ORANGE COUNTY REGISTRAR OF VOTERS

COMMUNITY PROGRAM SPECIALIST

The County of Orange Registrar of Voters conducts proactive outreach programs to voters throughout the County. This includes recruitment of poll workers, voter registration and on-going liaison with cities, community organizations and media.

What does the Community Program Specialist do?

  • Plans, develops and implements informational campaign and strategies to gain public participation and support for voter registration and elections within Orange County.
  • Recruit and retain volunteers.
  • Develop and coordinate programs publicizing election services and resources.
  • Make public presentations to promote services, solicit support and train volunteers.
  • Coordinate special recognition activities and events.
  • Write press releases.
  • Network with community interest groups.

What competencies and credentials must I have to accomplish this job?

  • Ability to actively listen, retain and communicate in English.
  • Ability to use at an independent level the following software programs: MC Word, MS Excel, MS Access, MS Power Point, Outlook
  • Demonstrated diplomacy in gaining and maintaining program support, nurturing positive community relationships.
  • Ability to organize a large, dynamic program with the constraints of multiple deadlines, maximizing available time and making efficient use of the County's resources.
  • Ability to make verbal presentations in English in front of groups ranging from a few people to a hundred people, utilizing electronic presentation software, anticipating questions and responding clearly and diplomatically. Must show the ability to "think on your feet."
  • Must show active support for the philosophy of diversity and consistently treat others with respect.
  • Must enlist and share resources within the agency and among other agencies, effectively partnering with other teams.

What are the minimum qualifications for the job?

A minimum of three years' experience demonstrating the above competencies AND a bachelor's degree in a related discipline; a valid CA Driver's License; and a driving record sufficient to operate a County vehicle. (Release for DMV records will be required.)

Physical & Mental Requirements: Vision sufficient to read standard text and computer screen; speak and hear well enough to converse in person and over the phone; stamina to sit and work at a desk or in meetings for long periods of time; body mobility to move from one work area to another; manual dexterity to write and use personal computer. Ability to work under the pressure of inflexible deadlines.

Environmental Conditions: Will be required to interact with the varying levels of organizational hierarchy and varying educational levels; work in an office environment; drive to meetings; work with changing deadlines and competing priorities.

Selection Procedure:

  • Applications will be screened to identify the candidate who represent the expertise most needed for the position. From this screening the most well-qualified will be referred to the next step. Applicants will be notified of all further procedures applicable to their status.
  • Selected candidates will continue in an in-person process which will include a presentation in English, a writing sample and an interview by a panel of job knowledge experts. This may include interested and qualified community representatives. (Weighted 100%)
After all the selection procedures have been completed, the Registrar of Voters will establish an eligible list of qualified candidates from which a selection will be made.
