San Diego Superior Court is seeking additional qualified candidates for the Court Systems Analyst I eligible list. Candidates who previously applied under Exam No. 16-004 and qualified to be on the eligible list do not need to re-apply in order to be considered.

This resulting eligible list may be used to fill Court Systems Analyst vacancies as they occur in the Information Technology Department.

Please note that Court Systems Analyst Trainee, I and II are three separate recruitments with different qualification requirements. Those interested are advised to apply for the Court Systems Analyst recruitment which best corresponds to their level of education and experience.


JOB SUMMARY

Under direction of an Information Technology Supervisor, a Court Systems Analyst plans, designs, programs, develops, implements, and maintains software applications and systems within the San Diego Superior Court.

Typical duties may include but are not limited to: supporting, upgrading and maintaining existing applications; evaluating and recommending modifications to software configurations; reviewing, analyzing and modifying user requirements and procedures; preparing system and user support documentation for automated programs; coordinating and performing user acceptance and performance testing for modification of existing systems and new systems; installing and configuring systems and software, and testing for compatibility with the network; and analyzing and resolving system problems and failures.

The IDEAL CANDIDATE should have the following:
 

KNOWLEDGE OF:
  • General: Principles, practices and techniques of system analysis and design as they relate to the software development lifecycle and business modeling;
  • Website, Web Service, and Application Development: Microsoft Visual Studio .NET (VB and C#), Java, JSF, JSP, J2EE, JavaScript, HTML, XML, CSS, COBOL, and C;
  • Application Server/Middleware: WebSphere, WebSphere MQ, Tomcat, GlassFish, WebLogic, IIS, FileNet;
  • Database Technologies: Oracle and Microsoft SQL Server, SQL, PL/SQL;
  • Desktop Software: Microsoft Office, Crystal Reports, TOAD, XMLSpy, Visual Studio, VMWare, SQL Server Management Studio;
  • Operating Systems: Windows 7, Windows 8, Windows Server 2012 R2, UNIX;
  • Protocols: HTTP, HTTPS, FTP, SFTP, REST, SOAP.

    ABILITY TO:
     
  • Conduct system analysis involving automation and processes;
  • Analyze computer data processing problems, develop and implement solutions;
  • Prepare comprehensive system analytical and operational reports;
  • Work under strict time constraints;
  • Work within a team to evaluate, design, develop, test, implement, and/or support computer applications;
  • Communicate effectively both orally and in writing;
  • Establish and maintain effective working relationships with vendors, court staff, judicial officers, and law and justice agencies;
  • Organize and prioritize work assignments.


MINIMUM QUALIFICATIONS

For Court Systems Analyst I, applicants must have graduated from an accredited college or university with a Bachelor's degree in computer science, information technology or a closely related field; AND have two (2) years of full-time, progressively responsible and varied technical experience in designing, programming, integrating, and supporting information systems involving data networks and information technology system applications.

EXPERIENCE SUBSTITUTION:
A Master's degree from an accredited college or university in information technology, computer science or a closely related field may substitute for one (1) year of experience.

EDUCATION SUBSTITUTION:
Additional years of full-time, progressively responsible and varied technical experience in designing, programming, integrating, and supporting information systems involving data networks and information technology system applications may substitute for the education requirement on a year-for-year basis.
