The Position

This position provides psychiatric, diagnostic, and therapeutic services and provides, as needed, psychiatric direction or consultation services to mental health staff and to community agencies and organizations.
 
Incumbents in this classification have completed a psychiatric residency training program and are medical doctors (M.D. or D.O.) who specialize in mental health, including substance use disorders.  Psychiatrists are qualified to assess both the mental and physical aspects of psychological problems.  This classification reports to the Supervising Psychiatrist who has responsibility for the medical, nursing, and pharmacy services of the Mental Health Division, and supervision of medical and nursing staff.

The following list of duties is intended only to describe the various types of work that may be performed and the level of technical complexity of the assignment(s) and is not intended to be an all-inclusive list of duties. 
  1. Conducts psychiatric examinations and evaluations of clients, makes diagnoses and prescribes treatments;
  2. Coordinates and ensures that quality assurance policy is followed in clinical programs, including medication monitoring; administers psychiatric treatment alone or with assistance from medical and non-medical staff;
  3. Consults with psychologists, social workers, marriage, family and child counselors, and other mental health staff and interns regarding their clinical work, including reviewing and signing treatment plans;
  4. Maintains medical records and ensures adherence to charting and medication monitoring guidelines;
  5. Confers with patient's relatives regarding illness and treatment programs as appropriate;
  6. Instructs, trains, and supervises medical and non-medical staff as required;
  7. Presents cases at clinical conferences or meetings for training purposes or for advice or decisions as appropriate;
  8. Consults with Supervising Psychiatrist or program supervisors on unusual, complex, or serious cases as necessary;
  9. Prepares reports for patients for SSI and other agencies as necessary;
  10. Reviews and evaluates medical and non-medical staff's clinical records to ensure appropriateness of treatment and adequacy of record keeping; and
  11. Performs related duties as required.
 
 

Required Qualifications

Possession of an M.D. or D.O degree from an accredited medical or osteopathic school and completion of the third year of a psychiatric residency training program approved by the American Board of Psychiatry and Neurology.
 
AND
 
Completion of a psychiatric residency training program approved by the American Board of Psychiatry and Neurology; possession of a valid license to practice medicine issued by the State of California; and possession of a current Controlled Substance Registration certificate issued by the Drug Enforcement Administration by date of appointment.
 
OTHER REQUIREMENTS
 
Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Knowledge of: 

  1. Psychiatric principles, practices, and methods of treatment, including ethical and professional conduct; medication programs; interview and assessment of individuals, families, and groups; and crisis intervention;
  2. Adult and child psychology, including development and psychopathology;
  3. Applicable city, state, and federal guidelines and laws regulating mental health practices, programs, and services;
  4. Basic leadership and training principles;
  5. City, county, and state mental health, welfare, and social services programs and agencies; and
  6. Principles and practices of public health education and teaching. 
Ability to: 
  1. Provide direction and work review to assigned clinicians participating in intake and crisis teams;
  2. Assess client mental health status, develop effective treatment plans, and make appropriate referrals;
  3. Provide ongoing psychotherapy for individuals, groups, and families;
  4. Coordinate treatment with other community agencies and services;
  5. Perform crisis intervention as necessary;
  6. Exercise sound independent judgment within general policy guidelines;
  7. Identify the cultural patterns influencing community health practices;
  8. Prepare clear, concise, and complete reports, documentation of client visits, and other required written correspondence; and
  9. Establish and maintain cooperative working relationships with a variety of individuals, organizations, boards and commissions, and City staff

ELIGIBILITY
Employees must have a regular work schedule of at least 20 hours per week to be eligible for benefits. Less than full-time employees receive pro-rated benefits.

RETIREMENT
CalPERS
City employees are included in the California Public Employees Retirement System (CalPERS). Retirement formula is either 2% at age 62, or 2.7% at age 55 depending on the individual's eligibility. Employees are vested in CalPERS after 5 years of full-time service.

SRIP
The City contributes 6.7% of the employee's salary (up to a maximum annual salary of $32,400) into a 401(a) Supplemental Retirement Income Plan account (SRIP).The City is not a member of Social Security, therefore only the Medicare portion is deducted from employees' salaries.

DEFERRED COMPENSATION
Three voluntary deferred compensation 457 plans are offered. Employees may contribute up to $18,000 per year on a pre-tax basis.

MEDICAL PLANS
The City offers a choice of a Kaiser HMO Plan or Sutter Health Plus Plan. The City contributes up to the full family premium for the Kaiser HMO Plan. Employees pay additional premium costs if they choose the Sutter Health Plus Plan. Employees who have medical coverage under another plan may choose to waive City-provided medical coverage and receive a monthly stipend.

DENTAL PLAN
The City provides group dental benefits through Delta Dental Plan of California. The City contributes up to the family coverage for the plan, which covers 90% of the dental charges up to $2,000 annually per person. Orthodontic benefits are offered at a $2,000 lifetime maximum per person. Employees who have dental coverage under another plan may choose to waive City-provided dental coverage and receive a monthly stipend.

LIFE INSURANCE
The City provides employees with a $25,000 Life Insurance and Accidental Death & Dismemberment policy. Employees have the option to purchase additional term life insurance up to a maximum of $300,000.

SICK LEAVE
Twelve days of paid sick leave earned annually.

VACATION
Vacation is accrued at the following annual rate: Two weeks per year for the first three years; Three weeks in years 4 – 11; Four weeks in years 12 – 17; Five weeks in years 18 – 24; Six weeks in 25 years and after. Some public health, mental health and library classifications may have accelerated vacation accruals – please check with the Human Resources Department for additional information.

HOLIDAYS
Thirteen regular holidays and three floating holidays annually.

LONG-TERM DISABILITY
The City provides long-term disability insurance that provides partial income replacement in the event of disability. Benefit is paid at 60% of salary.

RETIREE MEDICAL COVERAGE
The City pays a portion of the medical premiums of the retiree and eligible spouse or domestic partner based upon years of service. Requires at least 8 years of CalPERS service with the City and is at least age 55.

YMCA MEMBERSHIP
The City subsidizes the services for most employees by paying for 75% of the membership fee. Employees who choose to join, pay for the remainder of the fee. The Berkeley Downtown YMCA is across the street from the Civic Center Building.

TRANSIT SUBSIDY
The City provides annual free Eco-pass for AC Transit, and an IRC 132(f) plan for transit vouchers where employees may set aside pre-tax income to pay for public transportation expenses. City contributes $20 per month to the plan for employees using public transportation.
