Duties Summary

Supervises and participates in the installation, construction, maintenance, and repair of sewer mains, lines, connections, laterals, extensions, and appurtenances; and performs other related duties as assigned.

There is one (1) immediate vacancy in Hilo.

Special Working Conditions:  Exposure to hazardous, filthy, and obnoxious conditions.  May be required to work shifts, weekends, and holidays.  Must be able to pass pre-employment medical examination for respirator use. 

Examples of Duties

  • Supervises and participates in such activities as cleaning and flushing sewer mains and lines; cutting and preparing pipes and fittings; installing connections to sewer lines and saddle wyes in tapping cast iron or clay sewer mains to install service laterals; repairing broken or leaking cast iron, concrete, or clay sewer mains; constructing reinforced concrete and brick masonry manholes.
  • Inspects the work of subordinates to ensure that it meets established standards.
  • Supervises and operates Closed Circuit TV inspection equipment to inspect the sewer systems.
  • Determines emergency measures to be taken in case of breaks.
  • Reads blueprints, sketches plans, and estimates material requirements.
  • Conducts sewer connection surveys.
  • Operates vehicles to transport employees, equipment, and material, including vehicles with GVWR of 15,000 lbs to 20,000 lbs.
  • Maintains records and prepares reports as required.
  • Enforces Safety practices and procedures; inspects work conditions, assists in investigating injuries and accidents, and participates in conducting safety training.
  • Supervises and participates in the care and maintenance of tools and equipment.
  • Participates in the preparation of work schedules and work assignments; recommends approval or disapproval of leaves; prepares timesheets.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience: 

A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • one (1) year work experience as a skilled (journeylevel) plumber or sewer maintenance repairer, and
  • a valid State of Hawai'i driver's license (class 3) or any other valid comparable driver's license at time of filing, and
  • a current traffic abstract verifying no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding.  A current traffic abstract is valid for 30 days from date of issuance by the district court.  (You will be required to submit your current driver's license and traffic abstract at time of the job interview).

Note:  must possess a current Department of Transportation Medical Examiner's Certificate prior to appointment and a valid State of Hawai'i driver's license (Class 4, non-CDL) prior to completion of probation.

Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.


Knowledge of:  tools, power driven equipment, materials, and practices used in installing, maintaining, and repairing pipelines and/or sewer systems; occupational hazards and safety practices of the trade.
 
Ability to:  assign, supervise, and review the work of other; demonstrate and apply the proper work methods and techniques appropriate to sewer maintenance activities; interpret blueprints, sketches, and specifications; estimate time and material needed to perform a job; prepare rough sketches of work performed; prepare operational reports; give and follow oral and written instructions; observe and enforce safety rules; deal tactfully and effectively with others.
