Judicial Information Services (JIS) is the IT arm of the Michigan Supreme Court and provides information technology products and services to Trial Courts throughout the State of Michigan. We are currently seeking candidates for the position of Project Manager for the statewide e-Filing project.  As a Project Manager, you will oversee the planning, implementation, tracking and evaluation of projects that will deliver e-Filing and electronic document management to the trial courts of Michigan. Projects may be staffed with resources internally, externally, or both. Reporting to the Program Manager, the Project Manager will interact with all levels of management as well as internal and external staff, Judges, Court Administrators, Clerks, and others during any phase of the project and may lead staff. Essential duties and responsibilities for the Project Manager position include, but are not limited to, the following: 
 
Plan the Project

  • Develops project plans including timelines and resource allocation and drives team to adhere  to plan;
  • Define the scope of the project in collaboration with  stakeholders, leadership, customers, and the Program Manager;
  • Determine the resources (time, money, equipment, etc.) required to complete the project;
  • In consultation with the Program manager, identify roles, responsibilities, and, the skills required for the project activities;
  • Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project;
  • Develop a schedule for project completion that effectively allocates the resources to the activities;
  • Determine the objectives and measures upon which the project will be evaluated at its completion;
  • Foster and drive SCAO Culture throughout the organization to ensure unity of vision and fulfillment of SCAO's mission.  

Implement the Project
  • Manage the scope of projects; track all tasks required to deliver systems on-time for  clients. Recognizes changes in scope and works to control scope;
  • Ensure vendors Statement of Work and project are aligned and vendors are delivering  agreed upon deliverables;
  • Approach projects in a cross functional manner;
  • Focus on deliverables and holds team accountable to do the same;
  • Assist in the development of presentations to executive and customer audiences;
  • Support project milestones (i.e., go-live, etc.) off-hours as appropriate;
  • Transition project to operational steady state and functional ownership;
  • Responsible for the successful delivery of software applications in accordance with  all SCAO work instructions, processes, and procedures;
  • Act as primary point of contact for the client;
  • Develop forms and records to document project activities;
  • Execute the project according to the project plan;
  • Ensure that all project information is appropriately documented and secured;
  • Drive customer satisfaction by monitoring the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
  • learly communicate the status of all projects, issues with implementation, and solutions to stakeholders, including appropriate staff in the organization. 
 
Control the Project
  • Accountable for documenting project risks. Identify, quantify and track risks and facilitate  the development of risk mitigation plans;
  • Identifies and manages interdependencies among projects and programs;
  • Drives quality control on all implementations.  Review the quality of the work completed  with the project team on a regular basis to ensure that it meets the project standards and customer expectations;
  • Communicate project status to stakeholders as outlined in the Statement of Work;
  • Identify and assist with the implementation of process improvements;
  • Evaluate the outcomes of the project as established in the Statement of Work and make adjustments in future planning. 
 

Required Education and Experience

MINIMUM REQUIREMENTS EDUCATION
Bachelor's degree in Computer Science, Information Technology or a related field or at least eight years of progressively responsible project management experience. 
 
KNOWLEDGE & EXPERIENCE

  • Five years of progressively responsible project management experience managing large scale software system migrations or implementations;
  • Scoping of projects estimating financial and physical resources and time to complete projects;
  • Cost benefit analysis of information technology projects;
  • Leading teams of people in a matrix organization;
  • Project management methodology;
  • Proficient with Microsoft Office Applications and Project Management tools. 
 ABILITIES
  • Excellent interpersonal, written, and oral communication skills;
  • Proven ledership, project management, time management, and problem solving skills;
  • Client-focused mentality;
  • Ability to present technical and non-technical information to all stakeholder groups;
  • Able to multi-task in a fast-paced environment while remaining focused on service to the client. 
 LICENSING / PROFESSIONAL CERTIFICATION
  • Project Management Professional (PMP) certification preferred;
  • Six Sigma (Green or Black Belt) certification preferred. 
 PHYSICAL REQUIREMENTS
  • Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work;
  • Travel to SCAO offices and Trial Courts throughout the state may be required;
  • Occasional out-of-state travel may be required.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
