The North Carolina Department of Administration is seeking applicants for an Administrative Officer ll (Working Title: Small Business Coordinator) for our State Construction Office. The State Construction Office is responsible for the administration of planning, design and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the Capital Improvement Program for all state institutions and agencies.
This position is responsible for supporting activities aimed at increasing participation of historically underutilized businesses (HUB) within the State's Capital Improvement Program by collaborating with HUB vendors, Contractors and the Department in recommending and creating systematic processes to assisting with attaining goals for HUB participation in building construction and repair contracts and will assist with the monitoring of good faith efforts to solicit HUB participation. Position will also serve as the Program Liaison through the State Construction Office to advocate and create awareness on behalf of the HUB Office, SWUC Program and other minority business legislation in sharing technical knowledge and relaying pertinent information in an effort to achieve the goals and objectives that are consistent with the mission and vision of the HUB Office and State Construction. The chosen candidate should possess skills that exercise judgment and discretion in interpreting and applying policy and management directives; should be able to think analytically; and to establish and maintain effective professional relationships with diverse groups, to include governmental officials, community stakeholders, and businesses representing rural and urban demographics.

QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:

  • Knowledge of statutorily authorized construction methods and statutory requirements under North Carolina law for HUB participation in public construction and repair projects.
  • Knowledge of competitive bidding requirements intended to promote HUB participation in building construction and repair projects.
  • Knowledge of the legalities of contracts and the procurement process as it relates to the HUB Program.
  • Knowledge of North Carolina state and federal guidelines, current NC General Statutes and Administrative Codes as it relates to the HUB program.
  • Knowledge of the organizational structure and operations of the state agencies, community agencies, and human service non-profits.
  • Ability to write, interpret, and explain policies and procedures governing community-based and contracted services.
  • Ability to collect and analyze data and information including programmatic, research, and financial information.
  • Ability to communicate effectively in oral, written and multimedia formats with various constituents including state officials, agencies, school officials, service providers, and the general public.
  • Ability to develop project strategic partnerships with external agencies and serve on committees as required by the Department.
  • Ability to work independently with minimal guidance and direction, and the flexibility to work in a variety of community settings.
  • High level of competency with computer applications, including Microsoft Office products.
MANAGEMENT PREFERENCES:
  • Graduation from a four-year college or university with a Bachelor's of Science degree in Business Administration, Education, Management, Finance, Accounting, Construction Management or a closely related field and a minimum of 3-5 years of practical experience preferred.
  • Documented experience related to public construction projects, project management or construction manager at risk, minority business enterprise programs or government programs providing exposure to minority business operations or a closely related field is a plus.
NECESSARY REQUIREMENT: 
  • Valid NC Driver's License with acceptable driving record. Out of State Applicants must have valid Driver's License or acquire NC Driver's License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.

Graduation from a four-year college or university and three years' experience in personnel, budgeting, research, or administrative management preferably involving participation in the planning and management of a business or governmental program; or an equivalent combination of education and experience.
