Salary Grade 70  $19.05 to $25.00 per hour

This temporary position will be assigned to the Department of Health and Human Services, Public Health, Epidemiology, Preparedness and Response. The primary purpose of this position is to provide Strategic Planning support within public health preparedness especially related to Zika Virus and related activities. This position will perform work in developing plans for preparedness, response, recovery, and hazard mitigation as related to emergency and disaster events related to Zika. Work will involve assisting operations, leading collaborative efforts to combat Zika here in NC with many other state agencies involved. Work also involves responsibility for developing, implementing, and evaluating plans, contracts, policies and procedures for the Zika Response. Under the administrative and technical supervision of the PHP&R Branch Head this position will conduct interagency response planning with partner agencies, incorporate plans into the comprehensive plan for the State, review the emergency plans developed by local government, and participate in major response and recovery operations. Based on the analysis of operations during an emergency event or training exercise, this position will assist with changes to existing plans.

 
  • Develop and write the comprehensive Zika Action Plan involving multiple state partners already serving on the Zika Response Strike Team  50%
  • Conduct interagency response planning with partner agencies that include but not limited to Law Enforcement, Emergency Management, Mental Health, and Office of Emergency Medical Services.

  • Coordinate and maintain all contracts related to NC state Zika Response. 10%

Knowledge, Skills and Abilities / Competencies checking for longer labels in job detail

Knowledge of the analytical planning techniques applied in the research and analysis of information pertaining to governmental programs and operations. Has general knowledge of the services offered by state and local agencies. Has knowledge with emergency planning and response. Has knowledge of the principles of situational analysis and planning, methods for curriculum development and instruction for groups or individuals. Proven effective oral and written communications. Will work under pressure for extended periods of time. Interact effectively with medical professionals, federal, state and local government agencies and the private sector. Experience in leading planning, safety and field exercise activities.

Minimum Education and Experience Requirements checking for longer labels in job detail page

Graduation from a four-year college or university and two years of specialized emergency management planning, research, analysis, community services or emergency services experience; or an equivalent combination of training and experience.


Management Preference:  Graduation from a four-year college or university with a major in specialized emergency management, public administration, public planning, research, analysis, community services, or emergency services experience; or a related field and three years professional planning experience in directing programs or operations; or an equivalent combination of training and experience.

Completion of FEMA Incident Command System (ICS) 300 & 400 and National Incident Management System (NIMS) training. Experience in Public Health emerency operations and experience as an emergency planner.
