Description

Under general direction of the Deputy Chief Information Officer, provides system solutions and recommends the appropriate mix of current technologies to customers and other Information Technology Services Department (ITSD) technical resources. Incumbents lead in performing related research, requirement definitions, analysis, development, acquisitions, and implementation of major modifications to existing systems or the development of new systems. Responsible for recommending system standards, plans, organizes, directs, monitors, and evaluates the performance of assigned project team members; prepares progress and status reports for internal management. In addition to the above, this classification has the responsibility for monitoring and recommending changes to IT Services' published service level commitments and performance matrix.

The ideal candidate will have ten (10) or more years of recent technical experience in application architecture design including; specific experience with securing mixed client applications; identifying and remediating application security risks; experience with mobile fingerprint identification systems interfaced to the California Department of Justice and FBI databases; and experience with criminal justice systems.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5% or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.

AGENCY/DEPARTMENT: Information Technology Services - Application Services Division

The Principal Applications Architect/Supervisor is represented by the Service Employees International Union (SEIU) and is not eligible for overtime compensation.

NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement, which mandates a Regular employee to either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra-Help vacancies for this position only, which is a Regular position.

Examples Of Duties

Duties may include but are not limited to the following:

  • Develops/architects system solutions and recommends the appropriate mix of current technologies to customer departments and internal management. 
  • Serves as lead in performing research, requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems.
  • Plans, organizes, directs, monitors, and evaluates the performance of assigned project team members.
  • Prepares progress and status reports for internal management and customer departments.
  • Develops County technological policies and procedures.
  • May supervise one or more subordinate staff.
  • Coordinates project development and system maintenance requirements with users, other IT Services staff, vendors and outside agencies.
  • Ensures Service Level Commitments (SLCs) are being met for areas of responsibility.
  • Other related duties as required.

Typical Qualifications

EDUCATION, TRAINING and EXPERIENCE
Extensive experience in information technology systems analysis, design, implementation, programming and serving in a supervisory capacity over subordinate technical resources which has led to the acquisition of the required knowledge, skills, and abilities.??The required knowledge, skills, and abilities also can be obtained by possession of a Bachelors degree in Information Systems, Computer Science, or a related field and five (5) years of systems analysis, programming, or computer operations management experience; OR, additional years of qualifying experience which demonstrates progressive increases in job complexity and responsibility may be substituted for college education on a year for year basis.?

NECESSARY SPECIAL REQUIREMENTS
Possession or the ability to obtain and maintain a valid California driver license is required.
Ten (10) or more years of recent experience with the following:

  • Architect, design, and implement of medium to large applications and systems in relevant tools such as SQL Server, Open Source, Linux, Windows Server, Active Directory, Oracle, and Microsoft Visual Studio
  • Securing mixed client applications including desktop, web and mobile.
  • Pro-actively recognizeand remediate application security risks.
  • Use of C# .NET technology
  • Criminal justice system design and architecture
Five (5) or more years of recent experience with the following:
  • Mobile fingerprint identification technologies including interfaces to California Department of Justice and FBI databases.
  • Development and support of Enterprise Application Stores.
Knowledge, Skills, and Abilities

Thorough knowledge of:
  • Current technology trends in the information systems field;
  • Methods and techniques used in defining application requirements, data modeling, and general systems analysis, design, and documentation;
  • Local and wide-area network components and technologies;
  • Data base management systems;
  • Project estimation, scheduling, and management techniques;
  • Vendor contract negotiation and management.
  • Extensive experience in all aspects of large scale, internal information technology solution implementation, including applications development/maintenance, and overall change management/quality control;
  • Thorough knowledge of architecture, design, and implementation of medium to large applications and systems in relevant tools, such as SQL Server, Open Source, Linux, Windows Server, Active Directory, Oracle, and Microsoft Visual Studio;
  • Thorough knowledge of security methods and solutions applicable to mixed client applications including desktop, web and mobile;
  • Thorough knowledge of the use of C#.NET technology to design business solutions;
  • Thorough knowledge of design and architecture related to criminal justice systems;
  • Thorough knowledge mobile fingerprint identification technologies including interfaces to the California Department of Justice and FBI databases;
  • Thorough knowledge of development and support of Enterprise Application Stores.
Comprehensive ability to:
  • Facilitate and document customer functional and data requirements;
  • Propose the appropriate mix of technology and procedural solutions;

APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue through the screening and selection process.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION: Applicants may be subjected to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record. 10 PAID HOLIDAYS: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, and one 8-hour floating holiday. Holiday time is pro-rated for permanent part-time employees.
 
PAID VACATION: 14 days earned each year, increasing in increments after 5 years of service to 24 days per year after 15 years of service. You may accumulate up to 400 hours. You may redeem a portion of the accrual annually, after 10 years of service. You will be paid the value of your accrued credits upon retirement or termination. Earned vacation hours are pro-rated for permanent part-time employees.
 
PAID SICK LEAVE: 80.08 hours earned per year. You may accrue up to 800 hours and will be reimbursed annually for 25% of the number of hours over the maximum. A cash payment of 25% of unused hours will be made if you retire or terminate with more than 10 years of service. Earned sick leave hours are pro-rated for permanent part-time employees.
 
MILEAGE REIMBURSEMENT: You receive mileage reimbursement at the standard rate established by the Internal Revenue Service for each mile driven on County business.
 
UNIFORM PROVIDED: The County will provide uniforms or uniform allowance when required.
 
TEXTBOOK AND TUITION: When courses have been satisfactorily completed, the County will reimburse you to a maximum of $900 per fiscal year for tuition and books for off-duty, job-related courses. Other maximums apply to Exempt employees, Nursing Care Coordinators, and Clinical Coordinators. This benefit is prorated for part-time employees.
 
EDUCATIONAL INCENTIVE: The County may provide up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive.
 
DEFERRED COMPENSATION PROGRAM: You may choose to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 1.75% of your salary, on a pay period basis. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.
 
RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the County's Retirement Plan and Social Security. The County picks up part of your retirement and Social Security contribution. Benefits vest after 5 years. Compensation for retirement purposes includes all cash compensation excluding overtime, plus Flexible Benefits contribution and retirement contribution pick up. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.
 
STATE DISABILITY INSURANCE (SDI):   This program provides weekly benefits in the event of short term disability. Premiums are automatically deducted from your pay.
 
OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment).
 
DEATH BENEFIT: Your department will provide a $1,000 death benefit payable to your designated beneficiary in the event of your death if you are enrolled in the Flexible Benefits Program.
 
OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependents life insurance is also available for employees who purchase optional life insurance coverage.
 
OTHER BENEFITS: The County also offers an Employee Assistance Program, a Wellness Program, and a Work/Family Program which includes child care and elder care referrals.
