ABOUT THE POSITION

Under the direction of the Chief of Psychiatry, to provide psychiatric, diagnostic, and therapeutic services to clients of Shasta County Mental Health; to provide psychiatric consultation to medical and psychiatric personnel and to community agencies; and to do related work as required.

DISTINGUISHING CHARACTERISTICS


Senior Psychiatrist is the journey level class in the Psychiatrist series. Incumbents, under the supervision of the Chief of Psychiatry, provide psychiatric supervision and consultation to  outpatient psychiatric and medical personnel, i.e., Psychiatrist, Medication Nurses,  medical personnel, and substance abuse counselors. Performs professional psychiatric duties as a Psychiatrist.

EXAMPLES OF ESSENTIAL DUTIES

Conducts psychiatric examinations and evaluations; makes diagnoses and prescribes therapies; reviews and recommends appropriate treatment approaches; conducts individual and group psychotherapy; consults with professional staff members in other psychiatric and medical disciplines regarding the psychiatric aspects of their work; confers with patients' relatives regarding illness and treatment; coordinates psychiatric treatment with other aspects of an individual patient's medical care; explains the mental health program to members of community agencies and the general public; provides supervision to psychiatric and medical personnel; attends Medical Staff committees as assigned by the Chief of Psychiatry; signs related psychiatric documents; completes medical charts; and provides input to the Psychiatry Team.

TYPICAL QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of:  Causes and treatment of psychiatric illness; medical aspects of psychological problems; State and Department policies and procedures; the principles and practices of modern medicine and psychiatry; and supervisory skills with psychiatric personnel.

Ability to:  Make expert psychiatric diagnoses, interpretations, and recommendations; diagnose and effectively treat mental illness; prepare comprehensive and concise records and reports; assist in the training of less experienced psychiatrists; provide psychiatric  services to  clients as a member of the Medical Staff; and supervise  psychiatric personnel.

These employment standards are typically attained with completion of an approved psychiatric residency and 1 year of experience as a Psychiatrist.

The ideal candidate will have interest in and ability to work with adults, youth and families.  The ideal candidate will be interested in working in a Community Mental Health setting; be a good diagnostician and well trained in Psychopharmacology; able to build good rapport and work with clients and their families and be freely accessible to the multidisciplinary treatment staff.  The ideal candidate will be able to work as a team player with multidisciplinary teams, able to provide leadership and training to Mental Health staff and have a commitment to working with the persistently mentally ill.

  • Employees in this classification are covered under the CalPERS retirement program. SALARY & BENEFITS


• Salary:  $15,736 - $20,084 per month. Plus an additional 5% for each board certification by a Specialty Board officially recognized and approved by the Council on Medical Education of the American Medical Association in Geriatric Psychiatry; Child and Adolescent Psychiatry; and/or other medical specialty (for up to a maximum of 15% if certified in all  three areas).
Additional Physician compensation package in accordance with the terms and conditions of the individual's contract.
• Holidays: 12 days per year.
• Vacation: 10 days first 3 years; 15 days 4-9 years; 17 days 10-15 years; 20 days 16 years and thereafter.
• Sick Leave: 12 days per year with a generous pro rata payoff when terminating in good standing after at least 5 years of continuous service.
• Retirement: CalPERS, coordinated with Social Security.
• Insurance:  Medical and dental plan, with the County paying for most of the employee and a portion of the dependent cost; a vision plan, a fully-paid life insurance policy and long-term disability plan.
• Other: Deferred Compensation plan, IRC Section 125 plan, and credit union membership available.

Holidays:
12 paid holidays (96 hours) per year.
 

Vacation:
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
 

Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
 

Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.
 

Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaing unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.
 

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
 

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
 

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.
 

Retirement:

The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security (note - not all Safety members' benefits are coordinated with Social Security). Members hired prior to May 8, 2011 are covered under the Safety retirement provisions with a 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the Safety retirement provisions with a 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.


Employees pay 7% of his or her salary, on a pre-tax basis  for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
 

Miscellaneous:

• Deferred Compensation plans available through specified companies.

• IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.

• Optional insurance products available through Colonial Life.
