Judicial Information Services (JIS) is the IT arm of the Michigan Supreme Court. Our mission is to provide innovative technology solutions, quality software, and expert service and support for Michigan's courts. JIS has been helping courts modernize and streamline their processes for over 30 years and we have recently started accelerating our efforts to make an even greater impact, from case management and e-filing to video conferencing, data warehousing and providing online transaction options. Every day, our work makes a significant positive impact by helping the courts administer justice quickly and effectively.
We are looking for a strong leader and technologist to lead the Technology Services group within JIS, which provides IT Products, services and consulting for the Michigan Supreme Court, the Michigan Court of Appeals, and 242 courts across the state. The Senior Manager of IT Services is ultimately accountable to provide leadership for strategic planning, management and delivery of the JIS product portfolio and other services, including, training and education, roadmap prioritization, as well as, assessing and responding to demand for all JIS service offerings. We are interested in qualified candidates who can use their leadership, product management and technology experience to help simplify and solve complex problems faced by Michigan courts.
The Michigan Supreme Court offers comprehensive medical benefits, 401k/457 (including state contribution and matching) and additional fringe benefits. Essential duties and responsibilities for the Senior Manager IT Services position include, but are not limited to, the following:

• In consultation with division leadership, develop tactical plans based on MSC and SCAO strategic plans;
• Lead IT Services staff including determining human resource needs, recruiting highly qualified staff, determining staff development needs and providing development resources, performance communication planning, recognition, compensation and discipline;
• Develop concise Performance Communication Plans (PCP) for direct reports. Meet with staff regarding plans at an appropriate frequency and document those meetings;
• Deliver services within the department budget;
• Adopt or apply best practices, tools, systems and metrics across the services team;
• Establish and direct the strategic and tactical goals, policies, procedures, and organization of the Technology Services JIS provides to the Courts of Michigan, The Michigan Supreme Court, and the State Court Administrative Office;
• Create/foster a culture of service within Information Technology Services while demonstrating collaborative leadership in understanding and expanding our product and service portfolio;
• Follow relevant technology, Product Management, Service Delivery and Portfolio Management trends; anticipate future implications, and clearly articulate credible views of future threats and opportunities;
• Drive timely and successful delivery of current and new products and features by partnering with development, infrastructure and other resources as necessary;
• Develop and implement a product and service portfolio strategy;
• Develop and implement training strategies and maintain a high level of connection to best practices in training and education;
• Provide leadership for a team of highly skilled software product owners.

Required Education and Experience

MINIMUM REQUIREMENTS EDUCATION:

Bachelor's degree in Computer Science, Information Technology or a related field – Or at least fifteen years of progressive experience in a senior level information technology position leading multiple information technology functions.

KNOWLEDGE & EXPERIENCE

• 10+ years of IT management experience with a proven track record of hiring, coaching and retaining cross-functional technical teams;
• Ability to set strategic and tactical departmental level goals that align with overall IT direction;
• Strong leadership and management skills with a proven ability to facilitate cross-functional teaming;
• Software product strategy and life cycle management that includes market analysis, user requirement gathering and definition, roadmap and release development, through to end of life;
• Understand the technical and operational (workflow-based) relationships among current and near-future products and services;
• Engineering, analytical, troubleshooting and project management methodologies;
• Understanding of software development life cycle methodologies and best practices;
• Understanding of the methodologies for the technology utilized in product management, training and service delivery;
• ITIL V3.0 2011 framework with a focus on Service Strategy and Transition;
• General knowledge of cloud and SaaS computing platforms;
• Leading large IT projects in a distributed and matrixed team environment;

• Excellent written and verbal communication skills with an ability to communicate with large and diverse audiences internally and externally;
• Proven leadership, project management, time management, and problem solving skills;
• Client-focused, customer service mentality;
• Present technical and non-technical information to all stakeholder groups;
• Multi-task in a fast-paced environment while remaining focused on service to the client;
• Display initiative, comfortable acting in the absence of clear direction, and able to identify and address impediments to progress;
• Tenacious in pursuing goals and can be counted on to follow through on commitments and deliver results. Displays a continuous appreciation for results/key indicators.

LICENSING / PROFESSIONAL CERTIFICATION:
ITIL Certification Preferred?

PHYSICAL REQUIREMENTS
• Working conditions are normal for an office environment; occasional weekend and/or evening work may be required;
• Travel to Court locations across the state may be required. Occasional travel outside the state may be required.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.


Holidays

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
