SUPERVISING PUBLIC HEALTH NURSE II

This recruitment is open to the public and will be open for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.

This recruitment is being held to establish an Eligible List to fill current and future Supervising Public Health Nurse II vacancies within Health Care Agency, Public Health Services until the next recruitment. This recruitment may also be used to fill positions in similar and/or lower classifications.

THE OPPORTUNITY:

The County of Orange, Health Care Agency is seeking three (3) Supervising Public Health Nurse II within Public Health Services (PHS), Public Health Nursing Division (PHND). The PHND provides public health nursing services throughout the county in homes and community settings to individuals of all ages. During a home visit a Public Health Nurse (PHN) assesses the clients' needs and helps them to access medical and social services, provides preventive health teaching, and referrals for health care and community resources. Nurses collaborates with community organizations and groups to identify health concerns of populations, to address needs, and to provide health education and screening with goals of preventing disease and disability, promoting healthy lifestyles and assuring access to quality health services. The current openings are in the following:

Maternal/Infant
The Maternal/Infant program provides nursing case management and health education services to pregnant and parenting teens, women and their infants, and medically high-risk newborns. The SPHN II assigned to this program will co-lead the Maternal/Infant unit in partnership with another SPHN II, and provides direct supervision to approximately ten (10) clinical staff which consist of Public Health Nurses (PHN"s) and a Community Health Assistants (CHA's). The SPHN II assigned to this program will also be responsible for program planning, providing leadership, support, and training to staff, maintaining nursing standards of care, evaluating the work of PHN's, and ensuring compliance with grants and reporting requirements.

California Work Opportunity and Responsibility to Kids (CalWORKS)
The CalWORKS program provides case management services to eligible participants in the CalWORKS Welfare to Work (WTW) program. The SPHN II assigned to this program will be supervising approximately ten (10) PHN's, overseeing daily program activities, advising PHN's on case management issues, making home visits with PHN's, performing record reviews, and signing off client's records when they are closed. The SPHN II will also be collaborating with a CalWORKS liaison regarding program objectives and needs, assessing and analyzing statistical data generated on a monthly basis, and submitting a monthly report to County of Orange, Social Services Agency (SSA).

Referral/Outreach and Training
The SPHN II assigned to this program will be responsible for centralizing and coordinating the processing of referrals, coordinating student assignments, providing and coordinating PHN's training, conducting community outreach, and providing immediate nursing intervention for referrals requiring an urgent response.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES:

The ideal candidate will possess a Master's Degree in Nursing or related discipline and six (6) or more years of experience as a Public Health Nurse or experience as a supervisor demonstrating all of the following:

Clinical Expertise and Knowledge of:

  • Having knowledge of maternal, infant, family, and adult health case management
  • Understanding of County, State, and Federal resources
  • Having knowledge of chronic diseases for adults and children
  • Working with high-risk populations, e.g. conditions that require multiple medical coordination, clients with behavioral health problems and substance abuse issues
  • Having basic knowledge of Targeted Case Management and Children and Families Commission of Orange County grant goals and funding requirements
  • Understanding and applying of Health Insurance Portability and Accountability Act (HIPAA) guidelines
  • Having familiarity of Electronic Health Records (EHR) system
  • Using Microsoft Excel, Word, PowerPoint and Outlook proficiently
Leadership/Supervision:
  • Supervising clinical staff and/or leading a team of clinical staff
  • Working collaboratively with Human Resource Services for training, performance evaluations, addressing performance issues, hiring, and retention of nursing staff
  • Maintaining standards of Public Health Nursing and ensuring that services rendered are in compliance with Federal, State and local laws and regulations, and establish policies, procedures and protocols of HCA, PHS, and PHND
  • Mentoring PHND staff and nursing students
Communication and Collaboration:
  • Communicating clearly and effectively both orally and in writing
  • Participating in, and representing the PHND on committees and subcommittees within the County and/or the community
Analytical and Critical Thinking:
  • Analyzing and recommending revisions to program policies, procedures and protocols, to ensure compliance with State requirements and legal mandates
  • Conducting ongoing evaluation of effectiveness of services and initiating improvements by directing staff in continuous efforts to improve quality, productivity, and effectiveness
  • Adapting to changes according to the changing needs of the populations served and County operations
  • Determining and improving resolutions to client-related issues

PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL CONDITIONS:

Physical Characteristics: Must have the body mobility to walk, climb stairs, reach, bend, twist, reach overhead and stoop; stamina to sit for a prolonged period of time (up to one hour); strength to lift and carry or push and pull objects such as boxes of nursing supplies or audiovisual equipment, which may weigh up to 25 lb.; manual dexterity to grasp, manipulate / operate small objects and precision instruments such as, but not limited to, giving injections without limitations or restrictions and taking pulse and blood pressure readings; fine motor skills and fine touch to palpate and discern skin induration and rashes; vision sufficient to read thermometers and calibrated measuring instruments, labels on medications, and the bevel of a needle; hearing for normal conversations and auscultation using a stethoscope; ability to work in diverse environments; and the ability to drive a car.

Environmental Conditions: Will be required to work in clinic environment; wear protective equipment/clothing as required by protocol; may work with patients who have a communicable disease; may be assigned to evenings, weekends and/or holidays.


RECRUITMENT PROCESS:

Human Resource Services (HRS) screens all applications to identify the qualified candidates for the position based on the skills required to meet the needs of the County. Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List: Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
