizen of the United States or a permanent resident who is eligible for and has applied for citizenship.

PHYSICAL AND MENTAL REQUIREMENTS

Mobility: pulling and pushing objects, sitting, standing, walking, kneeling, bending, twisting, turning, stooping, squatting, and climbing. Lifting: Ability to perform tasks requiring strength and stamina, such as medium heavy lifting and moving equipment and objects weighing 75 pounds and continuously wearing a duty belt weight and other police equipment. Vision: constant use of overall vision; frequent reading of work papers, reports and special projects; color and depth vision; ability to identify suspects and interpret and apply the law to field situations; observation skills while conducting surveillance. Dexterity: perform simple and power grasping, pushing, pulling and fine manipulation to use a computer and operate a motor vehicle. Hearing/Talking: verbal communication including projecting a voice that can be heard in a noisy environment, hearing and distinguishing various sounds; explain the law to the public. Emotional/Psychological: frequent concentration and decision making, frequent public and coworker contact, ability to maintain high level cognitive, observation and memory skills. Environmental: Must be willing to work in office and field environment, including life threatening emergencies.

WORKING CONDITIONS

Work is performed in both an office and field environment and requires travel from site to site. Overtime and shift work is required.

PUBLIC EMPLOYEES' RETIREMENT SYSTEM: CalPERS enrollment in either the 3% @ 55 or the 2.7% @ 57 formula is dependent on eligibility, as per AB 340.  Employee pays the full member contribution plus an additional 3% Cost-Share.  Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86). 

HOLIDAYS: 10 paid holidays per year plus 8 hours of holiday credit.  (For employees on a 4/11 work schedule, a total of 88 hours of holiday credit are allocated separately, in lieu of holidays.)

VACATION: Accrual normally begins at a rate of two weeks per year, with incremental increases to five weeks at 21 years of service. Employees may accumulate up to two times their annual accrual.

SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees can accumulate up to 2,200 hours.

MEDICAL INSURANCE: Health, dental and vision coverage is provided. The City's monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

$   450 Opt Out
The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium as an in-lieu contribution into deferred compensation, paid by the City.

LIFE INSURANCE: Coverage in the amount of $10,000 is provided by the City. Supplemental coverage is available at employee cost.

LONG TERM DISABILITY INSURANCE: Coverage is sponsored through PORAC, at employee cost, reimbursed by the City. This benefit pays 66 2/3% of the first $10,500 per month in salary.

PHYSICAL EXAM: A comprehensive exam is provided once per year, at City's expense.

SPECIAL PAY(S):  POST pay is currently 3.2% Intermediate or 5.7% Advanced.  SENIOR pay is currently 2.5% at 10 years and 5% at 15 years.

DEFERRED COMPENSATION: Employees may enroll on a voluntary basis.

RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,400 initial deposit provided upon completion of a two (2) year vesting period, after initial contribution is made, the City shall contribute $100 per month

SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premiums, unreimbursed medical expenses, and dependent care costs.

EMPLOYEE ASSISTANCE PROGRAM: Available to employees and dependents, through a specialized counseling service under contract to the Police Department.

UNIFORM ALLOWANCE: Uniform allowance of $94 per Month.

CITY CAR: City car provided for some positions.
