Salary: Level - Junior: $2292.36 - $2798.50; Level I: $2409.59 - $2941.61; Level II: $3015.89 - $3681.80; Paid Bi-weekly

Junior level: Under direct supervision of a Public Health Nurse, learns to provide public health nursing services in homes, community, schools and clinics; and does related work as required.

Level I: Under direct supervision, provides public health nursing services in homes, community, schools and clinics; and performs other related work as required.

Level II: Under general supervision, provides public health nursing services in homes, community, schools and clinics; assists in the coordination of the activities of a specialized service or project; assists a Public Health Nurse III in the administration of nursing activities; assists in the training and development of assigned staff; and performs other related work as required.

DISTINGUISHING CHARACTERISTICS:
Junior level: Junior Public Health Nurse is the apprentice level classification in the Public Health Nurse classification series.  Incumbents are Registered Nurses or nursing interns who gain practical work experience prior to completing educational or certification requirements to become Public Health Nurses.  Promotion to Public Health Nurse I is made upon completion of the minimum qualifications, recommendation of the Department Head.

Level I: Public Health Nurse I is the entry-level classification in the Public Health Nurse classification series. Incumbents learn to provide basic public health nursing services, which broadens in scope and variety as training is received. The Public Health Nurse I is distinguished from the Public Health Nurse II by the latter's lead responsibilities and ability to serve as a program specialist.

Promotion to Public Health Nurse II is made on a merit basis subject to the recommendation of the Department Director.
 
Level II: The Public Health Nurse II is the journey level classification in the Public Health Nurse classification series.  Incumbents are expected to handle the more difficult assignments with a minimum of supervision and assist with the administration of nursing activities.  It's distinguished from the Public Health Nurse I by its responsibility to direct the work of assigned staff and/or coordinate the activities of a special service or project.

Essential Functions

Junior Level: In a learning capacity:
  • Provides health promotion and disease prevention services to individuals and families, in a variety of settings, appropriate to client, age, development, risk, geographic location and culture.
  • Assists individuals and families in implementing medical treatment plans. 
  • Provides case management services to assigned caseload.
  • Coordinates public health nursing activities with those of other health oriented agencies and groups in the community. 
  • Provides health care coordination for individuals and families through referral, collaboration, and liaison activities with local service providers and community agencies or organizations. 
  • Assists a public health nurse to respond to inquiries made by the public and local provider network regarding current public health information and practice.
  • Maintains required records and prepares reports.
Level I: (in addition to above)
  • Establishes baseline data for evaluating health care services.
  • Assists in providing clinical experience for nursing students.
  • Conducts outreach and case finding in assigned geographic communities.
  • Responds to inquiries made by the public and local provider network regarding current public health information and practice.
Level II: (in addition to above)
  • Establishes baseline data for evaluating health care services, and participates in policy development and policy enforcement.
  • Assists in the training of assigned staff; directs and delegates functions as appropriate for their training.
  • Sets up special programs; participates in community and health organizations, and acts as an advocate for those who cannot act on their own behalf.
  • Collects, compares, and analyzes data; maintains records and prepares reports.
OTHER FUNCTIONS: (all levels)
  • May provide nurse home visitation services to assigned caseload.
  • Assists in communicable disease control by carrying out epidemiological surveillance and investigations, follow-up of cases and contracts and gives instructions in preventative measures.
  • May provide nursing assessment education and counseling for individuals such as high risk maternal, infant, child and adolescent health situations.
  • May manage and provide nursing services in public health clinics.
  • May provide health services to the community as directed during a local, state, or federal emergency or disaster.
  • Performs other related duties as required.
OTHER FUNCTIONS - Level II: (in addition to above)
  • May supervise and guide subordinate staff.
  • May oversee and direct a unit in the absence of a Public Health Nurse III.
 

Employment Standards

Junior level: Possession of a Bachelor's Degree in Nursing from an accredited college or university with coursework in public health or community health AND possession of a current interim permit issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing.

OR

Possession of an unrestricted Registered Nursing license issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing and status as a senior nursing student enrolled in or completion of a public health or community health courses from an accredited college or university which has a California Board of Registered Nursing approved program which prepares registered nurses for public health nursing.

Possess and maintain a current American Heart Association Healthcare Provider Basic Life Support (BLS) card.

Failure to maintain a current and valid interim permit or Registered Nurse License issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing will result in termination.

Additional Information:
Appointees to these positions must qualify for a California Public Health Nursing Certificate issued by the California Board of Registered Nursing within one (1) year after employment. Employment is on a year-by-year basis contingent upon annual evaluation of college courses completed, as well as rating of work performance. Information concerning colleges and universities offering approved courses is available from the Director of Public Health Nursing at the Kern County Department of Public Health.

Level I: Valid Public Health Nurse Certificate issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing AND valid and unrestricted Registered Nurse License issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing.

OR

A valid and unrestricted Registered Nurse license issued by the State of California, Department Consumer Affairs, Board of Registered Nursing and possession of a Bachelor's Degree in Nursing from an accredited college or university with coursework in public health or community health and application has been submitted to the State of California, Department of Consumer Affairs, Board of Registered Nursing for a Public Health Nurse Certificate.

Level II: Possession of a valid Public Health Nurse Certificate issued by the State of California Department of Consumer Affairs, Board of Registered Nursing AND two (2) years of equivalent experience in public health and/or community health nursing. Ten (10) years of nursing experience may be substituted for the two (2) years of public health and/or community health nursing experience.
 
Possession of a valid and unrestricted California Registered Nurse license issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing.  

Levels I/II: 
Possess and maintain a current American Heart Association Healthcare Provider Basic Life Support (BLS) card.
 

Failure to maintain a valid Registered Nurse License issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing will result in termination.

Possession of a valid California Motor Vehicle Driver's License.


Junior level applicants: Attach one of the following combinations to your application:

  • A copy of your transcripts verifying the conferral of a Bachelor's Degree in Nursing and coursework in Public Health or Community Health  AND a copy of your interim permit issued by the State of California, Board of Registered Nursing.

A background check may be conducted for this classification.

All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec.3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services).  As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable, following a significant emergency or disaster.

This examination will establish an eligible list from which immediate appointment(s) will be made at the Department of Public Health.  Other permanent and temporary appointments will be made as needed.  Successful candidates will remain on the eligible list for a period of twelve-months, unless specified otherwise by the Civil Service Commission.

APPRAISAL (100%):  of training, education, experience, interest and personal, fitness for the work based on any combination of the following: Investigation, oral exam and rating of application.  Applicants must attain at least a 70% score on each phase of the examination process.
